S138 Relates to the medical aid in dying act; relates to a terminally ill patient's request for and use of medication for medical aid in dying. NAY

S426 Authorizes the commission on ethics and lobbying in government to provide a training course concerning anti-sexual harassment training for lobbyists; requires lobbyists to complete the course annually. AYE

S652A This bill would create a new class of license for alcohol consumption on premises for "private membership establishments".  AYE

S915 This bill would require all resurfacing, maintenance, or pavement recycling projects to be completed utilizing complete street design features. NAY

S1472 Amends the law by requiring all "duly authorized instructors" in small arms practice to be recertified. NAY

S1511 Provides that persons charged with a parking violation shall be able to make an electronic court appearance. AYE

S1891 This bill establishes a street cleaning camera monitoring system to street cleaners operating in New York City.  AYE

S1986 Extends the time period from eighteen years to twenty-five years that a school shall be guaranteed recovery of energy performance contract costs from energy savings incurred by school districts over that time period. AYE

S2709 Amends labor law to require tower services contracts between New York State or any of its agencies and a private company to require certified safety trainings for tower climbers.  AYE

S3155 Prohibits any insurer that is required to provide coverage for in vitro fertilization pursuant to this paragraph from requiring the transfer of all embryos from a prior cycle as a prerequisite for coverage of a subsequent cycle for a female thirty-five years of age or older. NAY (Not necessary as frozen embryos still exist.)

S3820B Requires health insurance policies include coverage for anesthesia for the entire duration of a procedure for which a licensed medical practitioner has issued an order for such anesthesia. AYE

S4052 This bill would amend section 696-a of the Labor Law, which governs minimum wage rates for covered airport workers to include Stewart International Airport in the definition of covered airport location. AYE

S4230 This bill increases civil penalties for automotive repair shops that fail to make restitution payments to customers who have been either: (1) grossly overcharged for certain repairs or adjustments; or (2) were grossly negligent in their performance of certain repairs or adjustments. AYE

S4497 Requires certain insurance policies to provide coverage for fertility preservation services, including anticipated iatrogenic infertility. NAY (No cap on length of time or costs associated.)

S4534 This bill gives the Secretary of State broad authority over local code enforcement. It allows the Secretary of State to appoint oversight officers to enforce building, fire, and conservation code enforcement. NAY (Overreach.)

S4658A Prohibits industrial development agencies from giving funds, financial incentives, and subsidies to any project where facilities or property are used primarily for ecommerce storage and transfers.  NAY

S4803 This bill would add a new section 34 to the Volunteer Firefighters' Benefit Law to establish a municipal group insurance technical assistance program. AYE

S5324A This bill establishes a definition and provisions regarding pet insurance. It establishes a definition of "pet insurance" to mean a property insurance policy that provides coverage for accidents and illnesses of pets.  AYE

S6150 Relates to the reporting of suspected financial exploitation; requires the superintendent of the department of financial services to develop guidelines relating to reporting suspected financial exploitation; provides that a third party who reports suspected financial abuse shall have immunity from any civil or criminal liability as a result.  AYE

S6155A  Allows for a modest increase in annual income, not greater than three percent per year, to not disqualify someone from the excelsior scholarship. AYE

S6166 This bill would cap the interest rate on delinquent property taxes at 7.5% of the delinquent tax payment. AYE

S6231 This legislation would license and regulate laser hair removal technicians. AYE

S6334 Expands the description of certain services which are not prohibited by statutes governing the practice of nursing, including direct support staff to nurses. AYE (Will address workforce shortages.)

S6363 Provides that a mortgagee (mortgage lender) receives a payment at the location and in the manner specified by the mortgagee, then the mortgagee must accept and may not return or destroy any payment receive in reliance on a payoff statement and must promptly apply such payment to the unpaid principal, interest or any other amounts due under the mortgage. AYE

S6640 Provides an option for beneficiaries of NYC transit authority members to receive a lump sum equal to the pension reserve where a member who is eligible for a service retirement dies prior to filing for retirement. AYE

S6736A  Adds to the standard coverage under Medicaid a wearable medical device that uses low intensity, alternating electric fields delivered directly to a tumor site to treat glioblastoma and other cancers as recommended by medical and scientific evidence. AYE

