BILL NUMBER:A8995 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to authorizing the town of Hempstead, in the county of Nassau, to estab- lish a speed limit of less than thirty miles an hour for certain high- ways within the community of Lido Beach PURPOSE: The purpose of this bill is to enhance pedestrian and vehicu- lar safety in Lido Beach, New York. SUMMARY OF PROVISIONS: This bill amends the Vehicle and Traffic Law 1662-a to permit the establishment of 15 m.p.h. speed zones on certain streets and in front of school buildings in Lido Beach, New York. EXISTING LAW: Vehicle and Traffic Law § 1662-a already contains provisions identical to the proposed amendment which apply to Point Lookout, New York, the community adjacent to Lido Beach. JUSTIFICATION: The proposed bill is justified for the following three reasons: 1. The area of Lido Beach affected by the bill is a residential enclave front in a beach park. Six of the sixteen streets named in the bill provide beach access. The safety of pedestrian beach goers would be enhanced by lower speed limits.
