New York State Senator Kenneth P. LaValle (R, C, I – Port Jefferson) said he voted today for the Senate Majority’s Job Creation and Taxpayer Protection Act of 2011. LaValle said the three-part plan encourages the creation of new, private-sector jobs and ensures fiscal responsibility, including the enactment of a two percent state spending cap requiring a two-thirds “super majority” vote to increase taxes.

The people of the First Senatorial District made it abundantly clear during the last election cycle,” LaValle said, “No new taxes and we need jobs, jobs, jobs.”

Economic Course Change Needed

Dead last.  Number 50 out of 50.  That’s where New York placed in the recently released ranking of state business climates by the non-partisan Tax Foundation.  The embarrassing showing is yet another example why the economy must be job one in Albany.

The Tax Foundation’s 2011 State Business Tax Climate Index (SBTCI) is a clear illustration of just how low New York has sunk when it comes to attracting new businesses and assisting those that already exist.  Cleary, those running the ship in Albany have steered far off course and run aground.

Property Tax Cap - Just A Start

ALBANY, 08/03/10 - State Senator James L. Seward (R/C/I-Oneonta) today voted in favor of senate bill 67005 establishing a property tax cap for school districts and local governments.

Seward says while the property tax cap will help keep taxes in check it is only part of the answer.  He says meaningful mandate relief is needed to help overburdened local governments and school districts effectively cut costs.

The bill was sent to the assembly.

It’s amazing how much we didn’t know when we bought our place. I was doing TONS of research, thought I knew a fair amount, but first I didn’t know we were buying into the roughest block in the neighborhood, and now I find out there are government programs that will pay up to 40% of our renovation costs. 40% makes a REAL difference and we had no clue when we went into contract… If we had picked the “wrong” building we would have gotten nothing....

Select Committee Releases Report on NYS's Sales Tax

(Albany, NY) – Today, the New York State Senate Select Committee on Budget and Tax Reform released a staff report detailing how the State’s sales tax is failing to keep pace with economic and technological trends.

The sales tax, which then-Governor Nelson A. Rockefeller passed in 1965 to provided added aid to municipalities and schools, is being impacted by economic, technological and political trends. These trends — examined in the report — include:

· the shift from an industrial-based economy to a service-based economy;

· rampant growth in sales tax exemptions and credits;

· uncollected sales tax revenues because of mail order and Internet sales.

Talk Of Trash Tax Already Causing A Stink

The Bloomberg administration is considering making New Yorkers pay for garbage pickup as a way to help solve the city's financial crisis.

Proponents of the idea say it would also cut down on waste.

A former sanitation official says many New Yorkers could end up paying less overall taxes if trash collection is separated from general taxes, and people are charged for what they throw away, not their neighbors.

Paying for trash pickup is widely practiced elsewhere.

Senator Sampson Comments on Tax and Finance Regulation Concerning Tax Preparers

Senator John L. Sampson commented on a proposed rule issued by the State Tax and Finance Department entitled Consumer Bill of Rights Regarding Tax Preparers (TAF-07-09-11-P).  Senator Sampson asked the Department to revise the  rule to conform with statutory language by including the definition of a “refund anticipation check,” and the term “refund.”  In addition, Senator Sampson believed consumers may get confused about the regulation’s terms of refund, refund anticipation check and refund anticipation loan.  Senator Sampson asked the Department to make certain consumers are aware of the complete definitions of the terms and that they would be displayed on both the Tax and Finance web site and the Consumer Protection Board web site.
