NEW YORK CITY -- Gov. Andrew Cuomo says police could be held to a higher standard in cases where deadly force is used.

State Sen. Pat Gallivan, a Republican, is leading one of four Senate committees examining police safety and public protection in New York City.

He's leading one of four Senate committees examining police safety and public protection in New York City.

Several police union presidents testified Wednesday about cases brought against police officers.

The committee is considering whether to appoint an independent monitor to review cases where officers use physical force against citizens.

"We've had a nationwide discussion because of four incidents, when in fact there are tens of thousands of police-citizen encounters on a daily basis across the country and the overwhelming majority of them, there's no force used at all let alone deadly physical force," said Gallivan.

The committee plans to hold hearings in Buffalo and Albany next month.
