BILL NUMBER:S4750 TITLE OF BILL: An act to amend the county law, in relation to authorizing the county of Chenango to apply for the establishment of foreign trade zones within such county SUMMARY OF PROVISIONS: Section 1 amends Section 224 of the County Law by adding a new subdivision 27 to allow for the County of Chenango to make application to the Foreign Trade Zones Board established by Congress. Section 2 shall make this act take effect immediately. PURPOSE: Allowing Chenango County to establish a Foreign Trade Zone will enable Norwich Pharmaceutical (NPI) the opportunity to offer a broader range of services and cost competitive options to its clients/customers. In addition, NPI will be a more attractive partner to a large international customer base not currently enjoyed. This bill will also allow the rapidly emerging worldwide generic

LIBOUS -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the county law, in relation to authorizing the county of Chenango to apply for the establishment of foreign trade zones within such county THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 224 of the county law is amended by adding a new subdivision 27 to read as follows: 27. THE COUNTY OF CHENANGO MAY MAKE APPLICATION TO THE FOREIGN TRADE ZONES BOARD ESTABLISHED BY THE ACT OF CONGRESS, APPROVED JUNE EIGH- TEENTH, NINETEEN HUNDRED THIRTY-FOUR, ENTITLED "AN ACT TO PROVIDE FOR THE ESTABLISHMENT, OPERATION AND MAINTENANCE OF FOREIGN TRADE ZONES IN PORTS OF ENTRY OF THE UNITED STATES, TO EXPEDITE AND ENCOURAGE FOREIGN COMMERCE, AND FOR OTHER PURPOSES," FOR A GRANT TO CHENANGO COUNTY OF THE PRIVILEGE TO HAVE ESTABLISHED, OPERATED AND MAINTAINED A FOREIGN TRADE ZONE OR ZONES AND FOREIGN TRADE SUB-ZONE OR SUB-ZONES WITHIN SUCH COUN- TY, PURSUANT TO THE PROVISIONS OF SUCH ACT, AND IF SUCH APPLICATION BE GRANTED, TO HAVE ESTABLISHED, OPERATED AND MAINTAINED SUCH ZONE OR SUB- ZONE IN ACCORDANCE WITH LAW. THE COUNTY OF CHENANGO MAY ENTER INTO SUCH CONTRACTS AND MAY APPROPRIATE SUCH SUMS OF MONEY AS IT MAY DEEM PROPER, SUBJECT TO THE PROVISIONS OF THIS ARTICLE, TOWARDS THE PROMOTION AND ESTABLISHMENT OF SUCH ZONES.
