BILL NUMBER:S2088 TITLE OF BILL: An act to amend the public authorities law, in relation to one-way or round trip tickets purchased for use on the Long Island Rail Road and the Metro-North Commuter Railroad Company PURPOSE OR GENERAL IDEA OF BILL: To eliminate the cost of mandated surcharges for the cancellation of one-way or round trip Long Island Rail Road and Metro-North Commuter Railroad Company tickets within six months of their original purchase. SUMMARY OF SPECIFIC PROVISIONS: Creates Section 1266-j of the public authorities law; requiring the Metropolitan Transit Authority to extend the validity of one-way or round trip Long Island Railroad and Metro-North Railroad tickets to six months from the date of purchase and to reimburse one hundred percent (100%) of the purchase price for unused one-way or round Long Island Rail Road and Metro-North Commuter Railroad Company tickets returned within six months of the date of purchase and prohibiting the assessment of any surcharge or processing fee for the returned ticket. JUSTIFICATION: On December 30, 2010, the Metropolitan Transit Authority (MIA) Board adopted a new refund policy for tickets purchased for the Long Island Rail Road (LIRR) and Metro-North Commuter Railroad Company. The public authorities law is amended by adding a new section 1266-j to read as follows: S 1266-J. LONG ISLAND RAIL ROAD AND METRO-NORTH COMMUTER RAILROAD COMPANY; REIMBURSEMENT. NOTWITHSTANDING ANY OTHER PROVISION OF LAW, ANY ONE-WAY OR ROUND TRIP TICKET PURCHASED FOR USE ON THE LONG ISLAND RAIL ROAD OR THE METRO-NORTH COMMUTER RAILROAD COMPANY SHALL BE VALID FOR SIX MONTHS FROM THE DATE OF PURCHASE AND THE AUTHORITY SHALL REIMBURSE ONE HUNDRED PERCENT OF THE PURCHASE PRICE OF ANY UNUSED LONG ISLAND RAIL ROAD OR METRO-NORTH COMMUTER RAILROAD COMPANY ONE-WAY OR ROUND TRIP TICKET TO THE BEARER OF SUCH TICKET, PROVIDED THAT SUCH TICKET IS RETURNED WITHIN SIX MONTHS OF THE DATE OF PURCHASE. BILL NUMBER:S2088A REVISED 5/27/14 TITLE OF BILL: An act to amend the public authorities law, in relation to one-way or round trip tickets purchased for use on the Long Island Rail Road and the Metro-North Commuter Railroad Company PURPOSE: To ensure the validity of any one-way, round-trip or multi-trip ticket, not purchased for a specific month or unlimited travel, for one year from date of purchase and, additionally, to ensure full reimbursement for returned tickets without additional surcharges, intended for tickets purchased, for use on the Long Island Rail Road or the Metro-North Commuter Railroad Company. SUMMARY OF PROVISIONS: Section one adds a new section 1266-j of the public authorities law; requiring the Metropolitan Transit Authority to extend the validity of one-way or round trip Long Island Railroad and Metro- North Railroad tickets to one year from the date of purchase and to reimburse one hundred percent (100%) of the purchase price for unused one-way or round Long Island Rail Road and Metro-North Commuter Railroad Company tickets returned within six months of the date of purchase and prohibiting the assessment of any surcharge or processing fee for the returned ticket. Additionally creates a new section 1266-k; providing that additional train fare purchased after boarding by a passenger with insufficient fare shall be rounded up to the nearest quarter.
