24 Mr. President, to speak on the resolution.
25 As many in this chamber and across

1 New York State know, this Saturday, January 28th,
2 rings in the Lunar New Year, the Year of the
3 Rooster, one of the 12 animals that represents
4 the zodiac and the cyclical order in the
5 traditional calendar. The Lunar New Year holiday
6 is the most important cultural holiday for many
7 people across New York State and in my own
8 district in Chinatown.
9 People born in the Year of the
10 Rooster are characterized traditionally by their
11 outstanding confidence to reach leadership and
12 success -- a quality that we've seen a lot of in
13 public life recently -- matched, though, with
14 hard work, honesty, courage, and loyalty, all
15 qualities that in combination lead to strong
16 leadership and can give us all in this chamber
17 something to aspire and work towards this year,
18 in the Year of the Rooster.
19 The holiday is celebrated in
20 Chinatown -- in Manhattan, in my district -- in
21 Flushing, in Sunset Park, and across
22 neighborhoods in New York City and New York State
23 with festive gatherings, lion dances, feasting.
24 And it really is an extraordinary thing to be
25 part of.

1 Working with Senator Stavisky and
2 Senator Golden, across the aisle, together we
3 were able to push to have New York City adopt the
4 Lunar New Year as a school holiday, acknowledging
5 the changing traditions of our city and the way
6 that, as our city changes, our traditions, our
7 cultures, our calendar changes with it.
8 This year, kids -- and that includes
9 my son, who's now a kindergartner in New York
10 City public schools -- bad news, Lunar New Year
11 is Saturday, so there's no day off. But good
12 news for everyone who celebrates it and all the
13 other families and kids who maybe haven't
14 celebrated it in the past around New York City.
15 Everyone can join a Lunar New Year celebration
16 this Saturday, January 28th, in the city and in
17 the state, and I hope they do.
18 It really is another great
19 reflection of the fact that our state has
20 historically been the place where people come
21 from all over the world to start anew and to
22 start their lives for themselves and their
23 children and their grandchildren as Americans,
24 both very proud of the traditions of this country
25 and holding on to the culture and traditions of

1 the countries where they or their parents or
2 grandparents or ancestors came from.
3 It's a great moment and
4 commemoration in New York State on the 28th of
5 January. I hope many people find new roosters in
6 their lives this year. And I hope all of us live
7 up to the ideals of those born in the Year of the
8 Rooster, yourself included, Mr. President.

13 SENATOR STAVISKY: Thank you,
14 Mr. President.
15 Yes, the rooster wakes people up in
16 the morning, but it also symbolizes a reawakening
17 of so many cultural values that are important in
18 the Chinese and Korean and the Asian-American
19 community.
20 Symbolically, it not only represents
21 a new beginning, but people tend to go out and
22 buy new clothing, they spend extra time cleaning
23 their homes, children walk around with little red
24 envelopes containing cash. It's a very, very --
25 the most important holiday in the Asian-American

1 community. Yes, the schools are closed, but the
2 children weren't attending school anyway because
3 they celebrated at home and in restaurants.
4 The rooster, being born in the Year
5 of the Rooster is a very important sign of
6 intelligence, honesty, ambition. And we hope
7 that this will symbolize 2017 as the Year of the
8 Rooster.
9 Now, in Flushing, which is in my
10 Senate district and where many, many
11 Asian-Americans reside, we have a parade on
12 Sunday, the 4th of February. A hundred thousand
13 people come to watch. We have 10,000 people
14 marching, with floats and with dragons and lion
15 dancing, and the streets are packed. It is a
16 wonderful opportunity to show your families
17 another culture, and I urge everybody to come to
18 Flushing because it is such an exciting time.
19 So to my Asian-American friends,
20 those who speak Cantonese, may I say Happy New
21 Year, Gong Hei Fat Choi. To the Mandarin
22 speakers, we say Xin Nian Kuai Le. And to the
23 Korean-American speakers, we wish them Saehae Bok
24 Manhi Baduseyo.

2 Hamilton on the resolution.
3 SENATOR HAMILTON: Yes,
4 Mr. President, I rise for this resolution also.
5 As far as the Chinese New Year, I
6 represent Sunset Park, one of the most
7 fastest-growing Asian communities in New York
8 City and the State of New York. To my Asian
9 brothers and sisters, I say to you all: Ni hao
10 ma, Ni hao.
11 And this is the Year of the Rooster,
12 but not just any rooster. It's the Year of the
13 Fire Rooster. And the fire rooster is known for
14 luck and romance. So this should be the year
15 that we all should have good luck and good
16 relationships with our significant others.
17 And so every Chinese New Year, on
18 8th Avenue in my district in Sunset Park, is a
19 festive atmosphere. People come from all over
20 New York City. And it's just a wonderful
21 environment to see a vibrant immigrant community
22 with many business owners who open their doors to
23 residents throughout the city.
24 And I just hope that next year, our
25 fastest-growing immigrant population, when there

