S7618B This bill establishes new food safety and quality date labelling requirements that must go into effect on July 1, 2028. AYE
S1676 Requires that nuisance wildlife control operators disclose to the client, in writing, that euthanasia may be used to resolve a wildlife related problem. NAY
S4691B Prohibits the sale and distribution of compact fluorescent mercury-added lamps and linear fluorescent mercury-added lamps on and after January 1, 2028. NAY (Should be consumer decision.)
S703 The bill would amend the Agriculture and Markets Law to eliminate the term 'serious' from the level of physical injury required to charge someone with felony aggravated cruelty to animals. AYE
S9599 GOVERNOR'S PROGRAM BILL - Includes the recommendations of the American Academy of Pediatrics, the American Academy of Family Physicians, the American College of Obstetricians and Gynecologists, the American College of Physicians and/or other similar nationally or internationally recognized scientific organizations in the establishment of immunization administration regulations. NAY (Arbitrary. Not necessarily based on science.)
S9611 EXTENDER BILL - Extends provisions related to certified school psychologists and special education services and programs for preschool children with handicapping conditions until June 30, 2028. AYE
S7053 Authorizes counties to post local laws and notices via the internet where such county doesn't have a newspaper published within the county. AYE
S4389 This bill would require that the Municipal Police Training Council (MPTC) tailor any rule or regulation relating to color vision requirements for police officers to only eliminate individuals with extreme color vision deficiencies from eligibility to serve as a police officer. AYE
S88A Beginning June 30, 2029, this provides for automatic voter registration and preregistration for persons applying for certain department of motor vehicles (DMV) documentation, such as an application for a motor vehicle driver's license, a driver's license renewal, or an identification card, or any renewal, recertification, or reexamination transaction for such documents, or any change of address or name form for such documents. NAY
S8199 Directs the department of financial services to conduct a study on the banking development district program and to make recommendations to improve such program. AYE
S9331 Codifies certain regulations of the workers' compensation board relating to access to prescription medication and coordination with workers' compensation board regulations governing network pharmacy use; requires the workers' compensation board to file a report on out-of-network pharmacy use within 3 years of the effective date. AYE
S9677 Enacts the "city of Buffalo historic preservation receivership act." AYE
S265 This bill would amend the unconsolidated law to authorize and direct the state board of real property tax services to conduct a study on real property tax saturation. AYE
S9973 Amends the Correction and County Laws to extend the authorization from 2026 to 2033, to authorize Madison and Oneida counties to enter into county tribal detention agreements with the Oneida Indian Nation to house in their county correctional facilities inmates remanded by the Oneida Indian Nation court, and to ratify such agreements. AYE
S9848 This legislation would prevent cases filed under the Child Victims Act (CVA) and Adult Survivors Act (ASA) from being unnecessarily dismissed. AYE
S9206 EXTENDER BILL - Extends, until December 31, 2027, the authorization of residential property owners in high risk brush fire areas on Staten Island to cut and remove reeds. AYE
S3366 Amends the provisions of the Public Health law governing the establishment of hospitals by the Public Health and Health Planning Council (PHHPC) to require any person, acting solely as a member of the governing body of a hospital or an employee of a hospital, partnership, company, stockholder, member, corporation or other entity to be deemed to have authority to operate a hospital, if it has or shares in decision-making authority over certain enumerated employees and procedures. NAY (This bill aims to regulate “passive” corporate arrangements by clarifying that such arrangements also require PHHPC approval. Passive parent models provide many benefits including allowing each facility to focus on their unique capabilities.)
S381 Requires the department, in consultation with OMH and the Division of Human Rights, to create (in English and twelve most common non-English languages spoken by individuals in the State) and distribute materials regarding mental health services and resources available to employees. NAY (Another mandate on businesses.)
GOVERNOR'S PROGRAM BILL - This extender will provide approximately $2.9 billion in additional appropriation authority from May 11, 2026, through Thursday, May 14, 2026. AYE
S7483 Requires the department of state to make renewed appearance enhancement licenses and certificates and renewed barber licenses and certificates available on its website in a portable document format for download by the person whose license or certificate has been renewed. AYE
S363B Establishes the "New York junk fee prevention act"; requires clear and conspicuous pricing practices regarding trash junk fees. would require businesses that advertise or offer goods or services directly to consumers in New York to clearly and conspicuously disclose the total price, including any mandatory fees, whenever pricing information is included. NAY (Private right of action.)
S2539C Requires retailers to post warning signs of the tracking and collecting of customers biometric data through electronic devices; provides for civil penalties. NAY (No right to cure.)
