7 State's likelihood of winning the maximum
8 allocable funds for education in the federal
9 Race to the Top competition, and for the
10 consideration of legislation with respect to
11 such other subjects as I may recommend.

14 17th day of January in the year 2010, by the
15 Governor, David A. Paterson."
