6985A Requires every person, corporation, association or partnership who rents helmets or provides helmets to customers as part of their business to ensure that such helmets are undamaged. AYE

6954B Requires synthetic content creations system providers to include provenance data on synthetic content produced or modified by a synthetic content creations system that such provider makes available. AYE

7160A Directs the senior center council to engage in statewide planning of both a programmatic and fiscal nature to ensure the long-term sustainability and viability of senior centers in all areas of the state. AYE

1911C Provides that notices of non-renewal provided by a health care plan to a health care professional shall include an explanation of the reasons for such non renewal and information for the health care professional to respond to such determination.  AYE

9237 Further clarifies, in relation to the licensure requirement to provide limited health-related services to youth in foster care by voluntary foster care agencies. AYE  (To the extent that this proposal is in the best interest of the child in foster care, then it merits favorable consideration.)

5940 Permits unvented attics and unvented enclosed rafter assemblies to be sealed with air-impermeable insulation in order to help attain building decarbonization goals.  AYE

9433B Requires a gas and electric corporation to disclose certain information with an application for a major rate change; requires information relating to dividends paid to shareholders, capital investments, and policy expenditures; requires each application to include a dividend forecast covering the requested rate period. AYE

9452 Extends certain provisions relating to supermarkets providing excess edible food to food relief organizations to 12/31/2031. AYE

5311 Gives the Superintendent of the NYS Department of Financial Services (DFS) the flexibility to allow mortgage guaranty insurance companies to make early withdrawals from their statutorily-mandated contingency reserve accounts if the Superintendent determines that such withdrawal would not be harmful to policyholders. AYE

9403A Provides that the requirement for advertisements referring to an insurer to include the insurer's full name and principal office shall not apply to digital advertisements. AYE

9239A Establishes the caregiver coordinating commission to review and evaluate statewide planning, development, and implementation of caregiver support services, including respite care, for informal family caregivers caring for those across the lifespan. AYE

9587 Extends certain provisions relating to the repair of damaged pesticide containers. AYE

9635 Prohibits the use of hydrofracking wastewater on any highway for any purpose including but not limited to de-icing or dust suppression. NAY

9770 Provides that after an alternate juror has been substituted, the jury shall deliberate anew on all issues submitted to the jury at the outset of deliberations; exempts issues for which a verdict was already rendered. AYE

6952C Dedicates a portion of the state highway system to Port Authority Police Officer Arthur M. Ansert Jr. AYE

9341A Provides that a lodging facility that fails to comply with certain requirements for providing information concerning services for human trafficking victims shall be liable for a civil penalty of five hundred dollars for a first offense and one thousand dollars for each subsequent offense. AYE

9179A Prohibits insurance discrimination on the basis of an insured's marital status following the death of the insured's spouse. AYE

9746A Clarifies that residents of the state and any policyholder, contract holder, certificate holder, or beneficiary of a policy, contract, or certificate of life, accident and health insurance may sue an insurer for violations related to misrepresentations, misleading statements and incomplete comparisons. AYE

9832 This bill provides that any vendor under contract with NYS DFS to provide the insurance producer licensing examinations, must use the National Association of Insurance Commissioners (NAIC) standards for development, administering and scoring of such examinations, unless the Superintendent adopts a regulation with a different standard. AYE

9941 Prohibits insurers from refusing to renew a policy on certain automobiles used for volunteer social service transportation. AYE

6263 Requires out-of-state affordable housing owners to maintain an escrow account for the purpose of financing utility costs, property tax obligations, fire services, and regular maintenance costs for affordable housing rental units located in New York state. AYE

9894 Prohibits the admissibility of evidence of a victim's sexual conduct, sexual predisposition, or manner of dress in civil actions or proceedings; provides limited exceptions. AYE

9462 Authorizes the Department of Environmental Conservation (DEC)to issue deer management permits to the "Northern Zone" of the state to properly manage deer herds, mitigate tick borne illnesses, and protect young tree growth.  AYE

9463 Establishes the authority of the department of environmental conservation to manage Atlantic bonito and false albacore. AYE

