AN ACT to amend the New York State urban development corporation act, in
  relation to certain grants for assistance to provide advanced manufac-
  turing employers with a competitive workforce

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Subdivision 1 of section 16-m of section 1 of chapter 174
of the laws of 1968, constituting the New York state  urban  development
corporation  act,  is  amended  by adding a new paragraph (o) to read as
follows:
  (O) GRANTS  TO  EDUCATIONAL  INSTITUTIONS,  NOT-FOR-PROFITS,  INDUSTRY
PUBLIC-PRIVATE  PARTNERSHIPS,  AND INDIVIDUALS FOR ASSISTANCE LEADING TO
APPROPRIATE TRAINING AND CERTIFICATION TO ENTER THE ADVANCED MANUFACTUR-
ING FIELD AND TO PROVIDE ADVANCED MANUFACTURING EMPLOYERS WITH A COMPET-
ITIVE WORKFORCE. THE CORPORATION  SHALL  CREATE  CRITERIA  FOR  ELIGIBLE
APPLICANTS  INCLUDING  PREFERENCE  FOR  PROGRAMS  THAT  FOSTER LOCAL AND
REGIONAL PUBLIC-PRIVATE PARTNERSHIPS AND OFFER TRAINING IN  AN  INDUSTRY
RECOGNIZED  PROGRAM  AND/OR  CERTIFICATION PROGRAM THAT DEMONSTRATES THE
PROSPECTIVE EMPLOYEE'S READINESS, UPON COMPLETION  OF  THE  PROGRAM,  TO
ENTER THE DESIRED FIELD WITH THE REQUIRED KNOWLEDGE OF ADVANCED MANUFAC-
TURING EQUIPMENT AND PROCESSES.
  S  2. This act shall take effect immediately; provided that the amend-
ments to section 16-m of section 1 of chapter 174 of the laws  of  1968,
constituting  the New York state urban development corporation act, made
by section one of this act shall  not  affect  the  expiration  of  such
section and shall be deemed to expire therewith.