S7007 Establishes a mandatory mental health first aid training program for licensed cosmetologists and barbers.  NAY

S7032 Provides qualified homeless individuals non-driver state identification cards if there is proof provided that such individual is in fact homeless. NAY

S7191 Authorizes the parent or guardian of a severely disabled person to register a motor vehicle used for transporting a person with disabilities.  AYE

S7422A This bill provides authorizes for Westchester County to enter into a Memorandum of Understanding with the NYSDOT for the purpose of installing a red-light camera monitoring systems at intersections on the Saw Mill River Parkway. AYE

S7485 Requires the payment of prevailing wage for work performed on a public works worksite for any work involving the delivery to and hauling from such worksites of concrete and asphalt, in the counties of Nassau, Putnam, Suffolk, and Westchester, and in the city of New York. NAY (Does not apply statewide.)

S7545 Requires the department of health to develop and maternal health care providers to distribute written information about episiotomy to maternity patients.  AYE

S7642 Excludes the five state-run veterans homes from assessments on their gross receipts received from all patient care services and other operating income; directs the Commissioner of Health to apply to the secretary of the Department of Health and Human Services for any necessary waivers pursuant to federal law and regulation. AYE

S7680A Requires the office of parks, recreation and historic preservation to develop and approve operational safety plans prior to the deployment of any employee in hazardous conditions. AYE

S7717 Sets maximum rates that may be charged for the towing and subsequent storage of passenger and large vehicles outside of New York city.  NAY (Uneven application. Does not apply to NYC.)

S7731 Requires insurance coverage of a hospitalized birthing parent's interhospital transport to accompany such birthing parent's newborn infant experiencing a condition necessitating transport. AYE

S7800 Waives the residency requirement for the office of commissioner of finance of the county of Putnam.  AYE

S7801 Waives the residency requirement for the office of Putnam county attorney. AYE

S7882 Prohibits a person or entity from knowingly or with reckless disregard facilitate an agreement between or among two or more residential rental property owners or managers to not compete with respect to residential rental dwelling units, including by operating or licensing a software, data analytics service, or algorithmic device that performs a coordinating function on behalf of or between and among such residential rental property owners or managers. NAY (Places small landlords at a competitive disadvantage. Too broad.)

S7889 Permits the Setauket fire district and Stony Brook fire district to enter into contracts with the state university of New York at Stony Brook for property, services, and other consideration. AYE

S7984 This bill authorizes that any Medicaid recipient currently in the Recipient Restriction Program be fully exempt from restrictions on opioid treatment services specifically, methadone and buprenorphine when those services are provided by licensed Opioid Treatment Programs (OTPs). AYE

S8059 Establishes a blue envelope program for persons with mental health disorders, behavioral disorders and persons who are neurodivergent to be provided with blue envelopes to keep their identification, vehicle registration, and other related documents to improve their safety during law enforcement interactions; requires the municipal police training council to promulgate rules and regulations requiring training and instruction for all police officers with respect to the blue envelope program.  AYE

S8082 Requires the commissioner to promulgate regulations governing the release of certain records pertaining to a deceased individual who resided in a facility operated by the Office of Mental Health to a family member upon written request. Regulations shall be promulgated for the release of information upon written request by a physician of family member who has demonstrated medical need for such information. AYE

S8150 Protects veterans from fraud and unaccredited representatives; institutes a civil penalty of up to $10,000 for violation; establishes the class A misdemeanor crime of unaccredited representation of a veteran; establishes a veterans' services fund.  AYE

S8207 This bill relates to age and service eligibility requirements for ordinary retirement for members of the unified court system. AYE

S8256 Prohibits sanitation tickets from being issued in NYC for putting out trash for collection from 3:00 PM on Fridays through 6:00 PM on Saturdays.  AYE

S8257 This bill directs the Department of Health to establish an alternative payment methodology under Medicaid that reimburses Federally Qualified Health Centers (FQHCs) for the difference between the discounted 340B drug price and the Medicaid managed care payment rate for certain fertility medications.  AYE

S8271 Authorizes the city of Yonkers to alienate and discontinue the use of certain parklands. AYE

S8312 This bill would authorize a court, upon motion of a defendant and consent of the prosecutor, to transfer a pending case to a mental health court in an adjoining county. AYE

