11 Mr. President.
12 First of all, I would like to
13 welcome all of our honoree students, their
14 parents, their grandparents, teachers, and the
15 school administrators that are here today.
16 Eighteen high schools are represented by the best
17 of the best of our students in high school.
18 If you take a second, look at the
19 faces of these students on each side of the
20 gallery. They are the future of America, right
21 here.
22 And we had a program this morning;
23 our Majority Leader came and spoke to them, as
24 well as a representative from Siena College
25 talking a little bit about the transition from

1 high school to college life.
2 And when we're done here, we're
3 going to feed them and they're going to have
4 pictures, we're going to take them on a tour.
5 And I would say to the students I
6 would hope that when you finish your education,
7 you would come and stay in New York, work in
8 New York, raise your family here. We need you to
9 be here to keep our state strong and to keep
10 America strong.
11 Thank you, Mr. President.

14 We would like to express our sincere
15 congratulations to all of you who are here for
16 this distinguished honor that you've all
17 achieved, all of the valedictorians,
18 salutatorians, and all the honored students who
19 are here. This is something I know that Senator
20 Bonacic takes great pride in, and we appreciate
21 all his efforts in showcasing all of this
22 outstanding talent.
23 We extend to you best wishes as you
24 pursue your career objectives in higher education
25 and throughout your lives. Congratulations.

15 tribute to the life and community service of
16 Angelo Falcon, founder and president of the
17 National Institute for Latino Policy.
18 "WHEREAS, Citizens across our state
19 and nation continue to be inspired by the efforts
20 of individuals who commit their lives to
21 uplifting their communities; and
22 "WHEREAS, This Legislative Body is
23 moved to pay tribute to the life and community
24 service of Angelo Falcon, founder and president
25 of the National Institute for Latino Policy, who

1 passed away on Thursday, May 24, 2018; and
2 "WHEREAS, Angelo Falcon was a
3 devoted Latino advocate who dedicated most of his
4 life to the empowerment of Latinos across the
5 country, and specifically in New York; and
6 "WHEREAS, Angelo Falcon founded the
7 National Institute for Latino Policy, a
8 nonpartisan center that provides policy analysis
9 and advocacy on critical social issues facing the
10 Latino community in the United States; and
11 "WHEREAS, Angelo Falcon worked
12 tirelessly to generate and utilize concrete data
13 on Puerto Rican and Latino civic engagement in
14 New York to elevate issues to leaders in
15 government and across the State; and
16 "WHEREAS, Angelo Falcon advocated
17 for the needs of Latinos across New York through
18 his research and writing, including co-editing
19 the book Boricuas in Gotham: Puerto Ricans in
20 the Making of Modern New York and authoring the
21 essays 'Black and Puerto Rican Politics in
22 New York City: Race and Ethnicity in a Changing
23 Urban Context' and 'Puerto Rican Political
24 Participation: New York City and Puerto Rico';
25 and

1 "WHEREAS, Angelo Falcon was elected
2 chair of the Census Advisory Committee of the
3 Hispanic Population and the chair of the Steering
4 Committee of the Census Information Centers (CIC)
5 Program of the Census Bureau in 2009, where he
6 raised awareness about the distinct problems
7 facing Hispanic and Latino communities; and
8 "WHEREAS, Angelo Falcon became a
9 vocal advocate for Puerto Rico's relief efforts
10 after Hurricane Maria in September of 2017, and
11 devoted resources to bringing attention to the
12 needs of Puerto Ricans on the island and in
13 New York; and
14 "WHEREAS, Angelo Falcon dedicated
15 his life to uplifting and engaging Latinos at
16 varying levels of government, as well as to
17 holding leaders accountable through advocacy and
18 research; and
19 "WHEREAS, It is the sense of this
20 Legislative Body to convey its grateful
21 appreciation in recognition of a community leader
22 who dedicated his purposeful life and career in
23 faithful service to his great state; now,
24 therefore, be it
25 "RESOLVED, That this Legislative

1 Body pause in its deliberations to pay tribute to
2 the life and selfless community service of Angelo
3 Falcon, who sadly passed away on Thursday,
4 May 24, 2018; and be it further
5 "RESOLVED, That a copy of this

