         2                  ACTING PRESIDENT ROBACH:    The

         3       Senate will come to order.

         4                  I ask everyone present to please

         5       rise and join with me in the Pledge of

         6       Allegiance.

         7                  (Whereupon, the assemblage recited

         8       the Pledge of Allegiance to the Flag.)

         9                  ACTING PRESIDENT ROBACH:    In the

        10       absence of clergy, may we now bow our heads in

        11       a moment of silence.

        15       reading of the Journal.

        16                  THE SECRETARY:    In Senate,

        17       Wednesday, March 30th, the Senate met pursuant

        18       to adjournment.  The Journal of Tuesday,

        19       March 29th, was read and approved.  On motion,

        20       Senate adjourned.

        21                  ACTING PRESIDENT ROBACH:    Without

        22       objection, the Journal stands approved as

        23       read.

         9       can we now take up the reading of the

        10       noncontroversial calendar.

        11                  ACTING PRESIDENT ROBACH:    The

        12       Secretary will read.

        13                  THE SECRETARY:    Calendar Number

        14       104, by Senator McDonald, Senate Print 2351,

        15       an act to amend the Environmental Conservation

        16       Law.

        17                  ACTING PRESIDENT ROBACH:    Read

        18       the last section.

        19                  THE SECRETARY:    Section 9.  This

        20       act shall take effect upon receipt by the

        21       Commissioner of Environmental Conservation.

        22                  ACTING PRESIDENT ROBACH:    Call

        23       the roll.

        24                  (The Secretary called the roll.)

         7       the last section.

         8                  THE SECRETARY:    Section 2.  This

         9       act shall take effect immediately.

        10                  ACTING PRESIDENT ROBACH:    Call

        11       the roll.

        13                  THE SECRETARY:    Ayes, 47.

        14                  ACTING PRESIDENT ROBACH:    The

        15       bill is passed.

        16                  Senator Libous, that completes the

        17       noncontroversial reading of the calendar.

        18                  SENATOR LIBOUS:    Mr. President,

        19       is there any further business at the desk?

        20                  ACTING PRESIDENT ROBACH:    That

        21       completes our work.  There is none.

        22                  SENATOR LIBOUS:    Then,

        23       Mr. President, at this time I want to hand up

        24       a letter from Majority Leader Skelos and

        25       Speaker of the House Silver to the Comptroller

         1       that states that the budget has been complete.

         2       And this is in accordance with Section 5 of

         3       the Legislative Law.

         4                  And I will have counsel hand that

         5       up at this time and ask that it be filed.

         6                  ACTING PRESIDENT ROBACH:    So

         7       ordered.

         8                  SENATOR LIBOUS:    Mr. President,

         9       there being no further business to come before

        10       the Senate today, I move that we adjourn until

        11       Monday, April 4th, at 3:00 p.m., intervening