S8320 This legislation would prevent cases filed under the Child Victims Act (CVA) and Adult Survivors Act (ASA) from being unnecessarily dismissed. AYE

S8334 Requires insurance reimbursement for vaccination for severe acute respiratory syndrome coronavirus 2. Also requires Medicaid to cover the cost of pharmacist provided COVID-19 vaccination. AYE

S8338 Establishes disparate impact as a method of establishing unlawful discrimination under the Human Rights Law. AYE

S8384 GOVERNOR'S PROGRAM BILL - New York State Police Bureau of Criminal Investigation pay bill for the period covering April 1, 2023 to March 31, 2026. AYE

S1985A Requires police officers to take temporary custody of firearms for not less than one hundred twenty hours when responding to reports of family violence.  NAY (Removes police officer discretion. Could effect those not involved. Could take away victim firearm(s)

S488A Enacts the manufacturer disclosure and transparency act requiring pharmaceutical manufacturers doing business in the state to notify the Attorney General within thirty days of entering into an agreement with another pharmaceutical manufacturer that delays generic substitutions for brand-name drugs.  NAY (Could raise confidentiality concerns.)

S2271 Prohibits an employer, licensing agency or employment agency from requesting or requiring that a prospective employee disclose his or her age, date of birth or date of graduation from an educational institution on an initial employment application or during an interview, except in the case of a bona fide occupational qualification or need. NAY

S1104A Enacts the consumer litigation funding act to promote consumer protections related to consumer litigation funding transactions; provides for contract requirements, including that the contract contain a no penalty provision for the prepayment of the funded amount prior to the settlement of his or her case; makes related provisions.  AYE

S4433A Requires the clear and conspicuous disclosure of pricing changes for online grocery delivery and online pick-up services; imposes a fine of not more than $100 for the first offense and not more than $250 for a second and each subsequent offense for violations. AYE

S626 This bill adds the unlawful purchase or sale of ammunition to the offense of Criminal Purchase or Disposal of a Weapon (a class D felony) and renames the offense Criminal Purchase or Disposal of a Weapon or Ammunition. NAY

S194A Provides security guards employed or contracted by a school, an annual in-service training course which must cover topics conducive to serving the youth population in an educational environment, including but not limited to, role and responsibility of school security officers, school-related laws and liability, security awareness in an educational environment, youth mediation/conflict resolution, disasters and emergencies, dynamics of student behavior and cultural awareness, crisis prevention and restorative practices. NAY

S397 This bill makes amendments to the provision of law governing false advertising of a food or food product to, in part, consider whether such advertising was directed at a child. Importantly, the penalty for a violation under this bill would subject such false advertisers to a fine of $600 in the first instance and $1,200 for the second and subsequent violations.  NAY (Nanny state. Burdensome for business. Usurps parental authority.)

S4840 Requires a surety bond for contractors and subcontractors where no public fund has been established for the financing of a public improvement. AYE

S6600B Requires the inspection of non-fireproof buildings in a city having a population of one million or more every three years; requires compliance with the New York city housing maintenance code and the New York city construction codes; requires those dwellings not in compliance with such code at the time of inspection to make repairs or improvements necessary to comply with such standards within six months of such inspection, or a lien shall be placed upon the dwelling.  NAY (Unrealistic time frames.)

S5277 This bill would expand who can hold membership in an adult-use cannabis cooperative license by removing the requirement that a licensed be a natural person. AYE

S2433A Establishes certain rights upon the expiration of ground lease residential cooperative apartment buildings. NAY (Violates the U.S. Constitution and the holding of the NY Court of Appeals in Regina Metropolitan Co. v. NYS DHCR retroactively intervening in the longstanding economic relationship between landowners and lessee cooperatives.)

S4906A Provides for certain victim statements to be taken at their workplace instead of the police department where such workplace was the scene of the crime and is a hospital, emergency medical facility, nursing home or residential health care facility.  AYE

S1353B The bill seeks to ensure that victims of economic abuse are not held liable for coerced debt by allowing the alleged victim of coerced debt to bring an action against a creditor to establish that the debt in question was coerced. NAY (Laudable goal in seeking to protect victims of financial abuse. Nonetheless, onerous on creditors and debt collectors. Avenues already exist to deal with fraud/coercion.)