9479A This bill would establish wetlands protections for the marine and coastal district, which shall include the waters of the Atlantic Ocean within three nautical miles from the coast line and all other tidal waters within the state, including the Hudson River up to the Governor Mario M. Cuomo bridge. AYE

9588 Amends the Environmental Conservation Law relating to the taking of sharks, to extend the expiration date provision from December 31, 2026, to December 31, 2028. AYE

10038 DEC DEPARTMENTAL - Extends until December 31, 2029 authority to fix by regulation measures for the management of Atlantic cod. AYE

10040 DEC DEPARTMENTAL - Extends until December 31, 2029, DEC's authority to fix by regulation measures for the management of black sea bass. AYE

10044 DEC DEPARTMENTAL - Extends the Department's authority to issue limited entry commercial fishing licenses and permits. AYE

9759 Amends Article 6 of the Labor Law which governs payment of wages. NAY

10070 OSC DEPARTMENTAL - Provides for reports and related information on unsubstantiated cases under Article 11 of the Social Services Law to be made available to officers and employees of the Office of the New York State Comptroller for purposes of conducting a duly authorized performance audit. AYE

2438A Establishes potable water testing standards at state or local parks. AYE

9979 Authorizes retail licensees to purchase alcohol with a business payment card. AYE

9704 This bill amends New York's existing flammable fabrics law, which currently applies flame-resistance requirements to portable temporary shelters, including tents, pop-up camping/tent trailers, RV awnings, add-on shelters, and screen houses. AYE

10017 Indexes fixed dollar amounts in the statute to inflation, authorizes changes to compensation plans, removes obsolete language, and removes unnecessary filing requirements for certain life insurance and annuity businesses. AYE

1087 Makes commissioners full time employees of boards outside the city of New York. Makes and exception to leave NYC BOE commissioners as part time. NAY Cost to counties who have to move from part time to full time commissioners. 

7367A Grants volunteer firefighters and emergency medical technicians academic credit at state operated institutions of the state university of New York and the senior colleges of the city university of New York. AYE

9406 Provides that public officers and employees of the state who are members of the United States Air Force Auxiliary Civil Air Patrol or the United States Coast Guard Auxiliary Pilots shall be granted leave from work with pay to participate in emergency services during certain air force assigned missions. AYE

7645 Authorizes Duane Lake, in the town of Duanesburg, county of Schenectady, to participate in the septic system replacement fund. AYE

9319 Relates to the use of assumed and corporate names by companies in the business of household goods moving. AYE

10176 SPONSOR Exempts the East Concord Fire Department, Inc. from the requirement that the percentage of non resident fire department members not exceed forty five percent of the membership. AYE

10097A Requires tanning facilities to carry commercial general liability insurance or professional liability insurance, or a combination thereof, covering bodily injury and personal injury due to the operation or use of UV radiation devices. NAY Unfunded mandate on tanning businesses.

10170 Directs the state board of real property tax services conduct a study on the feasibility of amending property tax revisions for senior citizens located in special districts and provide a report for such study. AYE

10203 Authorizes the assessor of Nassau county to accept an application for retroactive real property tax exempt status from Ray of Hope, Inc. AYE

8453 Dedicates a portion of the Wantagh state parkway from route 27 to Jerusalem Road in the hamlet of Wantagh, town of Hempstead, county of Nassau to William Cornell. AYE

9431 Requires instruction on work zone safety awareness as part of the pre-licensing course; establishes curriculum for the work zone safety component. AYE

9749 Requires the consideration of complete street design for certain transportation projects which receive federal or state funding; authorizes the department to compile and make publicly available guidance and reference material related to consideration of complete street design. AYE

9752 Prohibits the use of virtual reality headsets while operating a motor vehicle, limited use automobile, limited use motorcycle or bicycle. AYE

9592 Approves notice and proof of disability or proof of need for family leave, or proof of disability for a special cross-bow permit, from an attending nurse practitioner. AYE

9269 This bill enacts the New York Health Information Privacy Act. This bill would govern companies that collect and sell healthcare information and provide additional rights and protections to users related to selling and processing their private health information. AYE

