16 The MTA is an entity that is the
17 lifeblood or really is the circulatory system
18 for, I believe, much of the state's economy.
19 Because if New York City and its suburbs don't
20 move and people can't get to work, then we're
21 in bigger trouble than we are now.
22 And the MTA's finances are always
23 one that are under scrutiny. I believe the
24 management that's been put there now is a
25 better management, under Lee Sander and his

1 team. They're trying lots of innovative
2 things.
3 But in the nomination of Doreen
4 Frasca we have someone who has a great
5 background in municipal finance, in the way
6 government works. She will be an asset to the
7 MTA board.
8 She has been patiently waiting for
9 this appointment to come through, since she's
10 been up here a couple of times.
11 And I wanted to wholeheartedly say
12 that I support her nomination and look forward
13 to a productive term on the MTA board.

12 This is Bone Marrow Donor Awareness
13 Week here in the State of New York. But there
14 are two other resolutions that I just wanted
15 to touch on.
16 There's a young man named Zacceus
17 who is going to be donating his own bone
18 marrow -- he's an 8-year-old boy -- to his
19 4-year-old sister.
20 This is historic, it's wonderful,
21 and it's frankly the kind of thing that we
22 need to be talking about, because this is
23 something that actually makes a very positive
24 difference in people's lives -- and frankly,
25 in this young girl's case, probably is going

1 for save her life.
2 Tonight we have the Bowl-A-Thon
3 again. I happen to be the cochair, along with
4 Assemblyman Aubry from the Assembly.
5 And for those of you who may not
6 have had the opportunity to get in the Bone
7 Marrow Registry, it's actually very easy. You
8 literally -- all you have to do is they take a
9 cotton swab on the inside of your mouth. No
10 more, no less. Takes five seconds; anybody
11 can do it.
12 Because of the work of the folks
13 here in both houses, since 2000 we have raised
14 $176,000 towards the foundation, and they have
15 added 1100 people to the registry.
16 It's a very simple thing. It saves
17 people's lives. It may take you a minute, at
18 best. If you can do it, great; you can make a
19 difference.

13 One of the great characters in
14 really our state's history. Probably nobody
15 has done more for hunting, fishing,
16 conservation in this state than John Long.
17 The real reason that I wanted this
18 resolution today has to do with John Daly, it
19 has to do with the fact that John Long was
20 such a close friend of so many of us, but also
21 because I wanted to remind everybody that
22 tomorrow is the legislative service for
23 deceased members.
24 And we are trying to get as many
25 people there as we can. I would appreciate it

1 if any of you that could get there, get there,
2 because I think it's a great service and it's
3 something that is important to a great many of
4 us.
5 So I want to say that certainly --
6 and by the way, anybody that would like to go
7 on John Long's -- we're going to present it to
8 his family and to the conservation group,
9 because he was really considered one of the
10 top people in the state's history.
11 So I thank everybody for their
12 patience. But I would appreciate it if
13 anybody who is here could come at 8 o'clock
14 tomorrow morning at St. Mary's Church.

2 therefore pay in-state tuition and fees.
3 Today in the audience we have many
4 students from Visitation Academy in Brooklyn,
5 New York. And we have Tara Reilly, who won
6 the contest for Senator for a Day.
7 And many of these students here
8 today will go on to attend SUNY and CUNY
9 colleges and go on to excel in what they would
10 want to be in future years. And we applaud
11 Visitation for coming here today and for
12 witnessing what transpires here in the
13 chambers.
14 And I congratulate the Senator for
15 putting this bill forward, and I vote aye.

21 I'll vote for this, but this bill
22 raises a concern that I raised last year and I
23 can't figure out how we get around it.
24 The bill says that an out-of-state
25 student whose noncustodial parent lives in

1 New York State can go to SUNY or CUNY at the
2 in-state rate. That's fine and that's
3 admirable, as far as it goes. But it says
4 provided the noncustodial parent that lives in
5 New York State is not in arrears in child
6 support.
7 So now, if you have a deadbeat
8 parent who lives in New York, we're going to
9 punish the student, who doesn't live in
10 New York and didn't get the support, and we're
11 not going to cut them a break.
12 And I don't understand why we have
13 that in there. Because you're clearly not
14 rewarding the noncustodial parent, you're
15 rewarding the student when they come to
16 New York. Yet we're saying if you had a bad
17 parent, you can't come to school here at the
18 state rate.
19 And maybe New York State was at
20 fault. Maybe New York State, as part of the
21 interstate compact, didn't do a good job of
22 collecting child support from that
23 noncustodial parent who lives in our state.
24 And this bill would then say, that's okay,
25 let's punish that kid, let's punish the kid

1 who didn't get child support when they should
2 have by hitting them again over the head.
3 So I wish people would go back and
4 look at this bill and figure out how we can be
5 fair to this student. And it seems to me the
6 out-of-state student whose New-York-resident
7 noncustodial parent didn't pay child support
8 is more deserving of a little boost New York
9 State can give them than any other case.
10 So this bill has that big problem.
11 I don't know why we're punishing the student
12 whose parent didn't pay child support.

3 Mr. President, I'm going to support this bill
4 because I think our servicemen and women who
5 are fighting in wars deserve our support
6 because of the service they're rendering.
7 But I am concerned about the fact
8 that the war in Iraq commenced five years ago.
9 Should never have been started. There was no
10 danger to the United States. We were lied to,
11 we were lied to by the chief executive, who
12 said it was about weapons of mass destruction.
13 They've never found any.
14 We haven't made the United States
15 safer. We're still seeing our young men and
16 women in uniform suffering casualties and
17 death. Iraq is in chaos. There's no way out.
18 Mr. President, I'm voting for this
19 bill, but I think it's time we get out of Iraq
20 now.
