15 RABBI LOEVINGER: Thank you,
16 honored Senators and guests.
17 Thank you, Senator Serino, for the
18 invitation.
19 Please come and visit Poughkeepsie
20 sometime. I bring you greetings from Health
21 Quest, the premier medical system which I'm
22 honored to serve; we're building the most
23 beautiful hospital in New York. I hope you only
24 visit as a guest.

1 RABBI LOEVINGER: Last week --
2 yeah, somebody got it.
3 Last week in our biblical reading
4 we read a story in the Book of Numbers of a man
5 named Korach, who challenged Moses for the
6 leadership of the Israelites. And Korach sought
7 a position of leadership not out of a desire to
8 serve, but out of a desire to rule for his own
9 sense of power and wanting glory and dominion
10 over others.
11 And this kind of leadership causes
12 division, strife and, in the story we read in
13 the Book of Numbers, even death.
14 There is a resolution at the end of
15 the story when Moses affirms to his brother
16 Aaron, the high priest of the Israelites, that
17 leadership does not mean only power and glory
18 for the leader, but rather leadership means
19 service, bearing in mind the entire people and
20 their needs, bearing in mind that you serve a
21 greater community and a greater good -- a kind
22 of leadership that is now called servant
23 leadership, which is, in its root, biblical
24 leadership.
25 And this is the kind of leadership

1 that I pray to the source of my strength that
2 all of us in this chamber are blessed to
3 accomplish. This is true leadership: Service,
4 humility, bound together with others through the
5 values we all share. Values like healing, hope,
6 justice, mercy, fairness, equality, dignity and
7 generosity.
8 We believe many things in this
9 wonderfully diverse State of New York. We have
10 many faiths, and some of us have no particular
11 religious faith, but we are bound together in a
12 commitment to serve.
13 And so I turn to the one I call
14 God, the source of my strength, the source of my
15 wisdom, who you may know through a different
16 name or through a different experience. But I
17 hope you will turn to that source of meaning in
18 your life and find that core of values that can
19 bind you to others and the common work of
20 leadership for our great state -- the values
21 that bind us together as a citizenry, and the
22 values that will bring our state and our common
23 mission together into a great future together.
24 I thank God for the strength that
25 we may all accomplish this, and I thank you for

1 the privilege of being here today.

10 I think that it creates a diminution
11 of services to children when we now more than
12 ever need to make sure that our children that are
13 suffering through trauma, through changes,
14 through bullying, through all of the things that
15 beset our young children, where they're going to
16 be now not given the same level of service by
17 trained doctorates who have an opportunity to
18 make sure that our children are taken care of.
19 I'm very concerned that while we
20 need a major overhaul in our school system, while
21 we don't have enough counselors to take care of
22 our children now, that we're going to create an
23 opportunity to lower the bar and make it more
24 problematic to ensure that all of the treatment
25 modalities that have been proven true and

1 effective will be also not happening for our
2 children.
3 So therefore I must vote no on this
4 bill. I have many people that have come to me
5 that have told me that the reason that there are
6 not enough school counselors in the schools is
7 because we haven't funded them. But to create a
8 sea of people that are not fully trained in
9 dealing with all of the things that our children
10 are facing will be a disservice also.
11 I vote no.

18 I had some problems with this bill
19 which I discussed in the committee. And there
20 are some good things in this bill. It highlights
21 the need for school psychologists. It emphasizes
22 the need for Medicaid reimbursement for school
23 psychologists. There are a lot of good things in
24 here.
25 But I too am going to be a no vote,

1 because while I agree with the objectives of the
2 bill, I think we have to take a careful look and
3 fine-tune some of the definitions of
4 psychologists, because there are many different
5 kinds of psychologists. And if you're going to
6 call yourself a psychologist, this is a
7 doctoral-level profession.