8 Institute for Latino Policy."

10 Rivera.
11 SENATOR RIVERA: Thank you,
12 Mr. President.
13 First things first. If Angelo was
14 around, the first thing he would say about the
15 fact that we are speaking about him on the floor
16 of the Senate is {sound of disgust}. You see,
17 Angelo Falcon, who was a mentor to so many
18 Puerto Rican and Latino activists, scholars, was
19 somebody who cared little for pomp and
20 circumstance. If you ever saw him, he was not --
21 he didn't necessarily iron his clothes that much,
22 and he didn't necessarily worry about getting
23 places quickly. But he was somebody who was
24 incredibly astute, incredibly smart. In Spanish
25 we would use the word tajante, which would be

1 "cutting."
2 He dedicated his life to finding
3 data, to mining data in government. One of the
4 things that he cared about more than anything
5 else was participation of people of color,
6 particularly Latinos, in public institutions, in
7 government. He believed, as many of us do, that
8 having the representation of -- as diverse a
9 representation as possible in government would
10 lead to better policy and to better government.
11 And therefore, he gathered data, he
12 demanded data, he scoured data, and he gave it to
13 whomever he needed to give it to. People who
14 sometimes didn't like him that much -- because
15 again, he was a cutting man who gave it to you
16 just like he saw it. If he believed that you
17 weren't doing the right thing, he was just going
18 to tell you. People that don't like him, even
19 those folks were forced to respect him.
20 It was kind of a sudden loss just a
21 few weeks ago. And I remember that back when I
22 started working in the Senate back in 2003, I
23 worked in the Senate, as many of you folks know,
24 as a staffer before I was a Senator, long before.
25 And one of the individuals who was responsible

1 for making sure that I am here, Lucia Gomez, who
2 is -- was one of his mentees and used to work for
3 the Senate, I took her job at who was then the
4 Democratic leader's office, David Paterson. That
5 was a while back. And one of the things that she
6 suggested right at the beginning of my tenure was
7 that I should go and sit with Angelo Falcon.
8 I went and sat with him in a dark
9 office in the southern part of Manhattan,
10 surrounded by books and papers, and he gave me
11 this look that told me the only reason he was
12 talking to me was because Lucia had suggested
13 that he sit with me. He took my questions in
14 stride, and he educated me about the work that he
15 had been doing for years and about the work that
16 unfortunately government wasn't doing to have
17 true representation of Latinos in different
18 levels of power.
19 And since then, I learned so much
20 from him over the years. And more importantly, I
21 worked with so many folks who respected him who
22 were his mentees -- I know that some of my
23 colleagues are going to share some of their
24 experiences. But bottom line is that this person
25 who we called guerrero, or a warrior -- who cared

1 very little, again, for pomp and circumstance.
2 He would -- like if he was still here with us and
3 I told him I was going to do a resolution on his
4 behalf, he would not come in and sit in the room.
5 He would never have done that. He would have
6 watched it from home and gone like {sound of
7 disgust}, watched it halfway through and turned
8 it off.
9 But there's many of us who recognize
10 that without the advocacy that he made throughout
11 his entire career, without the push that he made
12 to government entities -- who sometimes still
13 don't respond the way that they're supposed to,
14 who still don't have the representation they're
15 supposed to have -- it is individuals like him,
16 who -- certainly a curmudgeon, he can certainly
17 be described as that. But he was a wise one, and
18 I'm going to miss him greatly.
19 I think that the Puerto Rican
20 community, the Latino community, the advocacy
21 community mourns for this man, who many of us
22 again called a warrior, a guerrero. I think he's
23 been an important part of who the Latino and
24 Puerto Rican community is in the State of
25 New York. And I will miss him greatly. I thank

1 him for his efforts. I thank his family members
2 for lending him to us as much as they did.
3 And I look forward to continuing his
4 work and, based on the work that he's done over
5 the years, to make sure that we never forget that
6 government should respond to the interests of all
7 people, and having a diverse workforce and a
8 diverse representation at all levels of
9 government is necessary and important. He taught
10 me that, he taught many of us that. And I will
11 miss him greatly.