S548 Authorizes the state to convey certain forest preserve land; provides such sale shall be subject to legislative approval and the proceeds of such conveyance shall be used for acquisitions to the forest preserve. AYE
S2493 Requires the DEC to make an addendum to the toxic air emissions report that describes the impact of approving permits for e-commerce warehouses on disadvantaged communities. NAY (Could target these companies for future regulatory action.)
S4413A Would require businesses that offer automatic renewal or continuous service contracts to delete a consumer's financial information (e.g., credit card, debit card, or third-party payment account details) when the consumer cancels the service unless the business receives affirmative consent to retain it. AYE
S56B Requires the NYS DOH to establish a program authorizing a county or municipality or other entity to provide enhanced drug checking services for the purpose of assisting individuals in determining whether a drug or controlled substance contains contaminants, toxic substances or hazardous compounds; and to establish public health surveillance of the unregulated drug supply to monitor trends and the impact of health outcomes and increase public awareness of new substances in the unregulated drug supply. NAY (Slippery slope. Incentivizes illegal drug use.)
S7137 This bill requires the Department of Corrections and Community Supervision to create an advisory board to provide recommendations regarding the development of an emergency management release plan within state prisons to be used in the event of a state disaster emergency. NAY
S9092 Provides for the reinstatement of state recognition and acknowledgement of the Montaukett Indian Nation. AYE
S9506 Adds Lake Oscawana and Roaring Brook Lake in Putnam county to the definition of inland waterways. AYE
S258 Enacts "Bryan Johnson's law"; includes prior convictions of operation of a vessel while under the influence of alcohol or drugs as prior convictions of driving while intoxicated. AYE
S7607C Dedicates a portion of the state highway system to Lt. Gary A. Scott in the town of LeRoy, county of Genesee. AYE
S5689 Authorizes liquified petroleum companies to offer an electronic receipt, ticket, or other recorded representation option to their customers. AYE
S2454 This bill prohibits the state from reimbursing a state employee's reasonable attorneys' fees or litigation expenses for the criminal defense of such employee. AYE
S8681 Exempts the Cody Volunteer Fire Department, Inc. within the town of Granby, Oswego county, from the requirement that the percentage of non-resident fire department members not exceed forty-five percent of the membership. AYE
S4391 Requires mobile applications on cell phones, smart phones and tablets that offer a subscription service provide an option to cancel the subscription on its application and have the option posted in a clear and conspicuous format. AYE
S2485 Requires the office of renewable energy siting and electric transmission to establish a mapping, installation and efficiency plan for the purpose of building new electric transmission lines. NAY
S9315 Directs the department of veterans' services to conduct pre-release briefings for incarcerated veterans regarding available federal and state benefits available to veterans and their families and how to apply for such benefits. AYE
S9571 Expands the transferability of state low-income housing tax credits by allowing credits to be transferred multiple times between entities, rather than limiting transfers to a single transaction. AYE
S8368 SED DEPARTMENTAL - Removes the requirement that the Commissioner must keep, and make accessible at all times, all proceedings, decisions, and orders on every appeal and petition under Article 7 of the Education Law. AYE
S9582 Removes being unable to read and write the English language as a reason a court may declare someone ineligible to act as a fiduciary. NAY
S9223 Requires acupuncturists registered with the state to complete 45 hours of mandatory continuing education requirements every registration period; specifies acceptable courses of continuing education; provides exceptions. AYE
S8209 Directs the president of the state civil service commission to conduct a study on job vacancies across state agencies and determine which, if any, state agencies are understaffed. AYE
S1665 Amends Section 1122-a of the vehicle and traffic law, providing that operators of a vehicle overtaking a bicycle or pedestrian from behind proceeding on the same roadway shall pass to the left of such bicycle at a safe distance of no less than three feet until safely clear thereof. NAY (Not fairly applied across the entire state.)
S8395 OMH DEPARTMENTAL - Relates to orders not to resuscitate and the applicability of the family health care decisions act to residents of mental hygiene hospitals patients who lack decision-making capacity. AYE
S4515 Adds 'domestic workers' as required recipients of paid sick leave. NAY
S3553 Enacts the "utility materials disclosure act" to require investor-owned energy utilities publish on its customer-facing website both its promotional and educational materials and file such materials with the public service commission. AYE
S488A Enacts the manufacturer disclosure and transparency act requiring pharmaceutical manufacturers doing business in the state to notify the Attorney General within thirty days of entering into an agreement with another pharmaceutical manufacturer that delays generic substitutions for brand-name drugs. NAY (Could raise confidentiality concerns.)
