17                 SENATOR SCARCELLA-SPANTON:   Thank 

18    you, Mr. President.

19                 I am honored today to recognize a 

20    truly remarkable leader, Carol Bullock, executive 

21    director of the Pride Center for Staten Island.

22                 For years Carol has been a powerful 

23    advocate for the LGBTQ+ community, transforming 

24    Staten Island into a more inclusive and 

25    supportive place.  Carol's leadership has been

 1    instrumental in creating visibility and 

 2    acceptance for this community.

 3                 Her incredible work at the 

 4    Pride Center has made a lasting impact on the 

 5    community.  From organizing PrideFest, running 

 6    youth drop-in days and workshops to support 

 7    families, she has fostered a sense of belonging 

 8    and unity.  Whether collecting coats for at-risk 

 9    teens or ensuring that the LGBTQ+ community on 

10    Staten Island always has a voice, Carol continues 

11    to be a true advocate and leader.  

12                 As Carol begins her new journey, 

13    after seven years of dedicated service -- and I 

14    think a lot more years before that -- I want to 

15    thank her.  

16                 I want to thank you for your 

17    leadership, commitment to justice, and tireless 

18    advocacy which has inspired our entire community.  

19                 And for the first time ever, we're 

20    all going to be marching in the Staten Island 

21    St. Patrick's Day Parade, and that's thanks to 

22    your advocacy and your work.

23                 Truly I am honored to call you a 

24    friend, I am honored to have worked side by side 

25    with you all of these years.  I know we're going

 1    to continue that work together.  

 2                 You're here with your beautiful 

 3    wife, your sister, and I know our Assemblyman was 

 4    here as well, to bring you up.  

 5                 And it was also her birthday over 

 6    the weekend, so Happy Birthday to you as well.

15    Thank you, Mr. President.

16                 I rise before you today to speak on 

17    the chapter-amended LOADinG Act.  I want to thank 

18    the Governor for her collaboration on this bill, 

19    the leader, of course, for bringing this to the 

20    floor, and Senate staff, who worked diligently on 

21    this bill.  I particularly want to call out 

22    Mobeen and Nayram, who helped author the initial 

23    draft, as well, of course, as my own team, who 

24    shepherded this bill across the finish line.

25                 I introduced the LOADinG Act

 1    two sessions ago because I realized that as AI 

 2    rapidly advances, we need to establish clear 

 3    guardrails and guidelines for responsible use of 

 4    this technology.  This effort started by our 

 5    regulation of how AI and deep fakes is used in 

 6    our elections and protecting our democracy, but 

 7    continued by looking at how we're using this 

 8    technology right here at home in state 

 9    government.

10                 This chapter version of the 

11    LOADinG Act does some really critical things for 

12    New Yorkers and for workers.  It ensures that we 

13    have transparency in how AI is being used on 

14    state employment decisions.  It ensures that 

15    there are clear labor protections for the workers 

16    that are going to be impacted by new technology.  

17    And of course this bill also ensures we have an 

18    inventory of --

24                 This is a critical first step in a 

25    comprehensive vision for ethical and responsible