S290A Dedicates a portion of the state highway system to "Trooper Edward J. Sweeney" in the town of Hempstead, county of Nassau. AYE

S7630 Extends the authority of the county of Orange to impose an additional rate of sales and compensating use taxes; provides for the use of the tax funds collected. AYE

S607A Provides for the licensure of dietitian nutritionists and nutritionists; defines the practice thereof. AYE

S550A Requires a caller making a report of suspected child abuse or maltreatment to the central registry to leave their name and contact information; prohibits the office of children and family services from releasing information identifying a person who made such a report. AYE

S1026A Allows individuals to waive their right to purchase firearms, rifles and shotguns, as well as a process by which the waiver can be filed and revoked. NAY (Unnecessary.)

S2646 Adds Falls Brook, Jones Brook, Kelso Brook, Minerva Stream, and Trout Brook to the definition of inland waterways for the purposes of waterfront revitalization. AYE

S5616 Extends, until December 31, 2026, the authorization of residential property owners in high risk brush fire areas on Staten Island to cut and remove reeds. AYE

S2110D Dedicates a portion of the state highway system in the town of Morris, county of Otsego, to Trooper Jill E. Mattice. AYE

S6009 Relates to youth programs sponsored by fire departments; provides that participants may respond to an emergency or hazardous activity, but shall remain in an appropriate and safe designated area that has been established by the chief or officer in charge; provides such participants cannot respond to an emergency on a vehicle using lights and/or sirens; provides such participants may not enter a burning structure; protects volunteer fire departments and fire companies from certain criminal and civil liability potentially arising from the operation of a youth program. AYE

S6159 Provides for the control and disposal of funds and property and the management of the Hampton Bays Volunteer Exempt Firefighter's Benevolent Association.  AYE

S2058 Requires each institution within the state university of New York and the city university of New York offering in-person student instruction to have at least one vending machine making emergency contraception available for purchase. NAY

S7699A Dedicates a portion of the state highway system to Jack Barletta on state route 208 in the county of Orange. AYE

S362 This bill establishes a 10 day waiting period for the purchase of any firearm. NAY

S6121 Requires DCJS to prepare written materials regarding child access prevention and the safe storage of firearms; establishes such information shall be provided by school districts to students and/or persons in a parental relationship to such students at the beginning of each semester or quarter of the regular school year beginning on and after July 1, 2026. NAY

S3610A COSPONSOR Establishes the rural suicide prevention council to identify barriers to mental health and substance use treatment and prevention services and other policies, practices, resources, services, and potential legislation that aim to reduce death by suicide and suicide attempts and acknowledge the demographic and cultural differences in rural communities; makes related provisions. AYE

S4542 Authorizes Justin Finkle to take the competitive civil service examination for the position of police officer and be placed on the eligible list for employment as a full-time police officer for the Albany county sheriff's office; requires that Justin Finkle be otherwise subject to the merit and fitness provisions of the civil service law applicable to full-time police officers. AYE

S4836 Increases the number of county court judges in Schenectady county from one judge to two. AYE

S5597 This bill amends sections 198-a and 198-b of the general business law regarding warranties and the sale or lease of new and used motor vehicles.  NAY (Can open up car manufacturers to expensive and time consuming lawsuits. Increase consumer costs.)

S7727 The bill is designed to enhance transparency, consumer safety, and accountability among 'self-help practitioners' by requiring them to disclose potential risks to clients and implement risk management plans during their services. AYE

S7455 CONSTITUTIONAL AMENDMENT - Provides a mandatory retirement age of 76 for judges and justices. AYE

S8175 UCA DEPARTMENTAL - makes various changes to the Surrogate's Court Procedure act provisions governing service of process, return dates for citations(notice to distributes of an estate), including: 1) Authorizes electronic means as an alternative method of service; 2) provides that when electronic means is used to effect service of process, the service of process is deemed complete upon transmittal of the process to the recipient 3) extends the time within which notice must be given to the Attorney General's office of a proceeding, if required, to 30 days. AYE

S7649 Extends the authorization of the city of Oswego to impose an additional one percent of sales and compensating use taxes. AYE

S5048A  Allows service contract providers to utilize "default" service contract reimbursement insurance. AYE

S7221 Extends certain provisions relating to medical malpractice insurers until December 31, 2028. AYE

S56B Requires the NYS DOH to establish a program authorizing a county or municipality or other entity to provide enhanced drug checking services for the purpose of assisting individuals in determining whether a drug or controlled substance contains contaminants, toxic substances or hazardous compounds; and to establish public health surveillance of the unregulated drug supply to monitor trends and the impact of health outcomes and increase public awareness of new substances in the unregulated drug supply. NAY (Incentivizes illegal drug use.)

