 5   Resolution Number 453, by Senator Carlucci, 

 6   memorializing Governor Andrew M. Cuomo to 

 7   proclaim March 2013 as Irish American Heritage 

 8   Month in the State of New York.  

 9                "WHEREAS, From America's earliest 

10   days, Irish immigrants and their descendants  

11   have contributed leadership, wisdom, and vitality  

12   to America, through nine signers of the 

13   Declaration of Independence and 22 Presidents 

14   with Irish roots, as well as the indelible mark 

15   Irish Americans have made in the shaping of the 

16   great State and City of New York, through 

17   numerous governors, legislators, mayors and  

18   public officials; and 

19                "WHEREAS, Throughout their long 

20   history, the Irish have been ardent in their 

21   passion for liberty, hatred of oppression and 

22   renowned for their loyalty.  And thus the Irish  

23   have, from the beginning, been prominent in the 

24   defense of this nation, with twenty of George 

25   Washington's generals and an estimated quarter of

 1   his army being composed of Irish Americans, among 

 2   them Timothy Murphy, a hero of the pivotal battle 

 3   of Saratoga, New York; and 

 4                "WHEREAS, Irish Americans have 

 5   distinguished themselves ever since whenever 

 6   their country has called on them, as typified in 

 7   the storied 'Fighting 69th' of New York who 

 8   fought with courage and sacrifice on the 

 9   battlefields of the American Civil War and 

10   World War I and whose Gaelic battle cry of 'Faugh 

11   an Beallach' is still heard this day in Iraq and 

12   Afghanistan in defense of our country; and 

13                "WHEREAS, The first Congressional 

14   Medal of Honor for the current conflict in 

15   Afghanistan was awarded to Navy Seal Lieutenant 

16   Michael P. Murphy of Smithtown, New York, who 

17   made the supreme sacrifice for his country; and 

18                "WHEREAS, Millions of Irish arrived 

19   in New York City in the mid-19th century, 

20   escaping hunger and injustice in their homeland.  

21   New York has long been a haven for immigrants, 

22   being the home of the 'golden door' of Ellis 

23   Island, where the first immigrant to enter 

24   through its passages to a new life in America was 

25   15 year-old Annie Moore of Cork, Ireland; and

 1                "WHEREAS, Irish immigrants and their 

 2   descendants have contributed to the building of 

 3   this great society not only by the laying of  

 4   railroads and the building of physical bridges, 

 5   but also by building bridges of the mind amongst 

 6   all people through the founding of numerous  

 7   schools, colleges and universities, enhancing the 

 8   quality of every phase of life for all 

 9   New Yorkers; and 

10                "WHEREAS, Irish American women have 

11   a long and proud tradition of being visionaries 

12   and trailblazers, whether it be Annie Sullivan, 

13   the teacher of Helen Keller, crusading journalist 

14   Nelly Bly, or New York's own Colonel Eileen 

15   Collins, the first woman to command a space 

16   shuttle; and 

17                "WHEREAS, Since 1762, Irish 

18   New Yorkers have been faithfully celebrating the 

19   feast of St. Patrick every March 17th, wherein 

20   they renew their connections to the land of their  

21   ancestry, pass on their traditions to the next 

22   generation, and share their pride through joyous 

23   festivities enjoyed by all New Yorkers 

24   irrespective of ethnicity; and 

25                "WHEREAS, Irish Americans have made

 1   an indelible impression upon every human endeavor 

 2   in art, music, literature, science, film, dance, 

 3   theatre, sports, education, law, finance, and 

 4   politics and shall continue to embellish 

 5   New York's shining future, reflecting the noble 

 6   past of this mighty race, with all the strength, 

 7   resilience, humor and hospitality of the Irish 

 8   character.  Thus it is most fitting to set aside 

 9   this month to highlight and honor the history and 

10   heritage of the Irish Americans and to remember 

11   and pay tribute to the contributions they have 

12   made to our state and our nation; now, therefore, 

13   be it 

14                "RESOLVED, That this Legislative 

15   Body pause in its deliberations to memorialize 

16   Governor Andrew M. Cuomo to proclaim March 2013 

17   as Irish American Heritage Month in the State of 

18   New York; and be it further 

19                "RESOLVED, That a copy of this 

20   resolution, suitably engrossed, be transmitted to 

21   The Honorable Andrew M. Cuomo, Governor of the  

22   State of New York."

 1   Madam President.  

 2                I rise today to ask Governor Cuomo 

 3   to proclaim March as Irish American Heritage 

 4   Month.  And I'm so honored that today in the 

 5   gallery we have joining with us some proud 

 6   members of the Irish American community right 

 7   here, joining us today, members of the AOH.  

