18                 Let's begin by taking up previously 

19    adopted Resolution 33, by Senator Tedisco, read 

20    that resolution's title only, and recognize 

21    Senator Tedisco.

22                 ACTING PRESIDENT BAILEY:   The

24                 THE SECRETARY:   Resolution 33, by 

25    Senator Tedisco, congratulating the

 1    Schuylerville High School Varsity Football Team 

 2    and Head Coach John Bowen upon the occasion of 

 3    capturing the 2024 New York State Public 

 4    High School Athletic Association Class C 

 5    Football Championship on December 7, 2024.

 6                 ACTING PRESIDENT BAILEY:   Senator 

 7    Tedisco on the resolution.

 8                 SENATOR TEDISCO:   Thank you, 

 9    Mr. President.

10                 This is a night and a day for 

11    outstanding student athletes and football teams.  

12    I'm pleased to welcome the New York State Class C 

13    football champions to the chamber today.  They 

14    are the Black Horses of Schuylerville High School 

15    right up there in the balcony.  

16                 The Schuylerville Black Horses 

17    defeated Salamanca High School in a hard-fought 

18    26-20 victory to win their first state football 

19    championship in program history on Friday, 

20    December 7, 2024, at the JMA Wireless Dome in 

21    Syracuse, New York.

22                 The team garnered an undefeated 

23    record, 5 and 0, in Class C East Division and 

24    finished with an outstanding overall record of 13 

25    and 1.  Tremendous.

 1                 This team is also a shining example 

 2    of perseverance -- maybe we should bottle this up 

 3    and bring it to the west of New York State; we 

 4    could help a team over there, but --

 5                 (Laughter.)

 6                 SENATOR TEDISCO:   They overcame 

 7    significant challenges throughout the 

 8    championship game, including a 20-7 deficit in 

 9    the third quarter and the loss of their kicker 

10    due to injury.

11                 Although this is their first state 

12    title, the Black Horses appeared in the state 

13    championship game in 2015, 2019, and 2021.  

14    They've been knocking on the door in recent 

15    years, and this past season they smashed that 

16    door down.

17                 I'm proud to introduce the team 

18    members of the Schuylerville Football Team from 

19    up in the balcony.  More than 30 players are 

20    here.  

21                 It is said that the success of any 

22    team starts with leadership, and these coaches 

23    worked tirelessly to make this group collectively 

24    greater than the sum of its parts.  

25                 Please welcome with their team today

 7    Technical High School Football Team upon the

13                 SENATOR MYRIE:   Thank you, 

14    Madam President.  

15                 And I take great, great honor in 

16    bringing this resolution to the floor because we 

17    have with us a high school that is a national 

18    treasure, a national institution.  A high school 

19    that I had the honor of attending that has 

20    graduated titans of industry, whether that is in 

21    science, whether it's in the arts, entertainment, 

22    health, public service, politics -- and yes, in 

23    sports as well.

24                 The Brooklyn Tech Engineers:  PSAL 

25    Football Champions for the first time in decades.

 1    So we had to make sure that we brought them up to 

 2    Albany to recognize this accomplishment.  

 3                 And I also want to take this point 

 4    of privilege to say how much this school changed 

 5    my life.  I would not be standing in this chamber 

 6    today if not for Brooklyn Tech and the 

 7    opportunity that it has provided for kids that 

 8    look like me -- or for kids all over New York 

 9    City:  A world-class education in our public 

10    schools.  

11                 I am so proud to be an alum of this 

12    institution.  We are so proud of all of your 

13    accomplishments.  I know that there are parents 

14    that have joined us today, family that has joined 

15    us today.  

16                 And I want to briefly read the 

17    team's names into the record so that we can 

18    officially recognize the greatness.

21                 SENATOR BAILEY:   Thank you, 

22    Madam President.  

23                 I thank Senator Myrie for bringing 

24    this incredible school to the chamber.  And I do 

25    so -- which maybe is a surprise to you -- on

 1    behalf of the Bronx High School of Science 

 2    caucus.  

 3                 (Laughter.)

 4                 SENATOR BAILEY:   And those who are 

 5    laughing know that there's a historical rivalry 

 6    between the original three specialized schools -- 

 7    quote, unquote, specialized.  We're all special.  

