Senator Ryan Announces Over $1 Billion for Central New York in FY26 Enacted Budget

Senator Christopher J. Ryan today announced a series of major wins benefitting Senate District 50 in the New York State Fiscal Year 2026 Enacted Budget. The final plan delivers over $1 billion in investments, including historic funding for education, workforce development, transportation infrastructure, healthcare, veterans resources, and Micron-related projects to support the region’s transformation into a global semiconductor hub.

"This budget isn’t just balanced — it’s bold," said Sen. Ryan. "We’re investing in the people, places, and partnerships that will define Central New York for decades to come."

Strengthening Regional Infrastructure

Totaling $32,327,845 in local roads and transportation for SD50, funding includes:

  • CHIPS – $19,513,300 (8.12% increase)
  • Extreme Winter Recovery (EWR) – $3,042,555
  • PAVE-NY – $4,493,502
  • Pave Our Potholes (POP) – $2,995,668
  • State Touring Routes (STR) – $2,282,818
     

The budget also includes $116 million in water infrastructure investments tied directly to Micron’s planned semiconductor facility, supporting system capacity upgrades and clean water access for surrounding communities.

Additionally, Onondaga County is authorized to use design-build and best value procurement for the Oak Orchard Wastewater Treatment Project, improving delivery efficiency for this critical infrastructure initiative.

SUNY Investments

Central New York’s healthcare system receives a transformational boost with $450 million in capital funding for SUNY Upstate’s new emergency room, servicing 17 counties in New York State. SUNY Oswego receives $16 million as part of a $114 million increase in SUNY operating aid, and an additional $5.2 million in capital funding for campus-wide maintenance. 

Workforce, Jobs and Economic Development

Over $5 million is included for job training and economic growth:

  • $1 million – Manufacturers Intermediary Apprenticeship Program (MIAP)
  • $750,000 – Manufacturers Association of Central New York (MACNY)
  • $500,000 – MACNY’s Real Life Rosies
  • $1.5 million – CenterState CEO (through Empire State Development)
  • $100,000 – Workforce development with Onondaga Community College to enhance care for people with disabilities
     

Additionally, the Excelsior Jobs Program was extended by five years, adding new reporting requirements tied to semiconductor research and workforce development and requiring employers using workforce retention credits to maintain staffing levels or face a reduced credit.

Historic Education Investment

The FY26 budget provides $778,522,939 in school aid to 16 school districts in Senate District 50 — a 5.4% increase over last year’s budget.

Additionally, $150,000 was allocated to Best Buddies, expanding inclusive school-based programs fostering friendships between students with and without intellectual disabilities; $500,000 for Boys & Girls Club mental health programs; and, $1 million for the Nutrition Initiative, increased from $750,000 in last year’s budget.

AIM Funding

Aid to Municipalities (AIM) funding totals $7,136,228 across cities, towns and villages in Senate District 50. This includes $642,571 of additional Temporary Municipal Assistance granted in last year’s budget.

Supporting Veterans 
The FY26 Budget supports veterans through a $192,400 allocation to Onondaga County and $104,000 to Oswego County as part of the Joseph P. Dwyer Veteran Peer to Peer Services Program.

Additional local support:

  • $250,000 for the Syracuse Crunch, supporting CNY’s AHL team
  • $50,000 for the CNY Lyme & Tick-Borne Disease Alliance
