17 Mr. President.
18 It is my pleasure and honor to have
19 this resolution before this body, and we do
20 open it up to all members.
21 Fibromyalgia is an often
22 misdiagnosed and misunderstood disease, yet it
23 affects 10 million Americans, mostly women,
24 although men also can have it as well. It has
25 no barriers as to who can be affected by

1 fibromyalgia.
2 It's very difficult to diagnose,
3 and many people end up going for numerous
4 tests before they are actually diagnosed with
5 fibromyalgia. Fibromyalgia is a chronic
6 disease. There is no cure.
7 ACTING PRESIDENT FLANAGAN:
8 Senator Little, excuse me.
9 Can we have some order.
10 SENATOR LITTLE: There is no cure
11 for this disease. The idea is to try to help
12 the patient live with fibromyalgia.
13 Personally, I became aware of this
14 disease when a very close friend of mine was
15 finally diagnosed as having fibromyalgia, and
16 interesting to listen to her as to what are
17 the effects on her life.
18 She told me, if you can think about
19 the chest protector that they put on you in
20 the dentist's office to prevent when they do
21 x-rays, she said: "There are mornings when I
22 wake up and my whole body feels like I am just
23 under that kind of a whole, heavy protector
24 and really have difficulty functioning
25 throughout the day."

1 So their lives are totally affected
2 in many, many different ways. And this is a
3 resolution to declare this week an awareness
4 week so that we, as their friends and
5 colleagues and people that may be able to help
6 those who have fibromyalgia, will understand
7 it better.
8 We have a group here in the chamber
9 with us, and they are sponsoring and holding
10 an awareness program in the Plaza today from
11 11:00 until 2:00. I would invite everyone to
12 attend.
13 But I also thank them for coming
14 and for helping us put a face on a disease
15 that is affecting so many Americans and is so
16 often misdiagnosed -- that's really the key
17 here -- and then it is misunderstood by many
18 other people.
19 So thank you for presenting the
20 resolution, and I invite all to join me on
21 that resolution.

1 SENATOR GOLDEN: Thank you,
2 Mr. President.
3 Every morning across this great
4 state, parents put their children on buses to
5 take their students to schools. Today in our
6 balconies we have children from this great
7 state coming here to witness government in
8 action, and many of those kids take a bus to
9 get to and from school.
10 And our parents trust the system.
11 When they send their child out, they believe
12 that their child is getting on that bus
13 safely, secured, delivered to school and
14 delivered home after the school day.
15 It's unfortunate, in cases that
16 we've seen in the New York City and New York
17 State area, where we've seen bus drivers that
18 are careless, that have been removed from the
19 buses. We've seen students that have reacted
20 in a way that was unsafe, and we've had to
21 punish those children.
22 We believe that the legislation
23 that we're about to pass today -- monitoring
24 those buses, monitoring the bus driver,
25 monitoring the actions of those on the bus --

1 gives that peace of mind to the parents and to
2 our schools across the State of New York that
3 that bus driver is acting safely and that
4 their children are getting to and from school
5 safely.
6 And that camera will also monitor
7 sound and speed of that bus so that we know
8 that that bus driver is acting safely and is
9 securing those children to and from their
10 homes and school.
11 We're proud of this bill. This is
12 a bill that will have a major impact on
13 securing the safety of our children. That
14 electronic monitoring system will also record,
15 like I said, the speed and the sound of that
16 bus. It will also affect the system. It will
17 be like a black box in our bus for up to
18 90 days, for a select few to be able to go in
19 there and to review it and to take action
20 against those that may have violated the trust
21 of our children.
22 So today is a great day. And I ask
23 my colleagues to vote for this, and hopefully
24 over in the Assembly they will vote for it as
25 well, and that the Governor will sign this

1 bill into legislation and give that peace of
2 mind for all of our parents and all of our
3 children across this state.

11 I want to applaud my colleague
12 Senator Golden on this excellent piece of
13 legislation.
14 And I believe that we should no
15 longer be afraid of technology. And as you
16 know, earlier this week I sent around a
17 prototype of putting a camera on a firearm for
18 police officers. Because if we can put
19 cameras on poles and cameras in buildings and
20 cameras in cars, we should also use cameras to
21 protect our children on school buses and allow
22 us to protect our citizens and our officers by
23 having modern technology such as cameras
24 placed on firearms as well as in school buses.
25 Technology is here, we should not

1 be afraid of technology, we should embrace
2 technology. It is user-friendly to make sure
3 that we can protect and become the eyes of our
4 loved ones, particularly our children, and as
5 well as our law enforcement officers and those
6 who come in contact with them.
7 So I applaud you, Senator Golden,
8 and I hope that we will continue to ensure
9 that our state leads in innovation and make
10 sure all of our offices as well as our school
11 buss are armed with the technology that will
12 make our citizens safe.

15 Senator Owen Johnson. The concept of net
16 metering is something that is in law in
17 several states.
18 I think that in New York, hopefully
19 within the next five and a half weeks that we
20 have left in this session, working very
21 closely with Senator Johnson's staff, with my
22 counterparts over in the Assembly, that we are
23 going to have a net metering law in the State
24 of New York.
25 It's important for consumers, it's

1 important for the energy market here in
2 New York State. And I vote in the
3 affirmative, Mr. President.

14 congratulating Senator Johnson on putting
15 forth a bill that is exactly what we ought to
16 be doing now, which is creating opportunities
17 to encourage people to use alternative energy.
18 This bill is good because it
19 includes new categories of alternative energy
20 and makes sure that not only residential but
21 also commercial buildings are engaging in
22 greening the State of New York.

12 Briefly, this is a piece of
13 legislation that cites "a multitude of
14 problems with work release programs for
15 inmates." It provides no more specificity
16 than that.
17 It would prohibit us from setting
18 work release programs up in the residential
19 communities from which prisoners come. This
20 is completely contrary to all of the science
21 of criminal justice that tells us the most
22 important element in our system that is
23 missing in the State of New York is a
24 competent series of reentry programs to get
25 people back in the communities they come from.

1 If we pass a law which prohibits us
2 from operating work release programs in areas
3 zoned residential, that undercuts the entire
4 effort. And I think, quite honestly, the
5 multitude of problems that are cited don't
6 really exist.
7 I think the people in the State of
8 New York who are working in these programs --
9 the Department of Corrections, Probation --
10 are really doing wonderful work in setting up
11 reentry programs that work and setting up work
12 release programs that enable people to get
13 some preparation for their release from
14 prisons.
15 Do not forget, ladies and
16 gentlemen, they may be in prison for a while,
17 but they all come home. This bill makes it
18 harder for them to come home as productive
19 working members of their society.
20 I urge everyone to vote no.
