ENGLEBRIGHT -- read once and referred to the Committee on Transportation AN ACT to authorize the study of synchronization of traffic control signals on highways THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The department of transportation, in consultation with the division of state police, is hereby authorized and directed to conduct a study of the synchronization of traffic control signals on highways under the jurisdiction of the state in regions ten and eleven of such department. Such study shall examine the effect of the usage and timing of traffic control signals installed on state highways, on traffic flow and volume on such state highways and intersecting highways, including during peak and non-peak hours. Such study also shall include recommen- dations on traffic light synchronization to maximize the efficient flow of traffic on such state and intersecting highways. The department of transportation shall deliver such study to the governor, the temporary president of the senate, the speaker of the assembly, and the chairs of the senate and assembly transportation committees on or before December 1, 2013.
