Senate Investigations and Government Administration Committee Chair James Skoufis, Assembly Governmental Operations Committee Chair Michele Titus and Legislative Commission on Government Administration Chair David Buchwald will take testimony to examine New York and other states’ past actions in response to federal government shutdowns to help determine potential future actions, including instituting a formal shutdown contingency plan.

Government shutdowns have been occurring more frequently and for longer durations, imposing financial burdens on federal workers and contractors and affecting average citizens’ everyday lives. The 35- day government shutdown of 2018-19 was the longest in history and threatened public services including air traffic safety, tax refunds and food stamps. Although New York State agencies took actions to mitigate the shutdown’s impacts, there may have been areas that needed assistance and were overlooked.
