The following bills were approved in the NYS Senate.  Senator Gallivan's vote is noted for each bill.

S1336 This bill would create a program to expand internet access to underserved populations, including low income households, seniors, veterans, minorities, and rural populations. AYE

S2324 This bill amends the Public Authorities Law and Public Lands Law to provide new oversight authority over land transfers to the Attorney General and Comptroller.  AYE

S4252 Provides for a continuation of senior citizen rent increase exemption benefits after a period of ineligibility due to a head of household's temporary increase in income. AYE

S4434 Authorizes the boards of education in union free school districts and central school districts to establish wards for the purpose of school board elections in Orange County. NAY (Lacks requirements to ensure that election wards appropriately represent communities.)

S600A Requires each member of a county planning board , city planning board, city zoning board of appeals, town and village planning and zoning boards to receive at least one hour of training on environmentally conscious planning. AYE

S194B Provides security guards employed or contracted by a school, an annual in-service training course which must cover topics conducive to serving the youth population in an educational environment, including but not limited to, role and responsibility of school security officers, school-related laws and liability, security awareness in an educational environment, youth mediation/conflict resolution, disasters and emergencies, dynamics of student behavior and cultural awareness, crisis prevention and restorative practices. NAY

S5597 This bill amends sections 198-a and 198-b of the general business law regarding warranties and the sale or lease of new and used motor vehicles. NAY (Can open up car manufacturers to expensive and time consuming lawsuits. Increase consumer costs.)

S524 Establishes the crime of voyeurism in the first and second degree, which shall be a class A and B misdemeanor, respectively. Importantly, this bill exempts firefighters, healthcare professionals and correctional facility personnel. AYE

S4322 Amends the Civil Rights law to establish a private cause of action for unconsented removal or tampering with a sexually protective device under certain conditions including the other person intentionally and without consent removed or tampered with such device during intercourse to render it ineffective; knew such device was tampered with or mislead the person into believing such device was being used. AYE

S2436 Prohibits the sale of ATVs and off-highway motorcycles in the city of New York; provides enforcement mechanisms and penalties. NAY (Free market.)

S5052 This bill authorizes insurers to rescind, or retroactively cancel, an automobile insurance policy, under certain circumstances. AYE

S896A Requires the inclusion of local and municipal animal shelters, a society for the prevention of cruelty to animals and veterinary services when establishing local comprehensive emergency management plans; requires that information to the public include the communication accommodation needs of persons with vision or hearing impairments and information on which temporary housing and other necessary facilities are designated as animal-friendly. AYE

S1188 This bill would create a 120-day grace period for congressionally chartered veterans' organizations to cure certain violations that are handed down by certain state or local agencies. AYE

S1788 Extends eligibility for real property tax exemptions to veterans who served on a submarine or on classified missions during a period of war as documented by military service records. AYE

S4030A Directs DEC to promulgate air quality standards for emissions of contaminants including benzene, formaldehyde, vinyl chloride, polychlorinated dibenzodioxins, polychlorinated dibenzofurans, trichioroethylene and mercury. NAY

S4513 Requires applicants for major projects located near a disadvantaged community to submit an enhanced public participation plan. AYE

S4574B Enacts the "PFAS discharge disclosure act"; requires certain SPDES permit holders to conduct PFAS monitoring and disclose the results from such monitoring. AYE

S2076 Requires that notice of initial determinations for unemployment benefits be provided to claimants within 30 days of such claimant furnishing all necessary documentation, and if the commissioner is unable to issue a determination within such time frame they shall inform the claimant of the new estimated time frame for the issuance of a determination. AYE

S1329 Directs the Public Service Commission (PSC) to adjust each utility corporation's residential fixed charge upon such corporation's filing with the department of an amendment of rate schedules. AYE

S925 Increases the maximum penalty for violating the Real Property Action and Proceedings law regarding inspecting, securing, and maintaining vacant and abandoned residential real properties from $500 to $650 per day, per property. AYE (According to NYSAC, this bill would make information on vacant and abandoned properties more readily available to be shared among local governments and the public and increase penalties for failure to properly maintain such properties.)

S4852 Directs the state fire prevention and building code council to update the state fire prevention and building code and the state energy conservation construction code within 18 months of the publication of any updated or revised edition of the international and national codes relating thereto, so as to ensure that the state's codes reflect such revisions and updates. AYE

S4804 Establishes first responder safety zones. Outlines safety procedures to be implemented such as speeding limits, sign postings, proper order of right of ways, possible punishments, and when this would or would not apply. AYE

S122A Establishes air quality standards for lead in ambient air, soil-lead hazard standards for lead-contaminated soil, and dust-lead hazard standards and dust-lead clearance levels for floors and windows and window troughs. AYE

S9073A Prohibits the sale of certain products that contain regulated perfluoroalkyl and polyfluoroalkyl substances; requires manufacturers of products containing PFAS to provide notice of such fact to persons that offer the products for sale or distribution; provides penalties for violations. AYE

S9074 Prohibits the disabling, removal or interference with emission control devices and the use of emission tampering devices; provides remedies for the violation of such provisions. AYE

S1062 Directs the council on the arts to establish criteria and guidelines for the establishment of state designated arts and cultural districts. AYE

S1377 Creates a legislative task force on outdoor environmental education and recreation that will benefit residents of New York state by fostering stewardship and conservation of the environment, and an appreciation of the importance of the wise use of natural resources as well as acknowledgment of the health benefits of time spent in nature. AYE

S83 Amends Penal Law § 155.05 to include the crime of cyber extortion, which prohibits anyone from intentionally installing any "malicious computer instructions" on another's computer that is designed to modify, destroy, record, or transmit information within a computer, computer system, or computer network. AYE

S195 Adds to the provision of law governing the prohibition of the sale of tobacco products, herbal cigarettes, liquid nicotine, shisha, rolling papers or smoking paraphernalia to minors, the sale of such items that resemble or designed to resemble: school supplies; toys; or any other product packaging tailored or advertised to appeal to minors, such as any picture, logo, symbol, motto, selling message, or color or pattern of colors.  AYE

S353 Codifies the title of “Medicaid Director” within the statute and requires such position to be appointed by the Governor and approved by the Senate, similar to the appointment of the Commissioner of the Department of Health. AYE

S1287B COSPONSOR Establishes within the NYS DOH a rare disease advisory council to identify best practices, raise awareness, evaluate barriers to access to care and to make recommendations to the legislature and Governor. AYE

S672B Amends education law to prohibit Gubernatorial or Mayoral appointees from serving as trustees to the State or City University system. AYE

S1180B This bill requires DEC promulgate rules providing for the facility-by-facility review of emissions and air pollution in certain warehouses. NAY (Ensures compliance with state mandates under the Climate Leadership and Community Protection Act.)

S9072A Establishes the climate corporate data accountability act. Reporting entities, which are any business entity incorporated anywhere in the US that have revenues in excess of $1b and does business in the state of NY, would be required to report to DEC, or a non-profit emissions reporting organization contracted by DEC, all emissions activity. NAY (Extremely broad - can't regulate interstate commerce. Should be done on a national level.)
