1 It is my honor and fortune that I am
2 here today in this noble gathering. Before
3 invocation, I would like to recite some verses of
4 the Holy Book.
5 Bismillahir Rahmanir Raheem. In the
6 name of Allah, most beneficent and merciful. {In
7 Arabic.}
8 Indeed, Allah commands justice,
9 grace, as well as generosity to close relatives.
10 He forbids indecency, wickedness and aggression.
11 He instructs you so perhaps you will be mindful.
12 Honor Allah's covenant when you make a pledge,
13 and do not break your oaths after confirming
14 them, having made Allah your guarantor. Surely
15 Allah knows all you do.
16 All the prophets are chosen and
17 selected by God. They have said: We are blessed
18 among the entire creation when the Almighty
19 created us as His mightiest creation. Our duty
20 and responsibility is very important because our
21 reward and punishment is according to our
22 actions.
23 We ask Almighty God for ability to
24 do our best effort for good deeds and righteous
25 actions in every aspect in our life.

1 We wish to God: O Almighty Allah,
2 please empower our heart by the spiritual energy
3 so that others can be beneficiaries and happy,
4 exclusively for our blessed country, the
5 United States of America, and our great State of
6 New York.

8 officially welcome our newest member, Senator Sam
9 Sutton, to the chamber.

11 SENATOR STEWART-COUSINS: I'll just
12 give you just the short bio. But he joins us
13 with a deep and well-earned reputation as a
14 community leader. He's spent decades fighting
15 for his neighbors and communities in
16 South Brooklyn.
17 Whether it's working to improve
18 access to quality education, advocating for small
19 businesses, standing up for working families, Sam
20 brings a lifetime of service and deep
21 understanding of what communities need to thrive.
22 Your record of advocacy, coalition
23 building will be an invaluable asset to our
24 chamber as we continue our work to advance a bold
25 agenda focused on opportunity, equity and

2 I know he'll be a tireless champion
3 for his constituents and a strong partner in

3 SENATOR STEWART-COUSINS: Thank
4 you, Mr. President.
5 I rise and this time I want to make
6 sure that I thank our chair of Veterans and
7 Homeland Security, Senator Scarcella-Spanton, as
8 well as the ranker, Senator Ashby, as well as all
9 of our colleagues, but certainly Senator
10 Scarcella-Spanton for helping to put together our
11 20th recognition of veterans by this chamber.
12 It is extraordinary when we think
13 that 20 years has passed since we began this
14 recognition. And something that Leader Ortt said
15 this morning, I wanted to make sure that we in
16 this chamber understood. He thanked me for
17 continuing the tradition of honoring the veterans
18 that had been started before we were a majority
19 here on this side.
20 Had I continued that tradition, we
21 would only have honored Democratic military
22 people, because the original setup, basically the
23 majority honored their veterans.
24 I remember getting here in 2007 with
25 a veteran that I wanted to honor, but I couldn't,

1 because we weren't in the majority. And I had to
2 go through my Republican mayor to beg to have
3 this person included.
4 It was during that time that I had a
5 Republican Senator, Tom Morahan, stand up and say
6 he agreed that we have to honor all of our
7 veterans, because service transcends political
8 parties. And when we took the majority in 2009,
9 that's exactly what we did.
10 So the tradition of service is
11 honored in every quarter, in every corner of our
12 state. And when I looked again at the array of
13 amazing veterans -- their heroism, their bravery,
14 their courage, from World War II, Korean War,
15 Vietnam, Afghanistan, as Senator Ortt has served,
16 and so many others -- and of course, you know,
17 I'm not talking of all of the different
18 deployments and so on -- we have to always
19 recognize that that service which allows us to be
20 in these chambers has to be honored.
21 And the other thing I thought about
22 as I looked at this amazing group of people from
23 all over the state, all different backgrounds and
24 ethnicities, the conversation about DEI and the
25 military.

