1 I'm going to read one motion that I have. I move

13 SENATOR MAZIARZ: Thank you very
14 much, Mr. President and my colleagues. It's
15 truly an honor for me today to be here and to be
16 representing my constituency, particularly the
17 County of Niagara.
18 I have two guests with me here
19 today, Mr. President. I have Deputy Sheriff
20 Jonathan Andres and Deputy Sheriff Shawn Grapes.
21 Deputy Andres and Deputy Grapes were recently
22 honored as the Deputies of the Year by the New
23 York State Sheriffs Association.
24 On the early morning hours of
25 July 18, 2011, one of their colleagues, Niagara

1 County Deputy Sheriff Allen Gerhardt, was in his
2 patrol vehicle and was pursuing a fleeing
3 criminal suspect. Deputy Gerhardt unfortunately
4 lost control of that vehicle. He slid into a
5 guardrail. The guardrail penetrated his vehicle,
6 going completely through the vehicle. And
7 unfortunately that guardrail severed both of
8 Deputy Gerhardt's legs.
9 As Deputy Gerhardt lay there
10 bleeding, Deputy Jonathan Andres came upon the
11 scene, followed by Deputy Shawn Grapes. Both of
12 them took off their belts and applied tourniquets
13 to both of the severed limbs of Deputy Gerhardt
14 and assisted in getting Deputy Gerhardt immediate
15 medical attention, which, in the eyes of the --
16 in the opinion of the doctors at Erie County
17 Medical Center, saved Deputy Gerhardt's life.
18 Today Deputy Gerhardt is learning
19 to walk again on his artificial legs. He's
20 alive, though, and he's home with his young
21 children because of the heroic actions of Deputy
22 Andres and Deputy Grapes.
23 It was a well-deserved honor,
24 well-deserved recognition. What they did on that
25 dark night on that very rural, remote highway in

1 Niagara County was just beyond the praise of all
2 of us here. They did their job, did their duty,
3 and saved Allen Gerhardt's life and were
4 justifiably recognized by their colleagues from
5 across the State of New York.
6 So, colleagues, my colleagues here,
7 ladies and gentlemen, I want to introduce you to
8 Deputy Sheriff Jonathan Andres -- Jonathan, you
9 want to stand up? -- and also the second Deputy
10 of the Year, Deputy Sheriff Shawn Grapes.
11 Shawn?
12 Congratulations, gentlemen, and
13 thank you for the great work that you do.

22 bringing our Deputies of the Year to Albany and
23 introducing them and their accomplishments in
24 front of everybody.
25 And most importantly, let me thank

1 Deputy Andres, Deputy Grapes for what you do. It
2 is an incredible honor to serve others in the
3 capacity of a law enforcement officer. Many of
4 you know that, as my background, I also served as
5 a member of the State Sheriffs Association
6 Executive Committee and know, in consideration of
7 this particular award on an annual basis, how
8 much competition there is.
9 So it really is, amongst the
10 thousands of acts of law enforcement officers
11 across New York State, amongst the thousands of
12 heroic efforts, people putting their lives on the
13 line on a daily basis to protect our community
14 and to stand between the potential chaos and the
15 order that is so important to all of us, it is
16 incredible that you're singled out. And it
17 really is well-deserved.
18 So very simply, I would like to
19 thank you for your service, commend you for your
20 actions and, even beyond what you did in this
21 single instance, what you do on a daily basis to
22 protect Niagara County and what you and your
23 fellow law enforcement brothers and sisters do
24 across the state to protect all of us.

13 This legislation is the Long Island
14 Power Authority Oversight and Accountability
15 Act. This legislation comes before us with the
16 input from the Governor's office, the Senate and
17 the Assembly. It is one of the most far-reaching
18 pieces of legislation to have oversight on a
19 public authority.
20 It will provide for an independent
21 audit of both the operations and management of
22 the Long Island Power Authority and look at every
23 aspect of the business that they do, and also
24 provide a vehicle for the consumer or the
25 ratepayer, if they have any problems with the

1 authority.
2 I would like to thank at this time
3 one of our colleagues, Senator Fuschillo, who
4 encouraged me for a number of years to stay the
5 course and pursue this so that the ratepayers on
6 Long Island would have transparency and a process
7 that would affect in a positive way not only the
8 operation but hopefully the rates that our
9 ratepayers pay.
