The following bills were approved in the NYS Senate. Senator Gallivan's vote is noted for each bill.
S4576A Establishes a procedure for appointing a president or chairperson upon a vacancy of such position; corrects certain gendered language. AYE
S4470C Amends Executive Law § 840(4)(d)(2) to add to the model law enforcement code to provide guidelines for the best practices regarding the discharge of a firearm at a moving vehicle. C PRINT - Makes technical changes. AYE
S7718A Establishes the "Whale Strike Prevention Act." Beginning in 2027, every commercial vessel 500 ft or more in length shall maintain a whale interaction prevention policy and submit it to the DEC or the Port Authority. NAY (Onerous penalty structure.)
S2070 Requires the department of veterans' services to collaborate with other state agencies to establish and maintain a database on the department's website providing resources available in the state for veterans and their families. AYE
S5177 This bill requires a notary appointed and commissioned in NYS and a commissioner of deeds to create a notarial record of each notarial act performed in connection with a document of conveyance, and file that record. NAY
S2122A Authorizes municipalities and the department of financial services to seek civil penalties for violations of the duty to maintain a foreclosed property in an amount of up to $650 per day for each day such violation persists after the judgement of foreclosure has been issued. AYE
S8622 Mandates the department of health to prepare a comprehensive study and report on the integration of doula services in birthing delivery teams and healthcare delivery facilities and recommend metrics to formally designate doula friendly spaces. AYE
S9351 Exempts the village of Williamsville fire department from the requirement that the percentage of nonresident fire department members not exceed forty-five percent of its membership. AYE
S913 This bill would remove the requirement that a court proceeding be initiated against an individual in order qualify for a rent arrears grant or ongoing rental assistance. AYE (Supports landlords by reducing rent arrears before legal action is needed.)
S2022 Exempts aid derived from funding from childcare stabilization grants, childcare desert funding, or other non-recurring funding, issued by the office of children and family services to childcare providers from income for the purpose of determining aid provided pursuant to public assistance programs. AYE
S10060 GOVERNOR'S PROGRAM BILL - This extender will provide approximately $2.6 billion in additional appropriation authority from April 27, 2026, through Thursday April 30, 2026. AYE
S54A Prohibits the use of intoxication of the victim as a defense in sex crimes where the victim is under the extreme influence of any drug, intoxicant, or other substance to a degree which renders that person incapable of giving consent and that condition is known or reasonably should be known to a person in the defendant's situation. AYE
S156A This legislation expands within the definition of “essential personal property”, as it relates to monetary awards being provided to crime victims, the term “personal property necessary and essential to the welfare of the victim” to mean such items that were lost, stolen or damaged as a result of a crime for which reimbursement or replacement is reasonably necessary for the victim to restore stability or maintain a reasonable and/or basic standard of living. AYE
S871 Requires statewide housing authorities, in reviewing applicants, to grant domestic violence survivors the same preference as granted other prioritized populations, should the authority establish waiting list preferences. AYE
S8628 Requires that the Fair Treatment Standards for Crime Victims and the Sexual Assault Victim Bill of Rights ensure that victims of crime receive notification of information related to the Address Confidentiality Program. AYE
S6750 This bill would allow a retired member to change his or her option election or designate a new beneficiary where the beneficiary has been convicted of a family offense. Such change of beneficiary shall take place within 180 day of the conviction. AYE
S4584A Requires the office of victim services to publicize programs offered by the office and to include certain information in annual reports to the governor and the legislature and to make such reports public on the office's website. AYE (Provide greater access to victims in need of financial support after suffering an injury as a result of a crime.)
S6814 Requires the notification of a crime victim or witness of the death of the accused if such person dies during pending judicial proceedings or during any period of incarceration, parole or post-release supervision, or when an order of protection exists. AYE
S7612 Directs the Office of Temporary and Disability Assistance (OTDA) to create a statewide "co-shelter toolkit" to help shelters accommodate individuals and their companion animals together. AYE
S8045 Requires the office for the prevention of domestic violence provide informational materials on removing an abuser's access to a smart home and the use of other technology for harassment. AYE
S8877 Requires mandatory disclosures for printed or digital job advertisements by an employer or third-party job posting entity. NAY (Places unreasonable demands on private employers.)