1 is a holiday and it falls on a Saturday or it
2 falls on a Sunday, you know, you either take it
3 on Monday or Friday. So even though we do have
4 the New Year, I just wish the next time we do
5 have the holiday and it falls on a weekend, they
6 can get either the Friday or the Monday off.
7 So to all my Asian brothers and
8 sisters, I say: Xie xie, Xie xie.
9 ACTING PRESIDENT CROCI: Thank you

14 SENATOR GOLDEN: Thank you,
15 Mr. President. I rise too in honor of this
16 resolution.
17 For those of you who are not from
18 New York City, when immigrants moved to New York
19 City, neighborhoods were built up around and
20 shared a heritage in many cases that persists
21 today. Whatever country you came from -- Italy,
22 Ireland, Germany, Middle East, Africa, the
23 southern tier of this great, great continent --
24 wherever you came from, you came here because you
25 wished, you hoped and you wanted to reach the

1 dreams, achieve the dreams that you dreamt about.
2 And you brought those dreams to this nation. And
3 this nation gave you the affordability and the
4 ability to go forward and to raise your family
5 and to give you the opportunity to reach those
6 dreams.
7 Well, Brooklyn is no different.
8 Brooklyn would probably be the number-one
9 Chinatown, even though we are fighting with
10 San Francisco right now. But we are on our way
11 to becoming number one when it comes to the
12 Asian-American constituency, and of course the
13 largest part being Chinese-Americans.
14 The Chinese-Americans and the
15 Asian-Americans are about a million people,
16 today, strong in the City of New York, out of
17 8.5 million to almost 9 million people. That is
18 pretty, pretty strong, and it's growing each and
19 every day.
20 So these are rights that we all
21 achieved as we came from different nations,
22 whether it be ourselves or our fathers and
23 forefathers. This has given our
24 Chinese-Americans the opportunity to go forward
25 with their heritage and to make sure they carry

1 that heritage forward for their children and
2 their children's children.
3 Thank you for putting this forward,
4 Senators. Thank you very much.

5 SENATOR HAMILTON: Yes, this bill
6 is very, very important. Education is near and
7 dear to my heart, and right now many young
8 parents who have their kids in pre-kindergarten
9 are not able to join the CEC.
10 And what this bill does is allows
11 parents to get in on the ground floor to make
12 sure their children have the best education they
13 could possibly have and to vote on things in
14 early childhood and during the first through
15 fifth grade.
16 And so this bill is to make sure
17 that all parents are working together towards
18 educating their children. Because you show me a
19 child with a parent who's involved in education,
20 and I'll show you a child who's going to do
21 wonderful things in life.
22 So I just want to thank everyone in
23 support of this bill for making sure that all
24 parents are involved with the education of their
25 children with the Community District Education

1 rise in support of this bill.
2 The taxes in Nassau County are among
3 the highest in the United States. It presents a
4 significant challenge to our seniors. It's
5 unfortunate that this bill was allowed to expire.
6 It's critical that this bill is enacted again to
7 give some break to our seniors, to allow them to
8 remain in our community.
9 Far too many of our seniors have had
10 to move away from Long Island because of our high
11 taxes, and this is a necessary step to help
12 relieve some of that tax burden.
13 Thank you for allowing me to speak.

19 SENATOR KAMINSKY: Thank you,
20 Mr. President.
21 First, I would like to commend
22 Senator Phillips. This is important legislation.
23 It is bipartisan.
24 At the end of the day, we in
25 Nassau County are plagued by high property

1 taxes -- according to Fox Business, the fifth
2 highest in the United States, as of 2013. About
3 $9,000 is the median property taxes in
4 Nassau County.
5 And we have seniors living on fixed
6 incomes who tell me, day in, day out, that they
7 have to move -- that they built these
8 communities, they raised their children in the
9 communities, and yet they're going to move to a
10 more tax-friendly place because they can't afford
11 Nassau County.
12 We in the state put in a tax
13 abatement for them that was unfortunately allowed
14 to expire by our county government. And we here
15 are taking the first important step to reinstate
16 that to get tens of thousands of seniors a tax
17 abatement that they so justly deserve.
18 The least we could do here in the
19 Senate is make life more affordable for
20 Long Islanders. I applaud my colleagues on both
21 sides of the aisle for getting this done for
22 Nassau County. Let's keep moving forward, let's
23 keep reducing the incredible tax burden we have
24 there, and let's keep growing our economy down on
25 Long Island.

14 Mr. President. I rise today to explain my vote.
15 I'd like to thank all my colleagues
16 and Senator Brooks and Senator Kaminsky for
17 supporting this also.
18 I am very proud that my first bill
19 to come before the Senate builds on a theme of my
20 campaign, reducing taxes and making it more
21 affordable to live in New York State, especially
22 for our seniors.
23 This bill is good government at its
24 best. This legislation will make sure that
25 nearly 44,000 eligible Nassau County seniors get

1 the tax relief that they need and, as
2 importantly, they deserve.
3 It is my hope that this is the first
4 of many bills that will help our seniors stay in
5 the communities that they helped build and that
6 they raised their families in.
7 I vote in the affirmative.
