Clean Pass Vehicle Survey

On September 30, 2025, the federal program for "Clean Passes" in New York expired because Congress did not reauthorize the federal law that made it possible. The Clean Pass Program was a New York State initiative that allowed single-occupant electric and plug-in hybrid vehicles to use the Long Island Expressway (LIE) High-Occupancy Vehicle (HOV) Lanes. Now, all vehicles must meet the standard HOV occupancy requirement of two or more people to use the lanes during restricted hours. 

The purpose of the program was created to encourage the purchase of low-emission, fuel-efficient vehicles by allowing them to use HOV lanes regardless of the number of occupants. Vehicles had to be registered with the New York State Department of Motor Vehicles (DMV) and meet specific federal emissions and fuel economy standards. Eligible vehicles were required to display a "Clean Pass" vehicle sticker.