247 COSPONSOR Provides for the licensing of vision impairment specialists. AYE

519 Establishes the underrepresented teachers of tomorrow teacher recruitment and retention program to attract and retain underrepresented certified teachers in schools which have an underrepresentation of underrepresented certified teachers; provides for grants and procedures for applying for such grants and eligibility requirements for fund distribution. 704A Enacts the "New York gift certificate scam prevention act" to require certain sale, security and record keeping requirements for gift certificates by sellers of gift certificates. AYE

5494A Creates a program to award state financial aid for social work services to be provided in libraries located in economically disadvantaged communities to enhance and expand access to services in places where individuals seek assistance and resources. AYE

6019 COSPONSOR Repeals the provision of law that volunteer firefighters and ambulance workers who receive a real property tax exemption for service may not receive the income tax credit for such service. AYE

7280 Reduces the age from 35 to 30 for a covered person's annual mammogram for persons enrolled in large group policies.  AYE

7951B Establishes the native/pollinator planting fund and the pollinator highway program; creates a distinctive native plant and pollinator license plate with the goal of promoting the cultivation and maintenance of native flowering plants, grasses and shrubs on land bordering state highways and on other public lands. AYE

8252C Expands the "Puppy Mill Pipeline Act" of 2022 to completely remove reference to pet dealers and replace it with pet breeders. AYE

8353A Provides that no state or local correctional facility shall deny entry to a person visiting such facility due to the fact that such person is menstruating or has a contraceptive device or appears on body scan imaging or alternative methods to have or be using a menstrual product or contraceptive device. NAY Safety concerns.

8363A Requires a rate enhancement for reimbursement of individual psychotherapy services provided by a mental health counselor, a clinical social worker, or a psychologist where such services are provided in an outpatient substance use disorder clinic. AYE

8457 Amends the definition of "small group" for purposes of health insurance policies and contracts to fifty employees or fewer; repeals provisions requiring the superintendent to conduct an impact study. AYE

8541 Requires Medicaid to automatically authorize coverage for blood pressure monitors without a prescription or prior authorization for individuals who are pregnant. AYE

8580A Requires merchants to round cash purchases to the nearest five cent denomination in order to encourage the reduction of the circulation of pennies within New York state. AYE

8587A Requires child day care centers to have epinephrine devices and staff trained to use them on site in case of anaphylaxis or other severe allergic reaction. AYE

8592A Requires health insurance plans to provide coverage for continuous blood glucose monitors for all children; requires coverage for glucose monitoring devices for all sugar disorders. AYE

8598A Requires certain over-the-counter anti-aging skin care products to carry a warning label if they contain specified ingredients, including retinoids, alpha hydroxy acids, salicylic acid, DMDM hydantoin, quaternium-15, oxybenzone, octinoxate, or talc. AYE

8637 Amends State Finance Law § 99-jj(3) and (4) the section governing the NYS Drug Treatment and Public Education Fund, established by the 2021 Marijuana Regulation and Taxation Act (Chapter 92) and funded by cannabis tax revenue. AYE

8701A Enacts the "Baby Food and Infant Formula Safety and Transparency Act." AYE

9024 Amends subdivision 7 of § 7-104 of the election law so that ballots are no longer required to include a designating letter for each party or independent row. NAY

10118 Authorizes the town attorney of the town of Islip, in the county of Suffolk, to be a nonresident of such town. AYE

10134 Authorizes the Congregation Divrei Chaim to receive retroactive real property tax exempt status for the 2023, 2024, 2025 assessment rolls and all of the 2023-2024, 2024-2025, and 2025-2026 school taxes for two parcels of land located at 67 and 71 College Road in Monsey. AYE

14A Dedicates a portion of the state highway system in the town of Woodbury, county of Orange, to Detective Brian C. Mulkeen. AYE

40C Dedicates a portion of the state highway system to War Dogs. AYE

1058 Requires rent reduction in cases of sub-metered utility service; directs the division of housing and community renewal to develop a standard reduction and an appeals process. AYE

1169B Regulates the development and use of certain artificial intelligence systems to prevent algorithmic discrimination; requires independent audits of high risk AI systems. AYE

1330A Establishes a statewide program to provide eligible participants with affordability payment plans.  AYE

1422A This bill regulates the collection, use, and protection of biometric data (retina scan, fingerprint, voice print, or scan of hand or face) by private entities in New York. NAY Excessive cost to business.

