HEVESI -- read once and referred to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public service law, in relation to directing the public service commission to conduct a study on gas and electric supply prices THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 5 of the public service law is amended by adding a new subdivision 7 to read as follows: 7. A. WITHIN FORTY-FIVE DAYS OF THE EFFECTIVE DATE OF THIS SUBDIVI- SION, THE COMMISSION SHALL CONDUCT A STUDY IN COOPERATION AND CONSULTA- TION WITH THE BULK SYSTEM OPERATOR RELATING TO THE CAUSE OR CAUSES OF INCREASES IN CONSUMER PRICES FOR GAS AND ELECTRIC SUPPLY SERVICE DURING THE TIME PERIOD COMMENCING ON NOVEMBER FIRST, TWO THOUSAND THIRTEEN AND ENDING ON APRIL THIRTIETH, TWO THOUSAND FOURTEEN. B. UPON COMPLETION AND REVIEW OF THE DATA IN CONNECTION WITH THE STUDY, THE COMMISSION SHALL ISSUE A REPORT TO THE GOVERNOR AND THE LEGISLATURE WHICH SHALL INCLUDE RECOMMENDATIONS FOR STATUTORY AND REGU- LATORY CHANGES THAT MAY BE IMPLEMENTED IN ORDER TO MITIGATE FUTURE SUCH INCREASES IN GAS AND ELECTRIC SUPPLY PRICES. C. SUCH REPORT SHALL BE COMPLETED NO LATER THAN NOVEMBER FIFTEENTH, TWO THOUSAND FOURTEEN AND COPIES SHALL BE FORWARDED TO THE GOVERNOR, THE TEMPORARY PRESIDENT OF THE SENATE, THE SPEAKER OF THE ASSEMBLY, THE CHAIR OF THE SENATE ENERGY AND TELECOMMUNICATIONS COMMITTEE, THE CHAIR OF THE ASSEMBLY ENERGY COMMITTEE AND ALSO POSTED ON THE DEPARTMENT'S WEBSITE. HEVESI, ABINANTI -- read once and referred to the Committee on Corporations, Authorities and Commissions -- reported and referred to the Committee on Ways and Means -- reported from commit- tee, advanced to a third reading, amended and ordered reprinted, retaining its place on the order of third reading AN ACT directing the public service commission to conduct a study on gas and electric supply prices; and providing for the repeal of such provision upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Gas and electric supply price study. a. Within forty-five days of the effective date of this act, the public service commission shall conduct a study in cooperation and consultation with the bulk system operator relating to the cause or causes of increases in consumer prices for gas and electric supply service during the time period commencing on November first, two thousand thirteen and ending on April thirtieth, two thousand fourteen. b. Upon completion and review of the data in connection with the study, the public service commission shall issue a report to the gover- nor and the legislature which shall include recommendations for statuto- ry and regulatory changes that may be implemented in order to mitigate future such increases in gas and electric supply prices. c. Such report shall be completed no later than November fifteenth, two thousand fourteen and copies shall be forwarded to the governor, the temporary president of the senate, the speaker of the assembly, the chair of the senate energy and telecommunications committee, the chair of the assembly energy committee and also posted on the department's website. S 2. This act shall take effect immediately and shall expire and be deemed repealed November 15, 2014.