16 SENATOR SANDERS: Thank you,
17 Mr. President.
18 I too must rise because sometimes we
19 fail to recognize that some people are rising
20 above and they're exceeding their bonds. And
21 Angelo Falcon was one of those people who, by
22 focusing on the Latino community in general and
23 the Puerto Rican community in particular, Angelo
24 aided the human community. Angelo aided all of
25 us.

1 He was against injustice. He
2 pointed it out and fought it, and if you didn't
3 like, he didn't care. He really did not care.
4 In fact, I suspect he took a special delight if
5 you didn't like it, because he would tell you the
6 truth in season or out of season.
7 And we all have benefited from
8 people like this. And every community has these
9 type of folk who, you know, will spend their
10 lives trying to find and root out injustice and
11 things of that nature. And I think that we all
12 have a debt to pay to these types of every
13 community.
14 So I'm just here to celebrate the
15 life of Mr. Falcon and look forward to the next
16 Falcon arising and -- falcon arising, hmm -- the
17 next one that comes out and realizes that the
18 work is not over. As long as there is injustice,
19 somebody needs to do something about it.
20 So I'm grateful that he did, and I'm
21 grateful that his family allowed it. And I look
22 forward to greeting the next one, whatever
23 religion, ethnic, race that they all -- or
24 sex that they come in. Or faith. Or anything
25 else that I have left out that they appear in. I

1 look forward to it.

6 SENATOR SERRANO: Thank you very
7 much, Mr. President.
8 And I want to give my gratitude to
9 Senator Rivera for bringing this resolution
10 forward and honoring the life and legacy of a
11 great man, Angelo Falcon.
12 He's a person who I refer to as a
13 pioneer. In the Latino community, in the cause
14 for social justice in our community and
15 empowerment from a political standpoint, in ways
16 that are representative of the communities and
17 constituencies that have very large Latino
18 population, we have pioneers, those who many
19 years ago, long before I or Senator Rivera came
20 into the world of government and politics, they
21 were the ones demanding a seat at the table.
22 They were the ones who, in the case of Angelo
23 Falcon, was very professorial and encyclopedic in
24 his analysis of data and using that to speak
25 truth to power.

1 And I think that that is such a
2 fundamental benefit when crafting policy. When
3 crafting initiatives that are important to any
4 community, but in my case the Latino community,
5 having reliable data, having a reliable
6 foundation of which to balance and create policy
7 is of the utmost importance.
8 So I think it's so important that we
9 give tribute to people like Angelo Falcon and
10 pioneers like him who make it possible for people
11 like myself to stand here as an elected official,
12 as a State Senator, representing a community that
13 has many challenges but has seen growth
14 throughout the years. And I'm very grateful to
15 him and to all of the pioneers for making that a

6 words. And I think that they certainly summed up
7 the life and the personality of Dr. Angelo
8 Falcon. And I also want to just associate myself
9 with the remarks made by all of my colleagues on
10 this great man's life.
11 Second, let me offer my personal
12 condolences and prayers and comfort to the
13 family. Because there's a lot of people who,
14 although we're acknowledging his life as a
15 scholar and public person, I'm sure there's
16 people in his family who knew a very different
17 Angelo Falcon and are now, you know, missing his
18 presence. And so we want to be -- we want to
19 acknowledge and say that we remember them.
20 Angelo Falcon, you know, was huge,
21 obviously, in the Puerto Rican community, huge in
22 the Latino community nationally as a scholar and
23 as an activist and as somebody who you could
24 always go to for information and knowledge about
25 politics and policy. But he was no less

1 important in the African-American and black
2 communities here in the city. And he was
3 somebody who deeply understood the notion of
4 coalition.
5 And he was no more polite to me than
6 he was to Senator Rivera, but he certainly made
7 time, you know, to talk to me and to give me
8 information. And my interactions with him and
9 the times that I had the honor and the privilege
10 to learn from him certainly were impactful to me.
11 You see that even within the context
12 of developing, you know, the institutes that he
13 developed. And I think there's two things to
14 talk about in the context of these institutes.
15 The first is to understand that he started
16 institution-building in the academic sense for
17 the Latino community before anybody ever thought
18 to do it. And that's when you hear Senator
19 Serrano talk about him as a pioneer. He was
20 certainly an academic pioneer -- not that he was
21 the first to develop Puerto Rican studies or
22 Latino studies, but certainly one of the first,
23 and certainly saw the importance of developing
24 institutions that would live beyond him in
25 developing that understanding.