S9311 Directs the department of environmental conservation to conduct a study of ecological restoration needs of Jamaica Bay; imposes a five year moratorium on placing sediment or fill in the borrow pits in Jamaica Bay. AYE
S17 Allows industrial development agencies to make grants to municipalities for open space preservation, parkland improvements and conservation easements where the municipal governing body finds that the grant encourages tourism or otherwise improves quality of life. AYE
S5516A Amends railroad law by adding section 72-a. This requires every railroad corporation operating any freight train in the state to conduct a comprehensive safety inspection while the freight train is parked in the train yard before traveling in the state. AYE
S441A Adds speakers of Haitian Creole and people of Middle Eastern or North African heritage to the groups of people protected by the New York Voting Rights Act's language provisions. NAY
S2273 COSPONSOR Amends penal law to add contact via text, private message, direct message, email or other electronic communication to the list of types of communication for the purposes of proving aggravated harassment in the second degree. Presently, only telephone calls qualify. AYE
S3356A This bill enacts the lab services accessibility act, which amends provisions of Title 6 of the public health law regarding laboratory business practices. NAY
S8234A NYS TEACHERS RETIREMENT SYSTEM DEPARTMENTAL - Changes the due date by which the New York State teachers' retirement system is required to submit the annual MWBE report to on or before December thirty-first following the end of the teachers retirement system's fiscal year. AYE
S2416 Authorizes one or more individuals who are under a shared utility contract to opt-out of such contract without a fee, penalty or charge due to status as a domestic violence victim; prohibits the company from transferring any contractual or billing responsibility of such shared contract to any other account holders on such shared contract; prevents companies from prohibiting a person who has opted-out due to domestic violence status to enter into a new contract. AYE
S8691 Requires motor carriers that operate charter buses to have pre-trip safety briefings on the mandatory use of safety belts by passengers and fines for such violations. Further, these safety briefings must include, but not be limited to, information regarding the mandatory use of safety belts on buses equipped with them and the potential civil fine of $25-100 for a violation. AYE
S1982A This bill would exclude sheriffs and undersheriffs from certain training that is required under the General Municipal Law. AYE
S6494 Requires health insurance policies to include coverage for doula services as required coverage for maternity care. NOTE - Does not apply to Medicaid plans. AYE (Enlisting a doula is shown in studies to decrease maternal morbidity and mortality.)
S5807A Requires any website or mobile application associated with an Electronic Benefit Transfer (EBT) system to be offered in the twelve most common non English languages spoken by limited-English proficient individuals in the state, based on data in the most recent American Community Survey published by the United States Census Bureau. NAY (Costs.)
S9098 EXTENDER BILL - Extends the urban deer management pilot program for an additional three years. AYE
S3413 Amends Section 7806 of the Civil Practice Law and Rules to provide that a reviewing court is empowered, upon a finding that a retirement system's denial of an application for a disability pension was arbitrary and capricious, to order that application be granted and the affected individual be found entitled to the pension sought. AYE
S3778 Establishes the chief administrator of the courts shall submit annually a report on the administration, function and effectiveness of the Drug Treatment Court Program during the preceding year. AYE
S6745 Requires the SUNY and CUNY trustees to produce an annual report for their respective state-operated institutions'/senior colleges' and community colleges' campus foundations and research foundations in a standardized format. AYE
S200 Provides for the revocation of a person's driver's license who has been convicted of operating a vessel while under the influence of alcohol or drugs. AYE
S6952B Dedicates a portion of the state highway system including the bridge on the South Service Road, between Federal Circle and Perimeter Road Overpass, crossing over the Van Wyck Expressway in Jamaica to Port Authority Police Officer Arthur M. Ansert Jr. AYE
S2633A Requires NYS DOH to produce a report that examines the aggregate impact of the closure of general hospitals and hospital networks on healthcare access. AYE
S9835 Requires gas and electric corporations to provide thirty days' notice to customers whenever there is a service rate or charge increase. AYE
S10102 GOVERNOR'S PROGRAM BILL - Authorizes the South Country central school district, in the county of Suffolk, to issue serial bonds for the purpose of liquidating deficits in its general fund; requires that the district prepare quarterly budget reports, quarterly trial balances; provides for advance aid to such school district (Part A); extends provisions of law relating to directing the state inspector general to appoint an independent monitor for the Orange county industrial development agency for one year (Part B). AYE
S10103 GOVERNOR'S PROGRAM BILL - Provides for emergency appropriation through May 4, 2026 for the support of government. AYE
