BILL NUMBER:S4096

TITLE OF BILL: An act to authorize Jay Vandermark, Jr. to be employed
as a part-time police officer by the village of Deposit, in the county
of Broome

PURPOSE: Allows the Village of Deposit to hire a part-time Police
Officer to help fill vacancies in the Department without having this
employee take a Civil Service Exam.

SUMMARY OF PROVISIONS:

Section 1 allows the Village of Deposit to hire Jay Vandermark Jr. as
a part-time village Police Officer without a civil service exam.

Section 2 provides for the law to become effective immediately.

JUSTIFICATION: The Village of Deposit Police Department is currently
short staffed. Two full-time officers left the Deposit Police
Department in 2011 for jobs closer to home. In order to properly
protect and serve the citizens of the Village of Deposit, the Village
would like to hire Jay Vandermark Jr. in a part-time capacity as a
noncompetitive officer.

Mr. Vandermark is currently employed full-time by the Village of
Deposit in the Department of Public Works. He has shown an exceptional
aptitude and interest in becoming a Village of Deposit Police Officer
and because he is a local resident, the Village Board feels that he
would be more likely to stay on in the position than someone hired
from a different area.

PRIOR LEGISLATIVE HISTORY: New bill.

FISCAL IMPLICATIONS: None.

EFFECTIVE DATE: This act shall take effect immediately.

  printed to be committed to the Committee on Civil Service and Pensions

AN ACT to authorize Jay Vandermark, Jr. to be employed  as  a  part-time
  police officer by the village of Deposit, in the county of Broome

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Notwithstanding any provision of the civil service law,  or
any  rule  or  regulation adopted pursuant thereto, to the contrary, the
village of Deposit, in the county of Broome, acting by and  through  its
board  of  trustees,  is  authorized  to  employ, as a part-time village
police officer without competitive examination, Jay Vandermark, Jr., who
is also employed by the department of public works of such village as  a
full-time equipment operator.
  S 2. This act shall take effect immediately.