S4641A Amends Article 6 of the Labor Law which governs payment of wages. NAY

S7974 Requires that businesses that provide consumers with online accounts to access services accounts for mobile telephones using proper identification if the business has a physical presence in this state. AYE

S7451 This bill would prevent a court, in a child custody case, from prohibiting a parent from undergoing a gender reassignment as a condition of receiving custody.  NAY

S84 Provides that the port authority shall prohibit nonstop flights to or from points beyond one thousand five hundred miles, except on Saturdays and flights to Denver, Colorado, from flying to or from LaGuardia airport, an air terminal of the Port Authority of New York and New Jersey. NAY (Will likely disrupt air traffic. Nonetheless, consideration of residents is noteworthy.)

S455A Provides for a quorum of one quarter of the members and the presiding officer of a community board physically be present at a location where the public can attend for such board to conduct videoconferencing. AYE

S649 Extends the number of years eligible municipal corporations and school districts can receive mitigation assistance when facing loss of tax or PILOT revenue from the closure of electric generating facilities. AYE

S1613A Directs empire state development, in conjunction with the office of general services, to create a plan to develop mixed-use commercial and residential property on a certain portion of the Harriman campus.  AYE

S4484 Authorizes the office of parks, recreation and historic preservation and the office of mental health to conduct a study pertaining to a proposed expansion of the Long Island Motor Parkway trail. AYE

S4815 Establishes a stakeholder group in the Oswego river basin to coordinate water release. AYE

S5387 Directs the commissioner of transportation to waive the annual security deposit fee specified in Use and Occupancy Permit No. 82771 issued to the Bedford Hills Fire District, Town of Bedford, Westchester County allowing for the use of approximately 4,000 square feet of state land for parking for volunteer firefighter members of the Bedford Hills Fire District. AYE

S5755 Directs the commissioner of health to establish a cannabis awareness program for youths age eighteen and younger designed to educate about the effects and risks associated with cannabis use, including that it is illegal for persons under the age of twenty-one. AYE

S6307 Establishes a new title within the EnCon law named "Marine and Coastal Debris Prevention and Mitigation".  AYE

S6484A  Relates to small business energy assistance and advocacy services; establishes the small business energy assistance and advocacy services program within the division for small-business; authorizes the division for small-business to initiate complaints to the public service commission regarding gas and electricity and steam heat. AYE

S7281 This bill would allow people to give out snacks, water, soft drinks or other refreshments to people in a polling place or in line to vote at a polling place. NAY (Could lead to favoritism in voting for a certain candidate.)

S7420 Extends the authority of the county of Suffolk to impose an additional one percent of sales and compensating use tax. AYE

S7533 Extends the operations for the Rockland Society for the Prevention of Cruelty to Children for two years until August 11, 2027. AYE

S7542A Extends the authority of the village of Medina to impose an occupancy tax. AYE

S7737 Extends provisions of the long term care ombudsman access to assisted living facilities for two years from December 31, 2025 until December 31, 2027. AYE

S7742A Extends the authority of the town of Newburgh to impose a hotel and motel tax for an additional two years; makes a technical change. AYE

S7804 Extends the authorization of the county of Tompkins to impose an additional one percent of sales and compensating use taxes until November 30, 2027. AYE

S7852 Extends the presumption related to disability benefits for death or disability related to lung disease in volunteer firefighters for an additional five years, until June 30, 2030. AYE

S7912 Extends provisions of law authorizing the county of Cortland to impose an additional mortgage recording tax until December 1, 2027. AYE

S7976 Extends provisions of law relating to big game hunting authorization for the county of Onondaga until October 1, 2027. AYE

S8011 Amends § 61 of the Volunteer Firefighters Benefits Law to extend the presumption related to disability benefits for death or disability due to heart or coronary artery disease for an additional five years. AYE