S5599 Places a cap on the amount that a rental vehicle company may charge a renter for refueling a rental vehicle; imposes a maximum fine for a violation of such cap on charges. AYE
S8483C Prohibits online retailers from using data such as your location, your device's hardware state, or specific software to determine reference prices for certain goods. AYE
S8563 Enacts the "consumer grocery pricing fairness act" in relation to ensuring price fairness for covered goods in the state of New York. NAY (Business Council argues that requiring suppliers to extend equivalent terms to smaller retailers could force suppliers to raise baseline prices across the board.)
S252 This bill expands the definition of a wild animal and adds a definition of an exotic animal. AYE
S1714A Precludes the term excited delirium as a diagnosis, label, cause of death or contributing factor to a death from being cited on a death certificate. NAY (Determination should be made by medical professionals.)
S8861A Dedicates a portion of the state highway system in the town of Petersburg, county of Rensselaer, to Robert Bornt. AYE
S7810 Adds additional information to reporting requirements by DOCCS for temporary release programs including the number of incarcerated individuals denied participation in each temporary release program and the reasons for denial. NAY
S6463 Authorizes the transfer of pregnant and postpartum incarcerated individuals to residential treatment facilities; requires annual reporting on the number of such incarcerated individuals transferred. AYE
S8272 Includes Hague Brook in the list of inland waterways eligible for the local waterfront revitalization program. AYE
S8294 Requires a detailed determination in orders determining a motion, no longer up to a judge's discretion. AYE
S9418 Exempts school district providers of special services or programs for preschool students with disabilities from having to obtain program approval from the commissioner of education. AYE
S2305 Prohibits the entry of a judgment by confession on amounts due from one or more individuals for personal, family, household, consumer or nonbusiness purposes and on a debt incurred if the principal amount of such debt was less than $5,000,000. NAY (Increase costs of private financing.)
S9673 Updates licensing requirements for certified interior designers to align with 48 other states. AYE
S9401A This bill directs the commissioner of health to promulgate regulations allowing for an electronic health records integration vendor to obtain state approval to facilitate interoperability between the state's prescription monitoring program (PMP) registry -- also known as I-STOP / Internet System for Tracking Over-Prescribing-- and certified electronic health records systems that can connect with any national data sharing hub. AYE
S7547B Requires the Department of State, in consultation with the Office for the Prevention of Domestic Violence and the Division of Human Rights, to create and distribute informational posters regarding signs of sexual and domestic violence and available state resources. AYE
S7690 This bill revamps the residency program leading to licensure for funeral directors and requires residents to meet a heightened minimum proficiency in the practice of funeral directing before becoming licensed. AYE
S7738A Authorizes certain residential programs for victims of domestic violence that operate emergency shelters to be reimbursed for the payment differential when housing a single eligible individual in a room intended for double occupancy because no single-occupancy room is available. AYE
S2476A Requires the chair of the public service commission create rules, regulations, policies, and procedures for the creation of a resilient electric vehicle charging system pilot program to provide power through an extended outage. NAY (Resiliency efforts should be more focused on the grid itself, rather than charging stations.)
S9907 Specifies that New York city marshals must physically post and electronically file a notice of eviction within one business day of the service of the notice of eviction. NAY
S7279 Authorizes certified school psychologists to participate in the certification of certain persons as intellectually disabled or developmentally disabled; makes technical corrections to language. NAY (Too low of bar to take away civil rights.)
S8899 Permits that an licensed marriage family therapist or licensed mental health counselor may supervise across professions only if they have at least three years of licensure, hold the diagnostic privilege established in Education Law and have completed specialized training in clinical supervision, ethics, and professional orientation. AYE
S9123 Extends the duration of limited permits to practice licensed clinical social work and use the title licensed clinical social worker, or practice licensed master social work and use the title licensed master social worker from twelve to twenty-four months with the ability to be renewed for up to two additional one year periods. AYE
S9916 Establishes an employee mental health services program for all employees who work for the department of corrections and community supervision and all employees of the office of mental health who deliver services to incarcerated individuals overseen by the department of corrections and community supervision. AYE
S2517A This bill directs the courts to require individuals who have been mandated to install an Ignition Interlock Device (IID) in their vehicle to show proof that the device has been regularly used. AYE

S10046 DEC DEPARTMENTAL - Extends the authority of the department of environmental conservation to manage the American eel to December thirty-first, two thousand twenty-nine. AYE
S3336 Provides that a board of education or a board of cooperative educational services shall have the authority to award contracts for school food services on the basis of certain scoring criteria. AYE
S4769 Authorizes and directs the commissioner of agriculture and markets to conduct a study on vertical farming. AYE
S5159A Requires the community gardens task force to conduct an assessment of all community gardens located on publicly owned land in the state to facilitate each garden's designation as a critical environmental area. AYE
S8616A Prohibits the use of electronic shelving labels, digital shelf display technology, and surveillance pricing in food retail establishments and drug retail establishments; provides injunctive relief, and civil penalties. NAY (Could restrict beneficial pricing tools, common discounts, coupons, promotions, and electronic shelf label technology used by grocery and drug retailers.)
