23 Mr. President.
24 For many people in this room,
25 Syracuse University is Orange basketball and

1 football, but Syracuse University is much more
2 than that. And at the 150th anniversary of its
3 founding, I want to brag about some of its other
4 claims to fame beyond being New York's college
5 team.
6 Since its founding in 1870, Syracuse
7 University has opened its doors to all,
8 regardless of race or gender. Today it has an
9 enrollment of almost 23,000, with students from
10 across all 50 states and more than 120 countries.
11 Syracuse University is recognized as
12 a global student-centered research university,
13 with 13 academic schools and colleges, including
14 several that are ranked among the best in the
15 nation, such as the Newhouse School of Public
16 Communications and the Maxwell School of
17 Citizenship and Public Affairs.
18 Several other distinguished
19 institutions began as part of Syracuse
20 University, including the SUNY College of
21 Environmental Science and Forestry, SUNY Upstate
22 Medical University, and Utica College.
23 Syracuse University is a leader in a
24 number of areas, and I'm going to pick out two in
25 particular. One is disability education.

1 My daughter went to Ed Smith
2 Elementary School, which is famous around the
3 country for its use of inclusive education from
4 kindergarten up. This was pioneered by
5 professors from Syracuse University, and the
6 school remains decades later as a model for
7 schools cross the country.
8 Syracuse University is also home to
9 Inclusive U, which offers a full-immersion campus
10 experience for students with intellectual and
11 mental disabilities.
12 Another important area for Syracuse
13 University is as a national leader in supporting
14 our veterans as they transition back to civilian
15 life, through the Institute for Veterans and
16 Military Families and a brand-new and incredibly
17 beautiful National Veterans Resource Center that
18 everyone should come and visit.
19 And of course there's sports too.
20 Syracuse football made history in the
21 mid-20th century as a national championship team
22 that included legends like Jim Brown, Floyd
23 Little, and the first African-American Heisman
24 Trophy winner, Ernie Davis.
25 Syracuse Men's Basketball won the

1 NCAA national championship in 2003 with Carmelo
2 Anthony, and S.U. now has one of the top women's
3 basketball programs in the country as well.
4 It also has a ten-time national
5 championship Men's Lacrosse Team. That's the
6 most national championships of any school in the
7 country.
8 The lacrosse success is closely
9 linked to the important fact that Syracuse
10 University sits on the ancestral lands of the
11 Haudenosaunee and maintains deep ties with its
12 indigenous neighbors. Among its alumni is
13 Oren Lyons, Faithkeeper of the Turtle Clan of the
14 Onondaga Nation and an international activist for
15 indigenous rights, as well as an All-American
16 lacrosse player for Syracuse University in his
17 day.
18 Among other distinguished alumni are
19 Sarah Loguen, one of the nation's first
20 African-American women to become a physician;
21 writers Joyce Carol Oates and George Saunders;
22 astronaut Eileen Collins; screenwriter Aaron
23 Sorkin, journalists Ted Koppel and Bob Costas,
24 and I'll add New York State Senators Tom O'Mara
25 and Toby Stavisky, and Lieutenant Governor Kathy

1 Hochul.
2 The university stands as a treasured
3 asset to our city and region and to all of
4 New York State. We are joined here today by Bea
5 González, vice president for community
6 engagement; Sue Ballard, vice president for
7 alumni affairs; and Cydney Johnson, executive
8 director for state and local relations.
9 I ask that we pause now to
10 congratulate Syracuse University on the occasion
11 of its 150th anniversary, and join the university
12 in celebrating its continued commitment to
13 educate and transform lives for future
14 generations of students.

21 many things in your representation of Syracuse,
22 both the city and the surrounding counties as

24 And in fact when I had a hearing in
25 Syracuse in October, a Higher Education Committee

1 hearing, Senator May arranged for me to take --
2 we took a tour together of the campus and some of
3 the construction sites, particularly the building
4 that's being dedicated to serving our veterans.
5 And even when I was a student there, a lot of
6 attention was paid to both the disabled but also
7 to the veteran community.
8 No, I did not play sports there --
9 this was before Title IX -- but I did write for
10 the campus newspaper, among other activities.
11 And I must say I spent four wonderful years at
12 Syracuse, and I'm very grateful for the education
13 that I received.
14 And I'm delighted to honor, as chair
15 of the Committee on Higher Education, the
16 contributions over the past 150 years from the
17 university itself. So I congratulate Syracuse
18 and thank Senator May.

