BILL NUMBER:S6450 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to establishing a distinctive plate honoring the Boy Scouts of America PURPOSE: To authorize a distinctive license plate in honor of the Boys Scouts of America. SUMMARY OF PROVISIONS: Section 1 of the bill amends the vehicle and traffic law to authorize a distinctive license plate in support of the Boy Scouts of America. Section 2 of the bill is the effective date. JUSTIFICATION: The Boy Scouts of America was established over 100 years ago and the organization is still very popular here in New York with thousands of members. Scouting helps with character development, citi- zenship training, and personal fitness with our young people. This legislation establishes a distinctive license plate in support of the Boy Scouts of America that would allow vehicle owners to show their support for the organization. MAZIARZ -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to establishing a distinctive plate honoring the Boy Scouts of America THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-x to read as follows: S 404-X. DISTINCTIVE BOY SCOUTS OF AMERICA PLATES. 1. ANY PERSON RESIDING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A DISTINCTIVE PLATE IN SUPPORT OF THE BOY SCOUTS OF AMERICA OF A DESIGN APPROVED BY THE COMMISSIONER IN CONSULTATION WITH THE NATIONAL COUNCIL OF THE BOY SCOUTS OF AMERICA. 2. AN APPLICATION FOR SUCH PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE AND AN INITIAL ONE TIME SERVICE CHARGE OF TWENTY-FIVE DOLLARS SHALL BE CHARGED FOR SUCH PLATES. 4. SUCH INITIAL SERVICE CHARGE SHALL BE DEPOSITED, PURSUANT TO SECTION FOUR HUNDRED FOUR-OO OF THIS ARTICLE, TO THE CREDIT OF THE DEPARTMENT OF MOTOR VEHICLES DISTINCTIVE PLATE DEVELOPMENT FUND ESTABLISHED BY SECTION NINETY-FIVE-G OF THE STATE FINANCE LAW, AND SHALL BE USED FOR THE PRODUCTION, DESIGN, ADVERTISING AND MARKETING OF DISTINCTIVE PLATES PURSUANT TO SUCH SECTION OF THE STATE FINANCE LAW.