1679 Grants peace officer status to employees of the town court of the town of Montgomery serving as uniformed court officers at such town court. AYE

4466A Amends the Civil Rights law to preclude a property owner or property association from adopting a restrictive covenant or prohibition related to the display or affixing of religious item on any entry door or entry doorframe of a dwelling. AYE

4468C Expands the definition of "family leave" to include persons recovering from a pregnancy loss. AYE

4725A Authorizes Michael Winston Hoard, the widower of Kathy Marie Dwyer-Hoard, to file a new service retirement application and an option election form on behalf of his deceased wife with the New York state and local employees' retirement system. AYE

4927B Requires third-party food delivery services and third party grocery delivery services to provide the ability to include a gratuity at the same point in the online order process when the underlying order is placed. AYE

5510 Requires the New York state energy research and development authority to develop recommendations regarding the establishment of microgrids. AYE

5936A Establishes the nutrient inactivant application permit to allow for the use of products used for controlling phosphorus levels in lakes or ponds to prevent and inhibit harmful algal blooms. AYE

6048A Authorizes Susan Gillinder, the widow of Robert C. Ritchie, to file a new service retirement application and an option election form on behalf of her deceased husband with the New York state and local employees' retirement system. AYE

6130A Requires the consumer protection division to establish a process by which any state agency or third party, pursuant to an interagency agreement with the division for the purposes of fraud prevention, identity verification, and ensuring the integrity or security of individual identities, to grant access to verify New York resident identities via a secure comparison process against state systems. AYE

6319B This bill would make several changes to the process for motions to vacate judgments, with primary focus on motions to vacate on the grounds that newly discovered evidence is likely to demonstrate that the defendant is actually innocent of the offenses of which they've been convicted. NAY

6845B Requires third-party food delivery services to verify that limited-use motorcycles and motor vehicles operated by workers in the course of making deliveries for such third-party delivery service are legally registered; requires that a third-party food delivery service shall not sell, share, or allow access to such information. AYE

7136 Adopts the psychology interjurisdictional compact to increase public access to psychological services by allowing telepsychological practice and temporary in person services across state lines. AYE

7327A COSPONSOR Grants peace officer status to certain security officers employed by Highland Hospital; provides such peace officers are not authorized to carry, possess, repair or dispose of a firearm. AYE

7491B Relates to the statute of limitations for certain deed theft actions. AYE

7529 This bill would provide a performance of duties retirement benefit to a member of the NY City Employees' Retirement System who is employed by the NYC Transit Authority and participated in the World Trade Center rescue, recovery, or cleanup operation.  AYE

7544B Establishes the cesarean births review board; provides such board shall be comprised of multidisciplinary experts to review the rate of cesarean births at hospitals in the state; provides reporting requirements. AYE

7602B Dedicates a portion of the state highway system constituting route 68 in the city of Ogdensburg, county of St. Lawrence, to Fort de la Presentation. AYE

7638B COSPONSOR Provides that certain purchase contracts to purchase food can be awarded to a qualified bidder who fulfills certain values based procurement standards when such bid is not more than 10% higher than the lowest responsible bidder and when the bidder makes publicly available data on where such bidder sources their food items. AYE

7817A Authorizes Janice Middlebrooks, the widow of William James Middlebrooks, to file a retirement option election on behalf of her deceased husband. AYE

7835A Dedicates a portion of state highway 284 in the village of Unionville, county of Orange, to the Appalachian Trail. AYE

7908B Relates to preventing minors from participating in sports wagering and creating accounts on mobile sports wagering platforms; requires platforms to employ commercially reasonable and technically feasible age assurance methods. AYE

7970A Establishes a Mohawk River Basin district and Mohawk River Basin management program for management of such district to preserve, protect, restore and enhance the environmental quality of the Mohawk River. AYE

8026A Provides "WiFi service" internet access to all individuals residing in temporary housing; relates to funding for internet service under the Connect All digital equity grant program. NAY