1 As chair of the Senate Agriculture
2 Committee and the proud representative of many
3 maple syrup producers in the Hudson Valley and
4 Catskills regions, it is with great pleasure that
5 I rise today to present a resolution in support
6 of Governor Andrew M. Cuomo proclaiming March 10,
7 2020, as Maple Day in the State of New York.
8 The height of maple season is upon
9 us, one of the sweetest indications of spring.
10 There are two Maple Weekends this year, March
11 21st and 22nd and March 28th and 29th, across the
12 state, with 187 participating producers welcoming
13 visitors to see how maple syrup is made, enjoying
14 tastings, taking home farm-fresh pure and natural
15 maple syrup products from maple syrup, maple
16 sugar and maple butter to maple candies, maple
17 sausage -- that's a good one -- maple milk and
18 more.
19 My personal favorite is the maple
20 cotton candy, which I hope you all tried today.
21 The FFA does a great job.
22 Maple syruping has been a seasonal
23 tradition in New York State for centuries, dating
24 back to the earliest native peoples. Maple farms
25 are often a multigenerational family affair, with

1 some of our maple farms in New York State
2 producing continually for over 200 years.
3 New York State is second in the
4 nation in maple syrup production, with farmers
5 tapping 2.7 million trees to produce over 860,000
6 gallons of syrup a year.
7 According to the New York State
8 Maple Syrup Producers Association, our state is
9 home to the largest resource of tappable maple
10 trees in the United States, and over 2,000 maple
11 sugarers.
12 With new products, new technology,
13 and a growing public appetite for all things
14 maple, New York maple producers have a bright
15 future to lead the nation in this special,
16 healthful, high-value crop.
17 And just on a personal note, I want
18 to just mention that whenever I bake for my
19 family, I often substitute refined white sugar
20 with maple syrup -- much healthier, and it's
21 really delicious.
22 So thank you very much.

9 Governor Andrew M. Cuomo to declare March 11,
10 2020, to April 12, 2020, as Garifuna-American
11 Heritage Month in the State of New York.
12 ACTING PRESIDENT BENJAMIN: Senator
13 Sepúlveda on the resolution.
14 SENATOR SEPÚLVEDA: Thank you for
15 allowing me to speak on this resolution.
16 Even though the resolution is called
17 the Garifuna, the actual name of the group is the
18 Garinagu group. Garinagu is their culture, their
19 history; Garifuna is their language. But here in
20 this state we usually refer to the group of
21 individuals that come from a certain part of
22 Central America as the Garifunas.
23 Now, they were West Africans that
24 were being brought to this part of the world as
25 enslaved people, and the ship that they were on

1 washed ashore at Saint Vincent. And there they
2 married with the local population of Arawaks and
3 Carib Indians that lived on the island of
4 Saint Vincent.
5 They remained there until 1796, when
6 the British decided to exile them. And with the
7 assistance of the Spaniards, they were able to
8 resettle in Roatan, which is an island off
9 Honduras. It's part of the Honduras Bay Islands.
10 And from there they have migrated to places like
11 primarily Guatemala, Nicaragua, and Belize.
12 The Garifuna people, the Garinagu
13 people, represent a story, a history of survival.
14 Everywhere where they've gone, they've had to
15 survive. But during that period of survival,
16 they have maintained their culture, their
17 language, and their history. Most Garifunas
18 speak both the Garifuna language, but they speak
19 Spanish. And those that come from Belize speak
20 English.
21 They have migrated to the United
22 States and other parts of the world, but in this
23 country and especially in New York -- and even
24 more especially in the Bronx -- we have a large
25 emerging population.

1 They have become part of the
2 political process in the State of New York. They
3 have brought their culture, their history, their
4 music, their dance -- a particular dance called
5 Punta, which I would encourage all of you to take
6 classes and learn how to dance.
7 But they are now a part of the
8 melting pot of this country and of the City of
9 New York. They have contributed mightily to the
10 development of this country and this state. They
11 have entered all professions, and they have
12 served in our military with honor and
13 distinction.
14 And so I'm very proud to pass this
15 resolution in honor of the Garinagu or, as you
16 know them, the Garifuna people.

1 I'm proud to rise today as we
2 celebrate Small Business Day here in the Capitol
3 and as we pass a full package of bills that will
4 support small businesses and provide them with
5 relief from needlessly burdensome regulations.
6 Since becoming the chair of the
7 Committee on Commerce, Economic Development and
8 Small Business, I have made it my mission to
9 learn about the issues that are holding back our
10 small business community. And I've made it my
11 mission to talk face-to-face with as many small
12 business owners and entrepreneurs as possible, so
13 that I can be truly their voice and their
14 advocate here in the Senate.
15 This effort has taken me across the
16 state as I've met with small businesses from
17 Buffalo to Brentwood. And I'm thrilled that as a
18 result of those conversations, and in
19 collaboration with my colleagues in the Senate
20 Majority, we have a great package of bills that
21 we will pass today that will help small
22 businesses in New York to grow and thrive.
23 I'd like to thank our leader, Andrea
24 Stewart-Cousins, for prioritizing this effort and
25 ensuring that our Majority always stands up for

1 our small businesses.
2 And I'd like to also thank the
3 National Federation of Independent Business for
4 their continuous partnership on these items. I
5 believe we have Greg Biryla and Ashley Ranslow
6 from NFIB in the gallery, along with a few small
7 business owners. I'd like them to stand and be
8 recognized. Thank you.
9 Lastly, all of us here recognize
10 that small businesses are the backbone of our
11 communities, and we must be working continuously
12 to support them so that we can continue to
13 provide jobs and opportunities in our
14 communities.
15 This package today is a great start,
16 but our work will continue on. And I look
17 forward to working with everyone here to ensure
18 that we keep moving forward.