1 I've stood on this floor so many
2 times talking about my father, who served in a
3 segregated Army, who -- Purple Heart, Bronze
4 Star -- came back to a segregated country, did
5 not get the GI Bill or any of its benefits.
6 Just last week we were celebrating
7 the Borinqueneers -- thank you, Senator Fernandez
8 and Senator SepĂșlveda, for that -- Puerto Ricans
9 who had been deployed, starting in the Korean War
10 and going forward, who to this day get 60 percent
11 of their benefits.
12 I think about my brother, the
13 Vietnam War veteran, who came back and like all
14 the veterans at that time, because the war was
15 extremely unpopular, they were denigrated.
16 And my own honoree today, Randy
17 Jurgensen, who many of you heard his story of his
18 accomplishments, he begged for us to remember the
19 Korean War, which is why we celebrate it, because
20 it's so-called the "Forgotten War." Think about
21 that: Diversity, equity, inclusion.
22 My dad was not included. The equity
23 for the Borinqueneers, for the Vietnam vets, was
24 not there. The diversity of every single one of
25 us and the people we love and the people we

1 acknowledge who are willing to put their lives on
2 the line and die for this country. Diversity,
3 equity, inclusion. You have people who are
4 willing to D-I-E, die, so that we can be here.
5 So I am so proud to be able to, yes,
6 take a tradition, make it more inclusive because
7 of the diversity and because we need to have the
8 equity.
9 And as we sit here in this chamber
10 today passing legislation that builds on what
11 we've done in the past for our veterans, we will
12 continue, I hope, collectively to make sure that
13 even on a national level they hear that we must
14 honor those who are willing to, yes, D-I-E for
15 our freedom.

22 SENATOR SCARCELLA-SPANTON: Thank
23 you, Mr. President.
24 And thank you, Madam Leader, for
25 your powerful words. I can sit here and say that

1 I am truly honored to be part of this body under
2 your leadership, because I see how much you care
3 about veterans and their families. So thank you
4 so much.
5 I'm so happy to be here today as we
6 recognize the 2025 Class of the New York State
7 Senate Veterans Hall of Fame.
8 As the chair of the Senate Committee
9 on Veterans, Homeland Security and Military
10 Affairs, this is truly one of the most meaningful
11 moments of session. And I mean that. I really
12 love to hear everybody's backstory of every
13 veteran who comes up.
14 Year after year we all have the
15 honor of learning about the extraordinary lives
16 of these veterans from every corner of New York,
17 stories of their courage, resilience and service.
18 Today I am proud to honor my third
19 inductee into the Veterans Hall of Fame,
20 exceptional Staten Islander and American hero
21 Louis Lupinacci, also formerly known as
22 Uncle Louie on Staten Island.
23 On December 23, 1942, Louie enlisted
24 in the United States Army and trained at Fort
25 Sheridan as a machine gunner. Just two years

1 later, he landed in the first wave at Easy Red
2 Beach on D-Day. Louie fought valiantly through
3 the beaches of Normandy and continued his service
4 across Belgium, Holland, Scotland, England and
5 Germany, helping to secure and stabilize regions
6 critical to defending democracy and the world.
7 When he returned home from war, he
8 didn't stop serving his country. As he worked
9 through his own transition back to civilian life,
10 he joined the 52-20 Club, a program that helped
11 other veterans transition as well.
12 Over the course of his life, Louie
13 Lupinacci received numerous honors, including the
14 Army Good Conduct Medal, the World War II Victory
15 Medal, the European African Middle Eastern
16 Campaign Medal, the Army of Occupation Medal, and
17 the D-Day Commemorative Medal.
18 And this past September, Louie
19 reached an extraordinary milestone: His
20 100th birthday. And he actually was up here with
21 us today. I have to brag about Louie. Louie
22 still drives. He said that the key to life is
23 making sure you drink wine with peaches in it. I
24 felt like I should pass that information -- red
25 wine with peaches in it. I felt like I should

1 pass that information along to everybody.
2 (Laughter.)
3 SENATOR SCARCELLA-SPANTON: But in
4 celebration, October 9th has officially been
5 declared Louis "Louie" Lupinacci Day on
6 Staten Island by our borough president.
7 And I was honored to be able to take
8 part in his 100th birthday, because what I've
9 gotten to see from Uncle Louie is really how to
10 live life and how to enjoy life. He had so many
11 people surrounding him. I only met him at his
12 birthday party, so I'm looking for someone who
13 you would think would look like a 100-year-old,
14 which I did not find. He came running down the
15 stairs to greet me and say hello as he got his
16 proclamation. And he ate it up, he really did.
17 So it was truly an honor. He was up
18 here with his family today. It was an honor to
19 have him with us. And it's an honor to be able
20 to serve in this committee to get stuff done for
21 our veterans, for their families, and for people
22 like Louie.
23 So thank you. I proudly vote aye.