8211B Clarifies the standard of care for animals held in or being transported by animal shelters including the length of time and conditions such animal may be exposed to. AYE

8451B Enacts the "New York fundamental artificial intelligence requirements in (FAIR) news act." AYE

8473 This is a study bill requiring the Department of Health to contract with a qualified entity for a feasibility study and actuarial analysis of long-term care services and supports financing and services options. AYE

8583C Requires property/casualty insurance companies to submit certain zip code-level data to the department of financial services on nonrenewal rates, nonpayment cancellation rates, other cancellation rates, claim frequency rates, average claim amounts, paid loss ratios, and average premiums. NAY

8688A Requires notification of residents who are potentially affected by a serious health threat to their water system within 24 hours of receiving investigation results. AYE

8717 This bill would amend the Corporate Franchise Tax treatment of services provided by a professional employer organization (PEO). AYE

8746 Provides that receipts from other services and other business receipts, taxpayers, and combined groups including members, engaged in providing professional employer organization services shall include with such receipts amounts received with respect to wages, benefits, and other employee expenses disbursed to or for the benefit of a client's worksite employees and the related employment taxes if the amounts received are included in the calculation of the business income base or the combined business income base, respectively. 8844A Dedicates the bridge over the Southern State Parkway on Deer Park Avenue between Parkdale Drive and Sylvan Road in the town of Babylon, county of Suffolk, to Trooper Arthur B. Reddy. AYE

9093 Establishes a twenty-four hour, toll-free hotline and website for lesbian, gay, bisexual, transgender, queer or questioning plus (LGBTQ+) individuals who are experiencing emotional distress, suicidal ideation, or crisis-related challenges, which shall provide immediate support, referrals, resource lists, and other information. NAY

9100A Authorizes Tina Russo to receive certain service credit with the New York state teachers' retirement system. AYE

9108A Authorizes the town of Niagara to alienate and discontinue the use of certain parklands and to convey such parklands to David Gaines. AYE

9133 Enacts the low impact landscaping rights act, preventing homeowners' associations from adopting or enforcing any rules or regulations that would effectively prohibit, or impose unreasonable limitations on, the installation or maintenance of low impact landscaping. NAY

9184A Grants peace officer status to security officers employed by St. Joseph's Health Hospital, North Medical Center and Northeast Medical Center when acting pursuant to their special duties on the grounds or premises owned, controlled or administered by any such hospital or any of its subsidiaries. AYE

9250 Authorizes Janay Gasparini, a part-time police officer, with the town of New Paltz police department to take the civil service examination and be eligible for appointment as a full time police officer for the town of New Paltz. AYE

9263A Requires utilities accept public assistance payments including payments from the home energy assistance programs and emergency funding programs. AYE

9328 Grants peace officer status to security officers employed by Albany Memorial Hospital, Samaritan Hospital, and St. Peter's Hospital when acting pursuant to their special duties on the grounds or premises owned, controlled or administered by any such hospital or any of its subsidiaries. AYE

9338A Establishes a three calendar day waiting period from contact of the New York State National Instant Background Check System (NYS NICS) before a firearm, shotgun or rifle may be delivered to a person; provides exceptions where a person possesses a license to purchase, carry or possess a pistol, revolver, or semiautomatic rifle. NAY

9429 Authorizes the council on the arts to designate Little Panama as a cultural district in the city of New York; designates boundaries. AYE

9446A Dedicates a portion of the state highway system constituting state route thirty-five, beginning at its intersection with state route one hundred twenty-one and continuing to its intersection with North Salem road, in the town of Lewisboro, county of Westchester, to Nathaniel Reynolds. AYE

9451 Grants retroactive tier IV membership in the New York state and local employees' retirement system to Katie Adamek, who is an employee of the Schenectady City School District beginning November 23, 2009. AYE

9527 This bill authorizes the City of Ithaca to establish a demonstration red-light camera enforcement program at up to twelve intersections. NAY

9546A Allows online marketplace and individual seller profiles a 14-day pre-suspension warning period. During these 14 days, the online marketplace must provide the individual with detailed documentation explaining which rules they broke and a chance to fix the issues to avoid suspension. AYE

9565A Establishes school-based food pantries in high need schools in the city school district of the city of New York. AYE

9567B Enacts "Nima's law" which prohibits the retail sale of nitrous oxide and establishes civil penalties for violations; includes nitrous oxide misuse in the health care and wellness education and outreach program. AYE

9620A Requires residential health care facilities to maintain hospice agreements to ensure access to hospice services for eligible residents. AYE

9685 Requires the council on arts to make recommendations on the renaming of the agency buildings located at the empire state plaza; requires the governor to choose the new agency building names within 60 days after the council's recommendation. NAY Potential to be too political/partisan. 

