Senator Lea Webb Hosts “Know Your Rights” Utility Webinar with the Public Utility Law Project

Southern Tier, NY - On Monday, Senator Lea Webb hosted a “Know Your Rights” Utility Webinar with the Public Utility Law Project (PULP). The webinar was widely attended by constituents from across the Southern Tier and informed them on how to understand utility bills, recognize utility rights, and identify agencies that can provide support. For constituents who were unable to attend during the event, the webinar can be accessed on YouTube.
“Utility bills continue to be a major burden on working families in our community,” said Senator Lea Webb. “I want all of my constituents to have the power of knowledge when it comes to utility rights in New York State, as we have seen extreme overreach by corporations such as NYSEG and National Grid in the past. Ultimately, it is my goal to contribute to a reformed system that prioritizes the needs of everyday people over the bottom line of utility companies.”

This educational presentation provides customers with the knowledge to navigate their utility concerns including support with utility bills, assistance programs, and energy efficiency resources. In addition, Senator Webb is partnering with the Public Utility Law Project (PULP) and other partners for a Utility Clinic on September 30th, 2026, from 4:00 PM to 7:00 PM at the Broome County Public Library’s Decker Room. This event is a workshop to help directly impacted utility customers check eligibility for a variety of energy-related programs, including New York State Electric and Gas’s (“NYSEG”) Energy Affordability Program monthly bill discount, energy efficiency programs, and more. Trained advocates from PULP and other agencies will help area residents check their utility bills to see if they’re enrolled in their utility’s low-income monthly bill discount program, provide information on programs to improve home insulation, and answer other utility-related questions. NYSEG customers can also discuss their accounts with Company representatives while learning more about options such as payment agreements, budget billing, and more.
Participants are encouraged to come prepared with their utility bill, a valid form of identification, and, if available, a copy of their current benefits award letter from public assistance programs such as HEAP, SNAP, or SSI, to facilitate the assistance process.