6 I rise to speak on the resolution.
7 I want to thank everyone who helps make this
8 event what it is.
9 I think of Colonel Bill Larkin, who
10 I know, you know, lived for these days, kind of
11 like West Point Day, Veterans Hall of Fame Day.
12 But the truth is I think we all look forward to
13 this day. I think we all look forward to putting
14 forth -- I said this morning, 300,000
15 constituents we all have, roughly, and we are
16 able to pick out one person a year who has served
17 and almost universally who has continued to serve
18 our community. I mean, you think about all the
19 people we come into contact with, how remarkable
20 these individuals are each year that we're able
21 to put forward.
22 I consider myself the lucky one, not
23 them. I'm lucky to get to know many of these
24 folks and to be able to recognize their service
25 to our country and our community.

1 And I'll just say, you know, lookit,
2 we're in a moment where -- a chamber rife with
3 political disagreement, different ideas about how
4 the country should go forward. We recognized I
5 guess it was 50 years since -- it was the end of
6 the Vietnam War, 50 years since the end of
7 probably the most divisive conflict, at least
8 socially, politically, in American history,
9 certainly modern American history.
10 And the lesson out of Vietnam --
11 there's a lot of lessons, a lot of lessons
12 militarily. But the lesson I think culturally,
13 politically, is to never mistake the soldier for
14 the policymaker. You don't like the policy? You
15 don't like conflict? I haven't met anybody who
16 does. But don't mistake the 19-year-old soldier,
17 Marine, airman, sailor -- because that's what
18 happened. They were the -- I don't think
19 anyone -- I don't remember anyone spitting on
20 Lyndon Johnson or on Richard Nixon. But they
21 spit on the Marine and the Army soldier and the

2 say thank you and we give them all kinds of, you
3 know, discounts and, you know, a free car wash
4 and 25 percent off at a restaurant. And like I
5 said, I'll take it. I didn't do it for that
6 reason, but I'll take it.
7 And I know the veterans in here --
8 Senator Chan, Senator Stec, Senator Walczyk,
9 Senator Ashby, Senator Sanders -- we all take it,
10 but that's not why we did it. And that's not why
11 the 63 inductees into the Veterans Hall of Fame
12 did it. They did it because they believe in
13 something bigger than ourselves. They believe
14 that they are a continuation, they're the
15 vanguard, they're the defenders of the great
16 experiment that we call American democracy and
17 the United States of America.
18 And it is actually, it is actually
19 our unity -- see, in the military it's about
20 unity. It's one uniform. It's one mission.
21 It's one enemy. And that's how you win wars to
22 protect freedom. And that's the only way you win
23 wars to protect freedom and protect this nation.
24 And that's what each one of those
25 63 -- yes, a broad tapestry of our great state

3 on the field of battle. And indistinguishable
4 when you look at the rows of crosses at Arlington
5 National Cemetery yesterday on Memorial Day.

8 that separates our nation and why we are
9 victorious and have been victorious against a
10 multitude of enemies over the years.

9 We're not just talking about missing
10 milestones in our children's lives. We're
11 leading up to that time and that milestone, not
12 just first words, but the time leading up to
13 those first words, the time leading up to those
14 first steps. That time with your family that you
15 can never get back. You can't get it back. It's
16 gone. For us to have what we have here today,
17 the opportunity to do better, the opportunity to
18 inspire.
19 And when I think about what we have
20 made, the success stories that we have had in the
21 last few years -- elevating our Division of
22 Veteran Services to a department. And where it
23 is now, it ranks among the lowest-funded
24 departments in our state. The Office of Cannabis
25 Management -- two times the amount of funding,

2 We just celebrated Memorial Day
3 yesterday. Think about the sacrifices that were
4 made and are going to be made by so many more
5 veterans.

