NEW YORK — Today, the New York City Council passed a “home rule” message in support of “Sammy’s Law” (S2422A/A7266), legislation to give New York City the ability to lower its own speed limits and reduce traffic fatalities. Sammy’s Law is named for Sammy Cohen Eckstein, a 12-year-old boy killed by a speeding driver in Brooklyn in 2013 just a few blocks from his home. Since his tragic and preventable death, more than 2,222 people, including 96 children, have been killed in traffic violence in New York City.

Primary bill sponsors State Senator Brad Hoylman-Sigal and Assemblymember Linda B. Rosenthal said: “Sammy’s Law will be a game changer for street safety because it will finally allow New York City to set its own speed limits and save lives. We’re grateful to the NYC Council for passing this home rule message in support of Sammy’s Law; Families for Safe Streets; and Sammy’s mother, Amy Cohen, who helped found this dynamic and effective organization that is helping change the conversation on traffic safety in City Hall and Albany. We also thank Council Member Jennifer Gutiérrez, the sponsor of the City Council resolution and Council Speaker Adrienne Adams, for their support, and are eager to pass our bill through the legislature and get it to Governor Hochul’s desk as soon as possible.”
