The New York State Senate

Democratic NYS Senator David Carlucci has a track record of delivering results, having passed more than 160 bills into law. He represents the 38^th Senate District, which includes most of Rockland County and parts of Westchester County. He was elected to office in 2010, and currently serves as Chairman of the Mental Health & Developmental Disabilities Committee.

In 2019, Senator Carlucci passed the most legislation signed into law of any member in the NYS Legislature. He championed equal pay legislation to help close the gender wage gap by banning the salary history question. He passed a nation-leading law to protect veterans' pensions and a law to make it easier for survivors of domestic abuse to report a crime. Carlucci has supported tax breaks for the middle class, seniors, and veterans, while supporting record investments in school funding.

Senator Carlucci also co-sponsored comprehensive legislation to combat climate change, setting New York on a path towards the most aggressive clean energy target in the nation. He sponsored legislation known as the Green Amendment, which guarantees New Yorkers the right to clean air and water in the State’s Constitution. And he helped pass some of the strongest gun laws in the nation, including the SAFE Act, which requires universal background checks, a ban on assault style weapons, and a ban on high capacity magazines. Senator Carlucci has stood up to protect women’s rights. He voted for and helped pass the Reproductive Health Act, Comprehensive Contraception Coverage Act, and the Boss Bill. He also championed paid family leave and a $15 minimum wage. 

Senator Carlucci was appointed by Senate Majority Leader Andrea Stewart-Cousins (D-Yonkers) to serve as Chairman of the Mental Health and Developmental Disabilities Committee in 2018, a position he previously held in 2014. In this role, Senator Carlucci passed legislation to establish task forces to address youth suicide among the Latinx, Black, and LGBTQ communities and passed the NY ABLE Act into law, a program, designed to help individuals with disabilities maintain their independence. In 2019, he fought for and delivered pay increases for Direct Support Professionals through the NYS budget.

Senator Carlucci serves as Co-Chair of the New York State’s Overdose and Addiction Task Force and passed a law to make Naloxone available over the counter at pharmacies without a prescription. He helped pass the Good Samaritan Law to encourage individuals to administer naloxone without fear of arrest. And he has called for legal action against Opioid makers and worked to combat substance misuse and expand affordable treatment.

Before serving in the State Legislature, Senator Carlucci was elected Town Clerk in Clarkstown in 2005, a position he held for three terms. In this role, he made government more efficient and accessible by digitizing records and staggering hours of operation. Prior, Carlucci worked for Congressman Eliot Engel as a staff assistant and earlier a financial planner for American Express.

Senator Carlucci graduated from Rockland Community College in 2000, and then went on to Cornell University where he graduated from the School of Industrial and Labor Relations in 2002. A native of New City, Carlucci attended Clarkstown High School North, and currently resides in New City with his wife and two children.
