BILL NUMBER:S3066 TITLE OF BILL: An act to amend the education law, in relation to the display and distribution of the parental bill of rights in the city school district of the city of New York PURPOSE OR GENERAL IDEA OF BILL: Inform parents of the rights they have concerning their children in New York City Schools. SUMMARY OF SPECIFIC PROVISIONS: Section One: -Requires all New York City public schools to post the 'Parent's Bill of Rights and Responsibilities' in a prominent area within the lobby of said schools in both English and Spanish. -Requires the Chancellor to ensure that all schools make available this bill of rights and responsibilities available to parents and parental guardians on an annual basis in the languages predominantly spoken in the community where the school is located. -Requires that all schools make this bill of rights and responsibilities available to parents and parental guardians upon request in the languages predominantly spoken in the community where the school is located.

HUNTLEY, ADAMS, HASSELL-THOMPSON, PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to the display and distribution of the parental bill of rights in the city school district of the city of New York THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 2590-h of the education law is amended by adding a new subdivision 15-a to read as follows: 15-A. REQUIRE ALL SCHOOLS WITHIN THE CITY DISTRICT TO DISPLAY THE PARENTAL BILL OF RIGHTS, PROVIDED FOR IN SUBDIVISION FIFTEEN OF THIS SECTION, IN A PROMINENT PLACE WITHIN THE LOBBY AREA OF EACH SUCH SCHOOL. THE PARENTAL BILL OF RIGHTS SHALL BE DISPLAYED IN BOTH ENGLISH AND SPAN- ISH. THE CHANCELLOR SHALL ALSO REQUIRE ALL SCHOOLS WITHIN THE CITY DISTRICT TO MAKE AVAILABLE, ON AN ANNUAL BASIS, A COPY OF THE PARENTAL BILL OF RIGHTS TO PARENTS OR PERSONS IN PARENTAL RELATION TO CHILDREN ATTENDING SCHOOLS WITHIN THE CITY DISTRICT. SUCH COPIES SHALL BE MADE AVAILABLE TO THE PARENTS OR PERSONS IN PARENTAL RELATION TO THE CHILDREN ATTENDING SCHOOLS WITHIN THE CITY DISTRICT IN THE LANGUAGE OR LANGUAGES PREDOMINANTLY SPOKEN IN THE COMMUNITY IN WHICH THE SCHOOL IS LOCATED. COPIES OF THE BILL OF RIGHTS SHALL ALSO BE MADE AVAILABLE IN INDIVIDUAL SCHOOLS TO THE PARENTS OR PERSONS IN PARENTAL RELATION TO THE CHILDREN ATTENDING SCHOOLS WITHIN THE CITY DISTRICT IN THE LANGUAGE OR LANGUAGES PREDOMINANTLY SPOKEN IN THE COMMUNITY IN WHICH THE SCHOOL IS LOCATED. S 2. This act shall take effect on the one hundred twentieth day after it shall have become a law; provided, however, that: (a) effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized and directed to be made and completed on or before such effective date; and EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
