BILL NUMBER: S7818 TITLE OF BILL : An act to amend chapter 386 of the laws of 1996 amending the education law relating to providing for a waiver allowing state aid in certain circumstances, in relation to the effectiveness thereof PURPOSE : This legislation would extend existing law that enables the state education department to waive local maintenance of effort requirements regarding library funding. SUMMARY OF PROVISIONS : This bill would amend section 2 of chapter 386 of the laws of 1996 as last amended by chapter 661 of the laws of 2005 to extend the effective date until January 1, 2016. JUSTIFICATION : State law requires that municipalities maintain their library funding levels at 95% of the previous two year's average or lose 25% of their state library aid grant. OPPENHEIMER -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend chapter 386 of the laws of 1996 amending the education law relating to providing for a waiver allowing state aid in certain circumstances, in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 2 of chapter 386 of the laws of 1996, amending the education law relating to providing for a waiver allowing state aid in certain circumstances, as amended by chapter 661 of the laws of 2005, is amended to read as follows: S 2. This act shall take effect immediately, provided that the provisions of this act shall be deemed to have been in full force and effect on and after January 1, 1996, and provided, further that this act shall be deemed repealed on and after January 1, [2011] 2016. S 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD17102-01-0