1 The second thing that I think is
2 critical is the transformation of the Institute
3 on Puerto Rican Policy to the National Institute
4 on Latino Policy, and understanding that as the
5 Latino community has grown and has not been as
6 dominated by Puerto Ricans as it was in the early
7 years, that he became flexible and understood
8 that for politics to influence policy, that in
9 fact it wasn't enough just to be Puerto Rican,
10 that you had to have a larger coalition.
11 That first coalition was with
12 blacks, but then later on the coalition grew to
13 other Latino groups. Right? And I saw that in
14 his work and the things that he was involved in.
15 But his impact on the policy and the
16 politics of New York City and this country is
17 undeniable, it's significant, and it's
18 transcendent. And so for those things we
19 remember him and we honor his memory today.

1 I'd like to also rise to give a
2 shout out to the family of Angelo Falcon. What
3 an incredibly valuable member of our community he
4 was for so many years.
5 I got to work with Mr. Falcon
6 probably over 30 years ago on a report on poverty
7 in New York City and its distribution and the
8 impacts it was having. And I remember him
9 educating me at the time that simply defining
10 people as a community because their parents all
11 spoke Spanish was the wrong way to recognize
12 differences and commonalities among different
13 communities in the city.
14 And he was always a staunch advocate
15 for what he believed and a staunch advocate for
16 using data to prove your point. And he taught
17 many people, many, many important lessons and was
18 a true value to so many different issues that I
19 think we just see and understand differently
20 today compared to when he started his work and
21 his life.
22 So for his family and his friends --
23 and I'm sure that because he gave and was so
24 committed to his work that there was a price to
25 be paid by everyone else sometimes -- that it was

1 not just spitting in the wind, it was actually
2 having a real impact on how policies were
3 understood and translated and the impact on real
4 people's lives.
5 So thank you, Senator Rivera, for
6 thinking enough to bring this resolution to the
7 floor and reminding us all, those who knew Angelo
8 Falcon and those of us who didn't, what a
9 valuable resource he was to us all.

6 safe, to keep firefighters and first responders
7 out of harm's way wherever possible. But
8 unfortunately, throughout our state we've seen
9 illegal, unsafe housing plaguing communities,
10 because unscrupulous landlords decide to put
11 profits before people and put innocent children
12 and families in harm's way.
13 That's why we have to pass this
14 legislation, to allow our municipalities to
15 really crack down on these unscrupulous
16 landlords, to uphold local zoning and to uphold
17 the integrity of the local code.
18 This legislation will allow
19 municipalities to add unpaid code violations to
20 the property tax levy in a certain time period if
21 they have not paid and upheld their
22 responsibility to uphold the code.
23 This is an important step to make
24 sure we're keeping our end of the deal to do our
25 job. While the first responders and

1 firefighters are always there, running in in
2 harm's way, we have to do everything we can to
3 protect them, to keep them safe. And this
4 legislation will go a long way in doing that, in
5 cracking down on unsafe housing, illegal housing
6 throughout our state.
7 So I'll be supporting this
8 legislation. I want to thank my colleagues in
9 the Senate for doing the same.

19 very important bill, S6046B, which would allow
20 New York City to install more speed safety
21 cameras. It would allow the expansion of the
22 speed cameras by 150 to the mere 140 existing
23 school locations in New York City that have
24 cameras, for a total of 290 locations.
25 My daughter goes to a local public

1 school in Greenwich Village, and there was a
2 terrible accident there just a couple of years
3 ago. We don't have a red light camera or speed
4 safety camera at the intersection of Sixth Avenue
5 and 11th Street, and we should, to protect my
6 daughter and the thousands of school students
7 across the City of New York.
