BILL NUMBER:S2489 TITLE OF BILL: An act to amend the education law, in relation to rescheduling regents examinations PURPOSE: Requires the Commissioner of Education to reschedule cancelled Regents examinations. SUMMARY OF SPECIFIC PROVISIONS: Section one amends section 305 of the education law by adding a new subdivision 43. Section two is the effective date. JUSTIFICATION: Currently the State Education Commissioner has the authority to reschedule Regent exams at their discretion. For example, the Commissioner could decide to reschedule an exam months after the original exam was cancelled. This is not fair to the students who put a lot of study time and effort toward preparing for the exam. The longer the exam is delayed and eventually rescheduled, the more difficult it is for students to retain the information they learned in preparation for the exam. It also places a burden on teachers who have worked hard on instructing their students to prepare for the exam and it takes away the teachers ability to focus on their regular course of instruction that is required for the rest of the year; therefore, this