S8177 DHCR DEPARTMENTAL - extend certain statutory authorizations of the New York State Housing Finance Agency ("HFA"), the State of New York Mortgage Agency ("SONYMA"), the New York City Housing Development Corporation ("HDC"), and the SONYMA Mortgage Insurance Fund ("MIF"). AYE

S8179 OTDA DEPARTMENTAL - Amends subdivision (c) of § 153 of Part B of Chapter 436 of the Laws of 1997, constituting the Welfare Reform Act of 1997, to extend the provisions of Social Services Law § 131-n from August 22, 2025 to August 22, 2027. AYE

S8226 Provides a three year extension of chapter 618 of the laws of 1998, as amended by chapter 196 of the laws of 2022, relating to disposal of surplus computer equipment by political subdivisions. AYE

S8230 Extends the law that allows state agencies to exceed standard contract value limits when responding to emergencies, such as major infrastructure failures, severe weather events, or urgent supply needs from June 30, 2025, to June 30, 2028. AYE

S8231 Extends to December 7, 2027, certain provisions relating to the establishment and operation of the Self-Employment Assistance Program (SEAP). AYE

S8245 NYC OMB DEPARTMENTAL - Extends certain provisions relating to the sale of bonds and notes of the city of New York, the issuance of bonds or notes with variable rates of interest, interest rate exchange agreements of the city of New York, the refunding of bonds, and the down payment for projects financed by bonds; extends the New York state financial emergency act for the city of New York; makes further amendments relating to the effectiveness thereof. AYE

S8251 Extends, through June 30, 2030, the authorization for certain physical therapy assistants to provide services in public and private primary and secondary schools' without the on-site supervision of a physical therapist. AYE

S8261 Extends provisions relating to the establishment of the mercury thermostat collection act to January 1, 2027. AYE

S8273 Authorizes the Greenburgh North Castle Union Free School District to affiliate with Rising Ground, Inc. to continue providing educational services beyond the 2024- 2025 school year. AYE

S8297 This bill would amend the Real Property Tax Law to limit the amount of property shift between homestead/nonhomestead and class share apportionment for local governments within and including Nassau county.  AYE

S1202A Establishes the interagency elder justice task force consisting of representatives of state agencies whose work involves elder justice to create greater collaboration and develop overarching strategies, systems, and programs with a goal of protecting older adults from abuse and mistreatment. AYE

S1223 This bill would expand the temporary operator program to include nursing homes. NAY (Regulatory structure for troubled nursing homes already exists.)

S2462B  Enacts the "public renewables transparency act"; relates to the New York power authority's conferral process; requires the conferral report be posted on the authority's website; provides that the authority shall provide an option for stakeholders to submit comments remotely as well, and incorporate feedback from such sessions and written comments into the final draft of the strategic plan; makes related provisions. AYE

S4583A Relates to the health, safety and human rights of incarcerated pregnant individuals, incarcerated birthing parents and their children; requires the commissioner of corrections and community supervision to establish rules and regulations relating to conditions in institutions and correctional facilities and the treatment and care of birthing parents in such institutions and facilities.  NAY (Security concerns not adequately addressed. Significant costs.)

S5001 Provides for including siblings of parents and children of siblings in the definition of "family member" in relation to regulations pertaining to rights of family members to succeed in certain cases to the rights of certain tenants. NAY

S182 Increases the Federal Poverty Level income limit from two hundred percent to four hundred percent with regard to the one-time, six-month earned income disregard for job entrants having completed a public assistance employment training program, as enacted in the FY 2023- 2024 budget. AYE

S1849A This bill provides that whenever the chief administrator is required to compile, report or make other court data publicly available, or wherever the chief administrator opts to require such collection, reporting and public availability of data, this shall include data from all courts, including the town and village courts, disaggregated by county and by individual court.  NAY (Cost to local governments.)

S5047 Authorizes an accident and health insurer to offer an incentive or reward program to support wellness, primary and preventative care, population health, care coordination, case management, disease management, mental health and substance use disorder treatment initiatives, evidence-based treatment, or quality and cost containment initiatives.  AYE

S4854 Prohibits confectionery and candy product manufacturers from selling or holding for sale products designed to mimic tobacco products. NAY (Unnecessary.)