 8    But Brooklyn Tech, Bronx Science, and we don't 

 9    even need to mention the other one, right?  

10                 (Laughter.)

11                 SENATOR BAILEY:   Stuyvesant High 

12    School, for the record.  Also an excellent 

13    academic institution.

14                 But one of the things, 

15    Madam President, that happens sometimes when you 

16    attend these institutions is that while they 

17    overestimate you in some ways, they underestimate 

18    you in other ways.  And this kind of smashes the 

19    myth that just because you are doing well in 

20    school and that you have a Nobel, Intel, 

21    Westinghouse or whatever they call it now -- 

22    Regeneron scholarships now -- that you can't play 

23    sports.  

24                 And I think that it's incredibly 

25    important for you to realize that this is just

 1    the first of many barriers you will break in your 

 2    life.  People will think certain things about you 

 3    based upon who you are, where you're from, what 

 4    you look like, X, Y and Z, A, B and C.

 5                 But this is the beginning of a 

 6    pathway towards breaking those barriers.  Sixty 

 7    years was a -- quite a long time ago in terms of, 

 8    you know, athletic, you know, performances.  But 

 9    I just want to congratulate you.  And on behalf 

10    of Bronx Science, who does not have a football 

11    team, I want to say that this one is for us too, 

12    because I don't claim Stuyvesant ever.  I'll 

13    claim -- 

14                 (Laughter.)

15                 SENATOR BAILEY:   I just don't.  

16                 But in all seriousness, I just want 

17    this to realize whatever the position is that you 

18    played on the team that brought you to this path 

19    to victory, realize that you play these positions 

20    in life.  And you all play different positions in 

21    life.  And at certain times in life you'll all be 

22    quarterbacks, you'll all be field generals.  

23    Other times in life you'll be offensive linemen, 

24    you'll be protecting those who are around you.  

25                 So realize that football, while it

 1    is the ultimate team game, you are the ultimate 

 2    players and you will continue to succeed and 

 3    continue to be great.  

 4                 And if you ever want to have fun, if 

 5    you want to Google "basketball nerds" and "Bronx 

 6    Science," you'll see my name in it in 2000 

 7    because we were good in high school in 

 8    basketball.  We beat you all in basketball.  But 

 9    this is about you today.

10                 (Laughter.)

11                 SENATOR BAILEY:   But in all 

12    seriousness, winning a championship, Coach and 

13    the Assistant Coaches is not anything easy.  It 

14    takes dedication, hard work.  And I thank you for 

15    preparing these young men as student-athletes -- 

16    specifically, students first and athletes after 

17    that -- and making sure that their path is as 

18    bright as the night sky.  

19                 Congratulations to Brooklyn Tech.  

20    Hopefully you can do it back to back.  I will be 

21    rooting for you.  Onward and upward, Excelsior!  

22                 Congratulations.

 2                 And thank you, Senator Myrie, for 

 3    not only your personal experience -- but this is 

 4    what we love to hear, I must tell you.  As a very 

 5    loyal member of the Bronx Science caucus, I -- 

 6    but I taught at Brooklyn Tech many years ago, so 

 7    I too want to congratulate the basketball team.  

 8                 When I went to Science, we did not 

 9    have any women's sports because we didn't have 

10    Title IX.  So I look forward to women's sports 

11    being emphasized as well.

12                 But this is great.  And we love to 

13    see this kind of display of diversity.  Listening 

14    to those names being read -- that is New York 

15    City and, in fact, New York State.  And that's 

16    why we are so proud of you.

17                 Thank you for coming.

18                 ACTING PRESIDENT BAILEY:   Senator 

19    Gounardes on the resolution.

20                 SENATOR GOUNARDES:   Thank you, 

21    Madam President.

22                 This is a little tough for me, I'm 

23    going to be honest.  I'm not only -- I'm proud to 

24    represent Brooklyn Tech in my district, in the 

25    26th Senate District.  I love Brooklyn Tech.  But

 1    I went to Fort Hamilton High School.  

 2                 (Laughter.)

 3                 SENATOR GOUNARDES:   I'm a Tiger 

 4    through and through, guys.  So this one is 

 5    really, really tough on me personally.  