 8                Actually, in Rockland County, in 

 9   Pearl River, the Ancient Order of Hibernians, we 

10   have the largest Ancient Order of Hibernians in 

11   the State of New York and also in the country 

12   right in Pearl River.  

13                And we have a proud tradition in 

14   Pearl River where we have a St. Patrick's Day 

15   parade, one of the largest in the nation.  This 

16   year it will be on St. Patrick's Day, the 17th, 

17   in two Sundays. 

18                But we have with us today Neil 

19   Cosgrove, Katie Basler, Phil and Linda Sheridan, 

20   Eileen Moore.  And these are members of the 

21   community that when they're needed, they help out 

22   wherever they can.  

23                And unfortunately, just last week we 

24   had to gather and rally and talk about an 

25   unfortunate issue that was going on in our

 1   community where a store was selling offensive 

 2   material.  And we rose to the occasion, stood up, 

 3   spoke out and talked about how this is so 

 4   offensive to people and it's degrading to our 

 5   community.  So we rose up, we spoke out and asked 

 6   this store to stop doing what they were doing.

 7                We're so honored to have this 

 8   proclaimed as Irish American Heritage Month.  

 9   Because believe it or not, 22 of our presidents 

10   have been of Irish descent, including our current 

11   president, Barack Obama.  We've had many 

12   governors.  We've actually had nine signers of 

13   the Declaration of Independence of Irish American 

14   heritage.  So it is so fitting that we proclaim 

15   this month Irish American Heritage Month.  

16                So I'll be voting in favor of the 

17   resolution, and I encourage my colleagues to do 

18   the same.

