State Passes Fiscally Responsible Budget That Respects Taxpayers

Budget Comes Early, Controls Spending and Holds The Line On Taxes

Senator Patrick M. Gallivan hailed the 2012 state budget today as lawmakers approved the spending plan ahead of the April 1st deadline, marking the second consecutive year New York State will enact an on-time budget.

“Passing a second on-time budget in as many years is indicative of the larger progress we’ve seen lately in Albany. Just as late budgets were once a symbol of dysfunction, on-time budgets are symbolic of continued progress,” the Senator said. “Even more important than passing an on-time budget, is that we passed a fiscally responsible budget that respects New York’s taxpayers and keeps the State moving forward.”

Budget Update From State Senator David J. Valesky

The New York State Legislature has completed passage of an on-time budget for the second year in a row. Though it was another challenging budget, requiring the closure of a $3.5 billion deficit, we were able to balance the budget without tax increases or fiscal gimmickry. In addition, overall spending was reduced for the second straight year, the frist time this has happened in at least three decades.

Some highlights include:

SQUADRON, DE BLASIO, ADVOCATES RALLY FOR PASSAGE OF BILL TO END FOOD STAMP FINGER IMAGING

Squadron Legislation to Come to Senate Committee Vote on Tuesday as Governor, Electeds Continue Fight to End Practice

NEW YORK – Today, State Senator Daniel Squadron and Public Advocate Bill de Blasio joined advocates and elected officials to rally in support of passage of Senator Squadron's legislation to end the practice of finger imaging food stamp recipients, ahead of a committee vote on Tuesday.

New York City and the state of Arizona remain the only two places in the United States that use finger imaging to determine eligibility for food stamp assistance. Senator Squadron’s legislation (S740/A5303), sponsored in the Assembly by Assemblymember Keith Wright, would end the counterproductive practice that has cost New York taxpayer dollars and deterred eligible families from accessing the federally-funded food stamp program.  An Empire Justice Center analysis found that, between January 2009 and July 2010, 5,958 households were denied or cut off from food stamp benefits because they did not comply with finger imaging requirements.

Governor Cuomo's 2012 Executive Budget and Reform Plan Outlines Vision to Continue Building a New New York

Governor Andrew M. Cuomo today unveiled his 2012-13 Executive Budget and Reform Plan, which expands on the historic reforms enacted last year to continue building a New New York. As a result of the tough decisions and bipartisan cooperation of the past year, the State is able to close the current deficit without broad cuts, new taxes, fees or gimmicks. In addition, the Governor’s Executive Budget proposes major reforms to reduce the cost of government for taxpayers, implements accountability in our schools to put students first, and puts the State in a position to leverage billions of dollars in private sector investment to grow the economy and create jobs.