 6                 You know, 36 -- 37-36, a nail-biter 

 7    of a game, back and forth.  You know, that's the 

 8    beauty of sports, is that you can compete on a 

 9    field and give it your all.  And there's going to 

10    be a winner and there's going to be a loser, but 

11    at the end of the day everyone's a champion in 

12    their own way.  

13                 So I'm actually really proud of you 

14    all.  I'm proud of Brooklyn Tech.  I'm proud of 

15    the work you did to get to this point to be named 

16    City Champions.  That's a title that no one can 

17    take away from you.  And I know that this is only 

18    the beginning of great things to come.  

19                 And, you know, I'll echo 

20    Senator Bailey, who wishes you, you know, a 

21    two-peat.  But not if you're going to play 

22    against Fort Hamilton next year in the finals, 

23    okay?

 2    is where so many decisions about your future, 

 3    believe it or not, are made.  And you might not 

 4    even realize it yet, but the fact that you can

 7    have an impact on you and your future lives, is 

 8    incredibly special.  

 9                 We welcome you to our Senate 

10    chamber.  We welcome you to Albany.  And we all 

11    can't wait to see the incredible things you're 

12    going to do today, tomorrow and the rest of your 

13    lives.

24    Hochul to proclaim January 2025 as Cervical 

25    Cancer Awareness Month in the State of New York.

 3                 SENATOR SALAZAR:   Thank you, 

 4    Mr. President.

 5                 This resolution recognizes 

 6    Cervical Cancer Awareness Month in New York.  It 

 7    is the fourth most common cancer globally among 

 8    women.  It is also the fourth most frequent cause 

 9    of cancer deaths among women worldwide.  

10                 Nearly 14,000 women are diagnosed 

11    with cervical cancer each year in the 

12    United States.  And it is worth noting that 

13    Hispanic women, Latinas, have the highest rate of 

14    cervical cancer, and Black women face the highest 

15    risk of death from cervical cancer of any 

16    demographic group.  

17                 It is essential to raise awareness 

18    about this because cervical cancer is treatable 

19    and preventable through routine screening as well 

20    as vaccination for the human papilloma virus, 

21    known as HPV.  

22                 The American Cancer Society 

23    recommends that women begin getting screened for 

24    cervical cancer at the age of 25, but HPV 

25    vaccination is routinely recommended at age 11 or

 1    12 and can be offered to patients at the age of 9 

 2    or older to avoid this very common virus, which 

 3    is a known cause of cervical cancers.  

 4                 The rate of cervical cancer is 

 5    greatly reduced among women who get regular 

 6    screenings, and HPV vaccination has been linked 

 7    to a substantial reduction in cervical cancer 

 8    deaths.

 9                 Increasing education among patients 

10    and healthcare providers alike regarding HPV and 

11    other risk factors for cervical cancer is crucial 

12    for prevention and treatment of this disease.

13                 Today we recognize the survivors of 

14    cervical cancer as well as those we have lost to 

15    this preventable disease, with the hope of saving 

16    lives by continuing to inform the public about 

17    cervical cancer.

18                 Thank you, Mr. President.

21                 SENATOR GIANARIS:   Thank you, 

22    Mr. President.  

23                 On a day when fear is striking so 

24    many immigrant communities throughout our state, 

25    and particularly communities of color, it is

 1    important that we are sending a message that 

 2    New York State continues to appreciate and stand 

 3    with those communities.  

 4                 This bill will finally recognize the 

 5    Middle Eastern and North African communities in 

 6    New York for who they are.  Up until the time 

 7    when this bill will take effect, those 

 8    communities are classified as white in New York.  

 9    And I don't think many people would argue that 

10    they are in fact white.  Least of all the members 

11    of these communities themselves do not consider 

12    themselves as such.

13                 Now, for the first time, New York 

14    State data will properly reflect the option for 

15    Middle Eastern and North African New Yorkers to 

16    be identified as such.  It will give us better 

17    data about these communities, help us to better 

18    serve them, and follows in the example of what we 

19    had previously done for Asian communities, to 

20    great success.  

21                 So I'm proud to vote for this and 

22    thank my colleagues who are supportive of it.
