13 Mr. President. This bill provides $12.1 billion
14 in appropriation authority, meets certain payroll
15 costs of certain agencies and, most importantly,
16 it provides 2.4 billion for school aid, the next
17 school aid payment. And it runs through this
18 Thursday.

24 about the cellphone ban. And I'm hopeful we're
25 making progress on the other issues that are

3 been resolved, but at this point we are
4 clearly -- the parties are talking and we're
5 hopeful that we're moving in the right direction.

21 there's a 2.5 billion increase over the prior
22 extender.

7 I certainly applaud this. We have
8 to keep our state lands, our forests pristine.
9 But I also suggest that this bill be
10 amended to include the highly damaging and quite
11 frankly not helpful green energy -- wind and
12 solar projects in particular. We're starting to
13 see them creep into some of our state parks in
14 areas that, quite frankly, should be kept
15 pristine.
16 We should really treat this fairly.
17 If we don't want our precious lands disturbed, we
18 should be consistent.
19 So I would ask that this be amended,
20 but today I'll be voting yes. Thank you.

24 because I think it's so important that whenever
25 we have projects that affect our communities such

1 as offshore wind, environmental issues, or the
2 type of bill that this is addressing, we need to
3 make sure we have local input.
4 Local input is critical. Through
5 government, through community outreach, we need
6 to make sure that when we are affecting our
7 communities we listen to our constituents.

17 I think a lot of our land use review
18 processes have historically been designed for the
19 real estate industry and making sure that we are
20 focused on building housing, less so designed
21 around the need to build infrastructure and what
22 that process should look like.
23 So what we're trying to do here is
24 make sure that environmental justice communities
25 like Senator Canzoneri-Fitzpatrick's and mine,

1 have a say in what happens, what type of company
2 comes in, how we can hold them accountable to
3 their promises and make sure, of course, that we
4 are tackling the crisis of climate change,
5 hopefully in a way that creates lots of jobs as
6 we move towards a union climate economy here in
7 New York.

16 PFAS, which are also known as
17 forever chemicals, are useful as fire retardants,
18 and so they get used in cookware and clothing and
19 a lot of objects that we have close contact with.
20 And as a result these chemicals, which are known
21 to cause cancer and reduce fertility and
22 otherwise interfere with processes of the
23 human body, are present in almost everyone's
24 blood and tissue in this country.
25 Last year the Environmental
2004
1 Protection Agency, when it still cared about
2 environmental and human health, did set very low
3 limits on what was allowable in terms of PFAS in
4 water supplies. And we want to make sure that
5 our drinking water is free of PFAS to the extent
6 possible. But we can't do that unless we know
7 how it's getting into the water -- where it's
8 coming in, in what quantities it's coming in.
9 This bill is one of the first in the
10 nation to actually require disclosure of
11 discharge of PFAS into waterways by industrial
12 producers, by industrial waste treatment
13 facilities, and by publicly owned treatment
14 works.
15 So I'm very proud that we're voting
16 for this today, and I hope this will be a way we
17 will protect New Yorkers from these dangerous
18 chemicals in the future.

15 I rise to appeal the ruling by the
16 chair. The proposed amendment is germane to the
17 underlying bill because the underlying bill
18 relates to the future costs of our residents by
19 the rushed transition to electric heat pumps.
20 The amendment seeks to repeal the All-Electric
21 Building Act.
22 The All-Electric Building Act
23 prohibits the use of heating and cooling systems
24 powered by natural gas, propane and oil in new
25 buildings. This, as we already see in the
2008
1 340 billion -- and that's billion -- in extra
2 costs from the CLCPA mandates added to our
3 families and businesses' bills to date, will
4 result in skyrocketed energy costs for all of our
5 ratepayers by forcing the use of more expensive
6 alternatives.
7 It would also cost many of our
8 hardworking men and women in the trades a good
9 amount of different trades -- their careers --
10 without providing them with any assistance of
11 finding new crafts, without new training, no
12 training at all.
13 The reality is banning
14 cost-effective heating systems that utilize
15 natural gas and propane will increase any
16 construction costs of new buildings, particularly
17 the single-family and multifamily residences.
18 For instance, a natural gas furnace
19 costs around $5500, whereas electric heat pumps
20 can run as high as 25,000 and more.
21 As a result, costs of construction
22 in new single-family homes in our state could
23 increase by approximately 20,000 once this law
24 takes effect at the end of this year.
25 Proponents of the All-Electric
2009
1 Building Act urge that the higher up-front costs
2 of heat pumps will be offset by long-term savings
3 due to their efficiency. But the reality is that
4 electricity in our state is already 50 percent
5 more expensive than in Pennsylvania and other
6 states. So even if the heat pumps are more
7 efficient, it is unclear whether the homeowner
8 will actually see any cost savings.
9 The All-Electric Building Act is
10 going to lead to higher electricity rates by
11 increasing overall demand at a time when
12 legislative decisions are pushing to take
13 reliable gas, natural gas plants offline. That
14 is a huge, huge mistake. We need to retool our
15 existing power plants with carbon capture. We
16 need a plan, not a ban.
17 As we struggle with the affordable
18 housing crisis and our families deal with
19 increasing costs across the board, adding massive
20 increases in New Yorkers' utility bills through
21 the hurried and extreme changes that are being
22 forced on all of our residents through the CLCPA
23 will be only worsen the situation by making new
24 construction extremely expensive.
25 Goals are good. But mandates are

1 going to ruin all New Yorkers' lives.
2 New Yorkers can't afford higher utility bills.
3 It's very, very difficult to live here. It's the
4 reason why we have so many of our New Yorkers in
5 the last -- since 2020 exited out of New York
6 State. And if everybody doesn't understand that,
7 over 2 million of our residents have exited out
8 of New York State because of mandates just like
9 this.
10 For these reasons, Mr. President, I
11 strongly urge my colleagues on both sides of the
12 aisle to support this amendment. Thank you.