1 SENATOR RAMOS: Thank you,
2 Mr. President.
3 Today we're voting on a land
4 alienation bill that on its face does not
5 authorize a casino, and yet we all know what this
6 is about. This is about clearing a key
7 procedural hurdle for a development that has
8 deeply divided my community.
9 I'm voting no today. This decision
10 has not been easy, and I didn't arrive to it
11 quickly. Over the past year I've done what I
12 believe every elected official should do when
13 faced with a question of this magnitude. I held
14 three public town halls, I released a
15 districtwide poll, I created an online survey,
16 and I met with dozens of constituents, both for
17 and against, who took the time to speak with me
18 about what this project means for our future.
19 That process reaffirmed something I
20 already knew: My community's paying attention.
21 We want investment. We want good jobs. We want
22 green space, housing, and real opportunities for
23 our children.
24 But after decades of public neglect,
25 it feels like the first serious proposal on the

1 table is a casino. That is not the kind of
2 development that my community deserves. Casinos
3 may bring lights, but they also bring shadows.
4 They extract wealth from working-class
5 communities, they prey on addiction and often
6 displace the very people they claim to uplift.
7 While casinos generate revenue for
8 operators, the neighborhoods around them often
9 suffer from increased economic instability,
10 public health concerns, and a rise in problem
11 gambling.
12 I've also looked carefully at who is
13 behind this proposal. Mr. Steve Cohen is not
14 just a wealthy investor, he's a figure with a
15 long and well-documented history of regulatory
16 violations. His former hedge fund paid the
17 largest insider trading fine in U.S. history.
18 And that matters. Because when someone with a
19 record of skirting the rules asks us to clear the
20 path for a project with immense financial upside,
21 we have to ask: Who stands to win? And who's
22 being asked to take the risk?
23 This is not about a building or a
24 parcel of parkland. It's about power. It's
25 about whether communities like mine are treated

1 as partners or as pawns. And I have to say that
2 what we've witnessed over the past two years has
3 raised serious concerns in my community. We've
4 seen a well-financed campaign that has stacked
5 community boards, hired consultants from within
6 the neighborhood, and shaped a narrative that
7 doesn't reflect the full range of views I've
8 heard in my district.
9 That kind of process isn't
10 democratic. It's engineered. But even with all
11 that, I want to acknowledge the people in my
12 district who do support this plan. Many are
13 acting in good faith. They see a chance to
14 finally get something, anything, in return for
15 years of disinvestment.
16 I don't question their motives.
17 What I do question is the deal we're being
18 offered. A casino is not an answer to structural
19 inequality. It's not a pathway to equity. And
20 it's not the future I want to build for Corona,
21 East Elmhurst, or any part of Queens.
22 And I would be remiss not to express
23 some disappointment that many who call themselves
24 champions for working people have remained
25 silent.

1 When billions are at stake and
2 public trust is on the line, silence is not
3 neutrality. It's complicity. Our communities
4 deserve better than a calculated indifference.
5 They deserve courage.
6 This vote today may not be the final
7 say, but it's an open door. And I will not be
8 the one to open it.
9 So I cast my vote today not in
10 opposition to my neighbors, but in defense of a
11 vision of economic development that is dignified,
12 sustainable, and rooted in the needs of working
13 people, not in the whims of a billionaire.

20 I also rise to explain that I'll be
21 voting no on this bill. I don't think that comes
22 as much of a surprise to the people in this
23 chamber.
24 I don't like gambling. I
25 particularly don't like government-cosponsored

1 gambling. And with this bill, while it is true
2 that some people say it doesn't have anything to
3 do with the casino, in the absence of this bill
4 this couldn't possibly be a casino here.
5 And so to use state land or city
6 land and resources to build a casino isn't
7 economic development. I want to repeat what I
8 just heard Senator Ramos say. Just because you
9 spend money doesn't mean it's economic
10 development. Economic development is something
11 that creates new economic activity and
12 opportunity. And the truth is with gambling, the
13 house always wins. And so there's really only
14 one winner, no matter how you look at it:
15 Whoever owns the casino or the gambling site.
16 The research shows the majority of
17 money made in each and every casino opened in
18 this country is made from neighborhood people who
19 then go and spend their disposable income in the
20 casino, meaning they're not spending it on other
21 things.
22 Sometimes they're becoming addicted.
23 But even if they're not officially addicted,
24 their money's going to the casino, not the
25 education of their children or their rent or

1 their food or other social activities, or even
2 investment in their own entrepreneurial
3 opportunities.
4 And so it's a bad deal. Not this
5 one more or less than any other. I'll also be
6 against any casinos in my own borough. There are
7 three or four still trying. And I would be
8 against the casinos wherever they are because
9 it's not a good use of the people's money. And
10 frankly we keep thinking it's some kind of silver
11 bullet for our tax revenue, but that never proves
12 to be true either.
13 So I'll be no, Mr. President.