18   honoring Courtney Luskin upon the occasion of her 

19   designation as 2013-2014 New York State Dairy 

20   Princess.  

21                "WHEREAS, It is the sense of this 

22   Legislative Body to acknowledge outstanding 

23   individuals whose lives, personal endeavors and  

24   community service are an example and inspiration 

25   to their colleagues, friends, and family; and

 1                "WHEREAS, Individuals who give of 

 2   their time and energies and serve the best 

 3   interests of their communities are an asset 

 4   beyond remuneration and cannot be sufficiently 

 5   extolled; and

 6                "WHEREAS, It is also the intent of 

 7   this Legislative Body to recognize and pay 

 8   tribute to those individuals whose civic 

 9   endeavors have enhanced the quality of their 

10   community in the great State of New York; and 

11                "WHEREAS, Attendant to such concern, 

12   and in full accord with its long-standing  

13   traditions, it is the sense of this Legislative 

14   Body to honor Courtney Luskin upon the occasion 

15   of her designation as 2013-2014 New York State 

16   Dairy Princess; and 

17                "WHEREAS, On Tuesday, February 19, 

18   2013, Courtney Luskin of Hoosic Valley High 

19   School was crowned the 2013-2014 New York State 

20   Dairy Princess at the Holiday Inn in Liverpool, 

21   New York; and 

22                "WHEREAS, Courtney Luskin, who has 

23   been Rensselaer County Dairy Princess since the 

24   spring of 2012, will devote another year to 

25   promoting milk and dairy products with the

 1   American Dairy Association and Dairy Council; and 

 2                "WHEREAS, As state princess, 

 3   Courtney Luskin will receive a scholarship and 

 4   represent the organization at county dairy  

 5   princess pageants, farm meetings, and special  

 6   events.  She will help train new county promoters 

 7   at seminars and workshops; and 

 8                "WHEREAS, Nineteen county dairy  

 9   princesses competed in the state pageant, which 

10   included a personal interview, an impromptu and 

11   prepared speech, a product knowledge test, a 

12   writing skills test and informal interaction with 

13   others; and 

14                "WHEREAS, Rare indeed is the 

15   impressive dedication which Courtney Luskin has 

16   demonstrated in achieving the title of 2013-2014 

17   New York State Dairy Princess.  She has stood 

18   constant in dignity, good grace and humor; and 

19                "WHEREAS, It is the sense of this  

20   Legislative Body that when an individual of such 

21   noble aims and accomplishments is brought to our 

22   attention, she should be recognized by all the 

23   citizens of this great Empire State; now, 

24   therefore, be it 

25                "RESOLVED, That this Legislative

 2   Courtney Luskin upon the occasion of her

10                SENATOR MARCHIONE:   Thank you, 

11   Madam President, and to my colleagues.  

12                I rise for the purpose of 

13   recognizing and honoring Courtney Luskin, a 

14   constituent of mine, who is the Rensselaer County 

15   Dairy Princess and was recently crowned the 

16   2013-2014 New York State Dairy Princess.

17                Ms. Luskin, who joins us today with 

18   her mother, Jane, up in the Senate gallery, is 

19   the 18-year-old daughter of Jane and John Luskin 

20   of Rensselaer County.  Ms. Luskin is a senior at 

21   the Hoosic Valley High School and is also an 

22   active member of 4-H and a member of the 

23   National Honor Society.  

24                On February 19th, Ms. Luskin was 

25   crowned the 50th New York State Dairy Princess at

 1   the annual coronation in Syracuse.  Having served 

 2   as the Rensselaer County Dairy Princess since the 

 3   spring of 2012, Ms. Luskin will devote an 

 4   additional year to promoting New York's 

 5   award-winning milk and other dairy products with 

 6   the American Dairy Association and the Dairy 

 7   Council.

 8                As state princess, Ms. Luskin will 

 9   receive a scholarship and represents the Dairy 

10   Association and Dairy Council at county dairy 

11   princess pageants, farm meetings, and a variety 

12   of special events.  Ms. Luskin also will help 

13   train new county promoters at seminars and 

14   workshops.

15                Nineteen county dairy princesses 

16   competed in the prestigious state pageant, which 

17   included a personal interview, impromptu and 

18   prepared speeches, a product knowledge test, a 

19   writing skills test, and informal interaction 

20   with others.  In being named the 2013-2014 

21   New York State Dairy Princess, Ms. Luskin has 

22   continually demonstrated intelligence, dignity, 

23   good grace and humor.

24                Agriculture is New York's number-one 

25   industry and the backbone of our state's economy,

 1   and for good reason.  The hard work, commitment, 

 2   and dedication of our family farmers and our 

 3   family dairy farmers will ensure that New York 

 4   continues to be number one in agriculture.

 5                Madam President and my colleagues, I 

 6   respectfully request that this body pause in its 

 7   deliberations to honor Ms. Courtney Luskin, the 

 8   2013-2014 New York State Dairy Princess.  

 9                Thank you.

16                I just want to echo everything that 

17   Senator Marchione just mentioned, because I too 

18   come from a dairy district and I border the 

19   Senator's district.  

20                And I just want to congratulate 

21   Ms. Luskin.  And I hope that as you tour the 

22   state that you will stop off at Dutchess County 

23   and see all the many great dairy farms we have 

24   there and help us advocate for a growing economy 

25   with dairy farms.

 7   President.  I just would like to congratulate 

 8   Senator Marchione on this and on recognizing 

 9   someone, a young person who is symbolic of one of 

10   the major industries in our state, dairy farming, 

11   and the dairy queen there.  

12                And I just want to say that I hope 

13   we always remember that we should be very 

14   conscious of the celebrations that we do on the 

15   floor here and elsewhere and the statements that 

16   we make about how much we respect young people.  

17   Because one of the groups that I feel so strongly 

18   about and so pleased about is the Future Farmers 

19   of America.  I always try to make sure I see them 

20   and at least say hello to them, and I support 

21   them.  

22                They're not from my district, but 

23   they certainly reflect a group of young people 

24   who I believe will be the future people in our 

25   state and in our nation who are going to be part

 1   of all of our health in terms of their 

 2   participation and their knowledge in terms of 

 3   producing foods in our state and being farmers in 

 4   our state and preserving the environment in our 

 5   state.

 6                So I commend you on recognizing 

 7   her.  She is just symbolic, I believe, of the 

 8   wonderful young people in our state who are 

 9   carrying the torch for us and on into the 

10   future.  

