BILL NUMBER:S1566 TITLE OF BILL: An act to amend the education law, in relation to the disclosure of relationships between institutions of higher education and study abroad programs PURPOSE: This legislation creates a new article in the education law which will require institutions of higher education to disclose any relationships or perquisites that they receive from providers of study abroad programs. SUMMARY OF PROVISIONS: Section 1 adds a new article to the education law. It also defines "college/university," "study abroad programs" and "perquisites". This section also requires institutions of higher education to disclose in writing, any perquisites (perks) that they receive from study abroad programs that their students participate in. It further requires institutions of higher education to disclose the actual costs to the institution for their students to participate in a particular study abroad program. LAVALLE -- read twice and ordered printed, and when printed to be committed to the Committee on Higher Education AN ACT to amend the education law, in relation to the disclosure of relationships between institutions of higher education and study abroad programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new article 25 to read as follows: ARTICLE 25 DISCLOSURE OF RELATIONSHIPS BETWEEN INSTITUTIONS OF HIGHER EDUCATION AND STUDY ABROAD PROGRAMS SECTION 1250. DEFINITIONS. 1251. DISCLOSURE OF RELATIONSHIPS; HIGHER EDUCATION; STUDY ABROAD PROGRAMS. S 1250. DEFINITIONS. FOR PURPOSES OF THIS ARTICLE, THE FOLLOWING TERMS SHALL HAVE THE FOLLOWING MEANINGS: 1. "COLLEGE/UNIVERSITY" SHALL MEAN ANY INSTITUTION OF HIGHER EDUCA- TION, RECOGNIZED AND APPROVED BY THE REGENTS OF THE UNIVERSITY OF THE STATE OF NEW YORK, WHICH PROVIDES A COURSE OF STUDY LEADING TO THE GRANTING OF A POST-SECONDARY DEGREE OR DIPLOMA. 2. "STUDY ABROAD PROGRAMS" SHALL MEAN PROGRAMS WHICH ARE COORDINATED BY COLLEGES/UNIVERSITIES IN THE STATE OF NEW YORK AND PRIVATE ORGANIZA- TIONS, THAT PROVIDE STUDENTS WITH THE OPPORTUNITY TO WORK OR STUDY, WHOLLY OR IN PRINCIPAL PART, OUTSIDE OF THE UNITED STATES OF AMERICA. 3. "PERQUISITE" SHALL MEAN ANY EXPENSES PAID BY A STUDY ABROAD PROGRAM TO ANY EMPLOYEE OR REPRESENTATIVE OF A COLLEGE OR UNIVERSITY FOR TRAVEL, LODGING, FOOD OR ENTERTAINMENT.
