 3   Senate will come to order.  

 4                I ask everyone present to please 

 5   rise and repeat with me the Pledge of 

 6   Allegiance.

 9                ACTING PRESIDENT ROBACH:   In the

15   reading of the Journal.

16                THE SECRETARY:   In Senate, Friday, 

17   February 1st, the Senate met pursuant to 

18   adjournment.  The Journal of Thursday, 

19   January 31st, was read and approved.  On motion, 

20   Senate adjourned.

21                ACTING PRESIDENT ROBACH:   Without

10   Senator Hannon moves to discharge, from the 

11   Committee on Health, Assembly Bill Number 1989 

12   and substitute it for the identical Senate Bill

16   to amend the Public Health Law.

17                ACTING PRESIDENT ROBACH:   Read the 

18   last section.

19                THE SECRETARY:   Section 2.  This 

20   act shall take effect immediately.

21                ACTING PRESIDENT ROBACH:   Call the

25   Carlucci to explain his vote.

 1                SENATOR CARLUCCI:   Thank you, 

 2   Mr. President.

 3                I just want to thank my colleagues 

 4   in the Senate for voting on this important piece 

 5   of legislation, and thank Senator Hannon for 

 6   making some technical corrections in the 

 7   Health Committee.  

 8                And this is an important piece of 

 9   legislation that will streamline the work of 

10   canine units around the State of New York.  It 

11   was something that was brought to my attention by 

12   the Clarkstown Police Department in talking about 

13   what the job of a canine unit is.  

14                What this bill does is it 

15   streamlines the process, makes sure that canines 

16   can do their job and not have to worry about the 

17   bureaucratic red tape.  

18                So I thank my colleagues for 

19   supporting this legislation.  Thank you.

20                ACTING PRESIDENT ROBACH:   Thank 

21   you, Senator Carlucci.

22                Senator Hassell-Thompson to explain 

23   her vote.

24                SENATOR HASSELL-THOMPSON:   Thank 

25   you, Mr. President.

 1                In committee I voted without rec.  

 2   But I had the opportunity to do some checking 

 3   with the Health Department, and I'm satisfied 

 4   that asking for this waiver doesn't constitute a 

 5   public safety issue.  

 6                But I am concerned that the care and 

 7   treatment and training that the dogs receive is 

 8   uniform.  And as long as the Health Department 

 9   has a statewide uniformity as to how this 

10   training and treatment, more than just the 

11   inoculations are put in place, I'll be satisfied 

12   to support the bill.  

13                But I still have that as a concern, 

14   because I don't believe that from township to 

15   township that they have the same standards.  And 

16   I would hope that the Health Department would 

17   institute standards by which all dogs receive the 

18   same level of treatment.

19                ACTING PRESIDENT ROBACH:   Senator 

20   Hassell-Thompson will be recorded in the 

21   affirmative.