23 resource. And a problem we have when we deal
24 with conservation is simply that consumers don't
25 know how much they're using, because their water

1 bills often come in cubic feet. This bill is a
2 common-sense measure on Long Island which would
3 have water purveyors detail in gallons how much
4 water consumers are actually using.
5 It will also have a seasonal output
6 so you know how much you're using season to
7 season, as well as a year-to-date metric so
8 consumers are knowing this year versus last year
9 and of course how they're doing over the course
10 of a year in utilizing water.
11 If we want to get people to start
12 thinking about conservation, the first thing they
13 need to start thinking about is, at home, how
14 much water they're actually using. I think
15 people will be really shocked when they see in
16 gallons how much water they're using a year and
17 will want to take efforts help conserve their
18 water usage.
19 It's a common-sense bill. I urge my
20 colleagues to vote yes.

7 gentleman we lost recently, Kevin Rooney, the CEO
8 of the Oil Heat Institute of Long Island. He was
9 the CEO for 25 years. Kevin was a renaissance
10 man, a brilliant individual, and a fierce
11 advocate for the oil heat industry. I want to

6 HPD does an excellent job, in most
7 cases, to help keep homeownership affordable.
8 However, there are cases, and I can speak of a
9 few, where HPD has okayed contractors to come
10 in -- one contractor actually put the heating
11 system at the ceiling. At the ceiling. Which
12 means that the home would never be warm. There's
13 nothing that you can do. And despite as many
14 attempts as we have made, nothing was done to
15 reverse that. And there are many cases like
16 that.
17 If that's the case, then we need a
18 vehicle by which normal, everyday people who find
19 themselves, through no fault of their own,
20 relying on HPD -- and if HPD says that this is a
21 good product, then they should make the homeowner
22 right and not have the homeowner chase after the
23 contractor, who has far more money at his
24 disposal for law fees. And ultimately the
25 homeowner is the person who is just out of luck.

2 injustice.

4 I am a huge believer in worker
5 cooperatives, worker-owned businesses, and this
6 bill would be able to create co-ops and funding
7 for microbusinesses, which are businesses that
8 have less than five people. And as we know,
9 small businesses are the lifeblood of our
10 community.
11 But I take this opportunity to have
12 us in this chamber think about worker
13 cooperatives as a really viable economic engine
14 in the State of New York.
15 I had the pleasure of being able to
16 go to Mondragon, Spain, last September, where
17 they have cooperative communities and they have a
18 cooperative ecosystem. And it's more egalitarian
19 way of sharing wealth without necessarily leaning
20 towards socialism as people believe it.
21 And I believe that worker
22 cooperatives are the next wave of economic
23 development in our state -- better governance,
24 higher wages, but still a pure business model.
25 At the end of the day, if you have a poor

3 businesses, but this is just intended to fund
4 businesses that are doing well and can do well.

7 Approximately three years ago I sat
8 down with a principal in my district, my
9 namesake, Principal Jamaal Bowman, and we spoke
10 about ACEs. And it's not aces as in tennis or
11 aces as in a hole-in-one, but ACEs as in Adverse
12 Childhood Experiences. They use a scale from
13 zero to 10 to measure what childhood trauma is
14 and how it affects our students. And the higher
15 the score, the more adversity that one is facing.
16 And I encourage all my colleagues to
17 Google "take an ACE score" and you can see how
18 many adverse circumstances that you may have
19 faced. And the higher the score, as I said, the
20 more adversity you faced. And you have
21 categories of these ACEs -- abuse, neglect, and
22 household dysfunction. And the higher the score,
23 the more likely it is for a child to experience
24 dysfunction in school.
25 A lot of times when we look at our

1 children as to why they're failing, it's not
2 because they don't have the intellectual
3 aptitude, it's because there are external factors
4 that are affecting their ability to learn. And
5 while I hope for more things in this area of
6 childhood trauma, I'm glad that we're taking the
7 first step in passing this study so that we can
8 really study what is affecting our children
9 inside and outside of the classroom.
10 Ultimately, I believe that each
11 child should be screened for ACEs with their
12 physicians, but that's a little bit ahead of the
13 game. But I think that at the very least this
14 study is a great start to get administrators,
15 teachers and everybody in the school building
16 thinking about how our children are facing trauma
17 on a day-to-day basis and how it affects their
18 ability to learn.
