The following bills were approved in the NYS Senate.  Senator Gallivan's vote is noted for each bill.

S324  Prohibits "foreign-influenced" entities from making political contributions either directly or indirectly to a constituted committee, independent expenditure committee, political committee or party committee. These entities would also be prohibited from making an expenditure, independent expenditure, or disbursement for a political communication. AYE

S568  Establishes portable polling locations for early voting; provides that a county board of elections may establish one or more portable polling locations.  NAY (Unfunded mandate. Could be security issue. "Portable polling location" not defined.)

S1035 This bill would require training for current and new board of elections employees. Requires the state board of elections to establish a curriculum to be completed by local election commissioners and other board employees, as the state board sees fit. The curriculum shall not exceed 30 hours. AYE

S1036  Provides that a voter may register to vote at any residence to which the voter maintains a continuous connection with an intent to return, including a second home or a vacation home. Further clarifies that a residence also includes where a student lives while attending a college or university. NAY  (Allows voters to vote-shop and choose which local elections they want to vote in.)

S1085  Prohibits deceptive practices and the suppression of voters, and increases penalties for violations of the elective franchise to a class E and Class D felony. AYE

S8604 Moves the date of the presidential primary to the first Tuesday in March, also known as Super Tuesday. AYE

S8646A  Creates a new civil cause of action against intimidation of an election officer. Also establishes a new misdemeanor crime of unlawful dissemination of personal information of an election officer (class A misdemeanor). NAY (Overly broad. Statutes already provide for recourse for intimidation / harassment)

S8754  CHAPTER AMENDMENT - Amends the effective date of a 2025 chapter relating to enforcement of provisions regarding regulation of tobacco products, herbal cigarettes, and smoking paraphernalia from immediately to six months after enactment.  AYE

S8757  CHAPTER AMENDMENT - Prohibits charging a fee for the issuance of a certificate of still birth or pregnancy loss. Makes technical amendments. AYE

S8762  CHAPTER AMENDMENT - This bill would authorize a court, upon motion of a defendant and consent of the prosecutor, to transfer a pending case to a mental health court in an adjoining county. AYE

S8781  CHAPTER AMENDMENT - Makes technical corrections to a chapter of the laws of 2025 relating to authorizing the Thiells-Roseville Fire District to file an application for exemption from school taxes and real property taxes.  AYE

S8782  CHAPTER AMENDMENT - Establishes a real property tax exemption for the primary residences of surviving spouses of police officers killed in the line of duty. AYE

S8783  CHAPTER AMENDMENT - Makes technical corrections relating to authorizing the Bedford Hills Fire District to file an application for exemption from school and real property taxes for the 2022-2023 assessment years.  AYE

S8798  CHAPTER AMENDMENT - Allows for no fault separation where the relationship between the spouses has broken down irretrievably for a period of at least six months; requires that issues of support and custody or visitation have been resolved. Amends the underlying chapter by aligning the terminology used with the comparable no fault divorce statute.  AYE

S8803  CHAPTER AMENDMENT - Amends the underlying chapter by clarifying that a locality must provide the full property tax exemption for 100% service-connected disabled veterans and that the property tax exemption shall not discontinue any other property tax exemption the 100% disabled veteran is already currently receiving under law.  AYE

S8810  CHAPTER AMENDMENT - Provides MTA employees an affirmative defense for performing authorized duties when operating an authorized employer motor vehicle in a bus lane with respect to parking violations. AYE

S8821  CHAPTER AMENDMENT - Prohibits the issuance of violations or tickets during certain weekend hours to residential occupants for violations of the sanitation department regulations. AYE

S8823  CHAPTER AMENDMENT - Extends DEC's authority to regulate management of crabs to 12/31/2027; prohibits the taking of horseshoe crabs for commercial and biomedical purposes. Amends the underlying chapter by phasing in the harvesting restriction over a three-year period. NAY

S8824  CHAPTER AMENDMENT - Clarifies and strengthen consumer protection standards for motor vehicle glass repair, replacement, and calibration of advanced driver assistance systems (ADAS).  AYE
