BILL NUMBER:S3466 TITLE OF BILL: An act to amend the public authorities law, in relation to establishing the nodal metering initiative demonstration project by the Northern Westchester Energy Action Consortium PURPOSE: Establishes the nodal metering initiative demonstration project SUMMARY OF PROVISIONS: Section 1: Establishes the nodal metering initiative demonstration project, to pick and select appropriate nodal points along the transmission and distribution grids for the installation of smart meters to accurately measure the electricity consumption within a community of the Northern Westchester Energy Action Consortium, and provides that the authority shall exercise oversight and is authorized to disburse funds to carry out the purposes of this section. Section 2: States the effective date. JUSTIFICATION: The town of Bedford in Northern Westchester played a leading role in establishing the State's first sustainable home energy loan program, which was recently adopted as statewide legislation.

OPPENHEIMER -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommu- nications AN ACT to amend the public authorities law, in relation to establishing the nodal metering initiative demonstration project by the Northern Westchester Energy Action Consortium THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public authorities law is amended by adding two new sections 1884 and 1885 to read as follows: S 1884. NODAL METERING INITIATIVE DEMONSTRATION PROJECT. THERE IS HEREBY ESTABLISHED THE NODAL METERING INITIATIVE DEMONSTRATION PROJECT. THE PURPOSES OF THE PROJECT SHALL BE TO PICK AND SELECT APPROPRIATE NODAL POINTS ALONG THE TRANSMISSION AND DISTRIBUTION GRIDS FOR THE INSTALLATION OF SMART METERS TO ACCURATELY MEASURE THE ELECTRICITY CONSUMPTION WITHIN A COMMUNITY OF THE NORTHERN WESTCHESTER ENERGY ACTION CONSORTIUM, CARRY OUT TEST AND OPERATION PROCEDURES AND PROVIDE RESULTS OF THESE PROCEDURES FOR EVALUATION. S 1885. STATE OVERSIGHT AND FUNDING. THE AUTHORITY SHALL EXERCISE OVERSIGHT OVER THE NODAL METERING INITIATIVE DEMONSTRATION PROJECT, ESTABLISHED IN SECTION EIGHTEEN HUNDRED EIGHTY-FOUR OF THIS ARTICLE AND IS HEREBY AUTHORIZED TO DISBURSE FUNDS TO THE NORTHERN WESTCHESTER ENER- GY ACTION CONSORTIUM TO CARRY OUT THE PURPOSES OF SUCH SECTION.
