BILL NUMBER: S4920 TITLE OF BILL : An act to amend the energy law, in relation to state lighting efficiency standards for existing public buildings PURPOSE OR GENERAL IDEA OF BILL : This bill adds elimination of wasteful artificial night lighting to the state lighting efficiency standards. SUMMARY OF SPECIFIC PROVISIONS : Section 1 amends Section 8-101 of the energy law to add the elimination of wasteful artificial night lighting to the state lighting efficiency standards. JUSTIFICATION : Even when methods of generating power for residential, commercial, and municipal lighting are as efficient as possible, the emissions resulting from burning fossil fuels are a significant threat to public health. The contaminants in these emissions are killing our lakes, tainting our air and drinking water and contributing to global warming. In addition, the state and nation face a crisis in the cost and distribution of electricity because increases in demand are outpacing supply. At the same time, it is estimated that poorly designed and inefficient outdoor night lighting wastes between $3.5 and $4 billion annually. This legislation requires the inclusion of ways of eliminating wasteful lighting in the state lighting efficiency standards and will therefore help the state reduce

THOMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the energy law, in relation to state lighting efficiency standards for existing public buildings THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 8-101 of the energy law, as amended by chapter 744 of the laws of 1979, is amended to read as follows: S 8-101. Purpose. In furtherance of the policy set forth in subdivi- sion two of section 3-101 of this chapter, the legislature hereby directs that state lighting efficiency standards for existing buildings be promulgated to protect the health, safety, security and welfare of the people of the state, to conserve energy BY WAYS INCLUDING ELIMINAT- ING WASTEFUL ARTIFICIAL NIGHT LIGHTING and to reduce public expenditure for energy; and that such standards ensure that economically reasonable energy conservation techniques be used in the lighting of all such buildings in the state. It is a further purpose of this [act] ARTICLE to encourage, assist and promote compliance with such standards by the owners and lessors of such buildings. S 2. This act shall take effect immediately.