S7942A Dedicates a portion of the state highway system in Sullivan county to Lieutenant Roland "The Gator" Ward. AYE
S1838 Creates a pilot program under the Department of State and DHCR for cities to assess emergency repairs to buildings that are in violation of the cities code and have not undertaken repairs in a reasonable period of time and would authorize the city to charge property owners for the cost of the repair. AYE
S4033C Directs revenue from penalties for environmental violations currently deposited in the general fund to a new enforcement account which will be known as the conservation enforcement account. AYE
S8378B Requires that land formerly used as an armory which was conveyed to the town of Riverhead, county of Suffolk by the state in 2011, to be leased to the YMCA of Long Island for the provision of recreational and educational programs. AYE

S3836 To allow liquor stores to sell non-alcoholic versions of alcoholic beverages. AYE
S7713A Prohibits automatic license plate reader users from selling, sharing, allowing access to, or transferring automatic license plate reader information to any state or local jurisdiction for the purpose of investigating or enforcing a law that denies or interferes with a person's right to choose or obtain reproductive health care services or any lawful health care services. NAY (Restricts law enforcement from using tools to enforce law.)
S9742A This bill amends the Multiple Dwelling Law to permit newly developed residential units, including those created from conversions of non-residential buildings, to satisfy window requirements through mechanical ventilation systems. NAY (Usurps local control.)
S8527B Would authorize that real property owned by a minister of the gospel, priest or rabbi of any denomination, an actual resident and inhabitant of this state, who is engaged in the work assigned by the church or denomination of which such person is a member, or who is unable to perform such work due to impaired health or is over seventy years of age, shall be exempt from the Real Property tax for Clergy to the extent of fifteen hundred dollars. AYE
S5164 This bill reduces the amount of names needed on recommendations for the Long Island Rail Road Commuter Council from the county executives of Nassau, Suffolk, Queens, or Brooklyn County. AYE
S4969 This bill would require hospitals to develop and disseminate information and procedures to identify, assess, treat and refer cases of firearm violence, as well as establish ongoing training for personnel and designate staff to connect psychiatric services to the victim and coordinate such services. NAY (Service is already provided now. Should not be mandated unless NYS reimburses the hospital systems.)
S9656 Prohibits the imposition of fees or surcharges for any service rendered through a banking organization relating to the use of an electronic benefit transfer card issued by the state or certain departments or agencies thereof. NAY
S9851 Expands the veterans' services commission to include two additional members and several additional ex officio members. AYE
S8371 SED DEPARTMENTAL - Provides that an educational agency where a student who is ordered by a court to be held in a juvenile detention facility attended school prior to such an order, shall upon request of the juvenile detention facility where such student is held, disclose the student's educational records to educational program personnel at said facility without the consent of the parent or eligible student, pursuant to certain conditions. AYE
S8369 SED DEPARTMENTAL - Grants access to patient or client records for the Board of Professional Medical Conduct for the purpose of investigation and prosecution of professional licensing and misconduct proceedings. AYE
S9997 Changes the definition of continuous supervision in relation to physical therapist assistants in both the home care setting and school setting by eliminating the joint visit requirement with the patient by the supervising licensed physical therapist and the licensed physical therapist assistant. AYE
S4849 Directs the department of transportation to conduct a traffic and planning study on the feasibility of transforming the Harriman campus in connection with the relocation of the Wadsworth Laboratory at Harriman; directs a report on the findings of such study to be delivered within one year of effectiveness. AYE
S10071 DEC DEPARTMENTAL - Extends the authority of the department of environmental conservation to manage whelk and conch to December 31, 2029. AYE
S2484 Directs the state energy planning board to conduct a study on time frames for replacing or upgrading battery energy storage systems at renewable energy facilities in preparation for clean energy storage and distribution across the state. NAY (Cost and safety not addressed.)
S10324 GOVERNOR'S PROGRAM BILL - This extender will provide approximately $560 million in additional appropriation authority from May 14, 2026, through Monday, May 18, 2026. AYE