9877 Extends certain provisions relating to authorizing New York city marshals to exercise the same functions, powers and duties as sheriffs with respect to the execution of money judgments of the supreme and family courts of the city of New York; extends certain provisions of law relating to requiring New York city marshals to post and electronically file notices of eviction. AYE

9878A Dedicates a portion of the state highway system constituting the bridge on Cleveland Drive crossing interstate route 90 in the town of Cheektowaga, county of Erie, to PFC Travis C. Krege. AYE

9891B This bill would add a new section to the Banking Law (section 2-AAA) to establish a state registration and regulation for cryptocurrency kiosks and cashier style crypto exchange operators called "Bitcoin ATMs". AYE

9930B This bill prohibits unclaimed human remains from being buried, cremated, or otherwise finally disposed of unless such remains have first been entered into the National Missing and Unidentified Persons System, and for a period of time thereafter as specified by the commissioner of health. AYE

9949A Dedicates bridge number 1019119 on state route one hundred ten in the town of Babylon, county of Suffolk, to Detective Stephen J. Mullen. AYE

10010 Relates to the transfer and conveyance of certain property located on the Mid-Hudson Forensic Psychiatric Center campus to the town of Goshen. AYE

10022 This bill would allow trafficking victims who have been issued a "confirmation of trafficking victim status" issued by the Office of Temporary and Disability Assistance (provided in Social Services Law Þ 483-bb) to use such confirmation as one point of valid evidence of identity for non-driver ID purposes. NAY Non-citizens are eligible to receive such confirmation from OTDA. 

10028 Exempts the East Herkimer Volunteer Fire Department No. 1, Inc. from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of the membership. AYE

10077 Permits the town of Southeast, Putnam county, to lease fences at the John E. Markel Memorial Park for advertisements. AYE

10161 Authorizes and directs the commissioner of transportation to grant a perpetual conservation easement to certain entities over certain state-owned lands in the hamlets of Setauket and Port Jefferson Station, Suffolk County. AYE

10181 Establishes the Birch Hill - Highview Water District in the town of Southeast, Putnam County. AYE

10185 Legalizes and validates the establishment of a unit based tax levy by the town of Aurelius in apportioning certain water district costs in violation of current town law. AYE

10199 This bill is a comprehensive technical modernization of the Multiple Dwelling Law. The legislation repeals numerous obsolete provisions and updates statutory references to reflect the current New York City Construction Codes rather than superseded code sections.  AYE

10240 Authorizes Larry Mendel to receive his 30 years of service credit granting eligibility for the length of service award program. AYE

10261 Permits the Vestal Central School District to create an insurance reserve fund. AYE

10275 Establishes a new system of pilotage fees for the Long Island Sound and Block Island Sound east of Execution Rocks or Sands Point. AYE

10276A Authorizes the town of Clarkstown to establish community preservation funds and to impose a real estate transfer tax with revenues therefrom to be deposited in the community preservation fund; provides for the repeal of certain provisions upon expiration thereof. AYE

10283 Authorizes the county of Cortland to transfer ownership of Linear Park to Lime Hollow Nature Center, Inc. AYE

10302 Authorizes Breanne M. Smith to receive a refund of certain accumulated contributions paid to the New York state and local employees' retirement system. AYE

10337 Exempts the Liverpool Fire Department within the town of Salina, Onondaga county, from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of the membership. AYE

10339 Authorizes the compensation to Catholic Guardian Services for fair and equitable holding expenses associated with lands transferred to Catholic Home Bureau which reverted to the state upon termination of their use for public purposes. AYE