11                So thank you, Madam President.

 7   Legislative Body to recognize that the quality 

 8   and character of life in the communities across 

 9   New York State are reflective of the concerned 

10   and dedicated efforts of those organizations and 

11   individuals who would devote themselves to the 

12   welfare of their community and its citizenry; and 

13                "WHEREAS, Attendant to such concern, 

14   and in full accord with its long-standing 

15   traditions, this Legislative Body is justly proud 

16   to honor West Side Neighborhood Housing Services 

17   for its outstanding service to the community; and 

18                "WHEREAS, West Side Neighborhood 

19   Housing Services was founded in 1980 to stop the 

20   decline of the West Side and to rebuild housing 

21   stock and promote reinvestment in the 

22   neighborhood; and 

23                "WHEREAS, West Side Neighborhood 

24   Housing Services promotes homeownership by 

25   offering homebuyer education and lending money

 1   needed for down payments and closing costs; and 

 2                "WHEREAS, Furthermore, loans are 

 3   offered for the rehabilitation of homes in the 

 4   service area and classes such as Foreclosure 

 5   Prevention, Landlord/Tenant Mediation, and 

 6   Post-Purchase classes are offered through 

 7   West Side Neighborhood Housing Services; and 

 8                "WHEREAS, Since its establishment, 

 9   West Side Neighborhood Housing Services has 

10   offered numerous services to its community, 

11   including community building programs such as 

12   Business/Merchant Relationship, Cleanup Project, 

13   Community Outreach and Organizing, Community 

14   Planning, Leadership Training, Neighborhood/ 

15   Resident Crime Watch, and Tenant Organizing; and 

16                "WHEREAS, West Side Neighborhood 

17   Housing Services also offers numerous family 

18   health programs, including its Christmas 

19   Adopt-A-Family Program as well as financial 

20   planning and assistance programs such as 

21   Disposition of Foreclosed Property, Down Payment 

22   Assistance, Elderly Tax Information, Financial 

23   Education, Foreclosure Prevention Training, and 

24   its Interest Subsidy Program; and 

25                "WHEREAS, Moreover, West Side

 1   Neighborhood Housing Services is committed to 

 2   green building and home improvement, as seen 

 3   through its energy conservation programs, 

 4   environmentally friendly building materials, 

 5   handyman referrals, home safety and security, 

 6   indoor environment quality, lead poison 

 7   prevention, renewable energy resources, and 

 8   sustainable site planning; and 

 9                "WHEREAS, It is the sense of this 

10   Legislative Body that when organizations of such 

11   noble aims and accomplishments are brought to our 

12   attention, they should be celebrated and 

13   recognized by all the citizens of this great 

14   Empire State; now, therefore, be it 

15                "RESOLVED, That this Legislative 

16   Body pause in its deliberations to honor 

17   West Side Neighborhood Housing Services for its

 1                SENATOR KENNEDY:   Thank you very

 3                Concerned, dedicated, and devoted -- 

 4   those are words that embody the West Side 

 5   Neighborhood Housing Services.  This organization 

 6   was formed in 1980 with a specific focus on the 

 7   West Side of Buffalo, to rebuild the housing 

 8   stock in the community and provide reinvestment 

 9   in the neighborhood.  In short, the organization 

10   works every single day to make dreams of 

11   homeownership, the American dream, come true.

12                And as the housing market slowly 

13   recovers, the need for the critical services they 

14   provide has never been greater.  The programs 

15   this important agency offers carry customers 

16   through the entire process of buying and owning a 

17   home and ensures they are fully prepared for the 

18   many responsibilities that come with owning a 

19   home.  These programs are revitalizing Buffalo's 

20   neighborhoods, providing safe, affordable and 

21   sustainable housing opportunities for all.

22                I wish to offer my thanks to Linda 

23   Chiarenza, who's here with us today -- Linda, if 

24   you could stand up -- as well as Laura Sweat, 

25   both with the West Side Neighborhood Housing

 1   Services, and also to your dedicated staff and 

 2   incredible team of volunteers as well, who work 

 3   tirelessly every single day to keep the dream of 

 4   homeownership alive and well in Western 

 5   New York.  One by one, you are building a better 

 6   community and improving countless lives in the 

 7   process.
