Requires all senior living facilities to employ an independent ambulance service for the provision of emergency medical services and transport at such facilities; a senior living facility is any dwelling or collective group of dwellings at a common location providing housing to more than 50 persons who are over 65 years old.

AN  ACT  to  amend  the  public health law, in relation to senior living
  facilities

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  public health law is amended by adding a new article
30-D to read as follows:
                               ARTICLE 30-D
                        SENIOR LIVING FACILITIES
SECTION 3080. DEFINITION.
        3081. AMBULANCE SERVICE.
  S 3080. DEFINITION. AS USED IN THIS ARTICLE, "SENIOR LIVING  FACILITY"
SHALL  MEAN  ANY  DWELLING  OR COLLECTIVE GROUP OF DWELLINGS AT A COMMON
LOCATION PROVIDING HOUSING TO MORE THAN FIFTY PERSONS WHO ARE  OVER  THE
AGE OF SIXTY-FIVE YEARS.
  S  3081.  AMBULANCE SERVICE. EVERY SENIOR LIVING FACILITY SHALL EMPLOY
AN INDEPENDENT AMBULANCE SERVICE, CERTIFIED PURSUANT  TO  SECTION  THREE
THOUSAND  FIVE  OF  THIS CHAPTER, FOR THE PROVISION OF EMERGENCY MEDICAL
SERVICES AND TRANSPORT. THE COMMISSIONER AND THE STATE EMERGENCY MEDICAL
SERVICES COUNCIL SHALL ESTABLISH STANDARDS FOR THE PROVISION OF EMERGEN-
CY MEDICAL SERVICES AND TRANSPORT, AND THE  STAFFING  OF  AMBULANCES  AT
SENIOR LIVING FACILITIES PURSUANT TO ARTICLE THIRTY OF THIS CHAPTER.
  S  2. This act shall take effect on the first of January next succeed-
ing the date on which it shall have become  a  law;  provided  that  any
rules and regulations necessary for the implementation of the provisions
of  this  act  on  its  effective date are authorized and directed to be
promulgated and completed on or before such date.
