TITLE OF BILL: An act amending chapter 371 of the laws of 1998,
amending the public authorities law relating to the construction and
financing of facilities by the dormitory authority for the New York
State Rehabilitation Association, in relation to extending the
expiration and repeal of such provisions

PURPOSE:

This legislation would extend the New York State Rehabilitation
Association's access to financing through the Dormitory Authority for
another five years until December 31, 2018.

SUMMARY OF PROVISIONS:

Sections 1. Extends the sunset clause of chapter 371 of the laws of
1998 until December 31, 2018.

Section 2. Effective date.

JUSTIFICATION:

In 1998 legislation was enacted authorizing the New York State
Dormitory Authority to provide financing for construction and
reconstruction of educational, administrative, and residential
facilities operated by not-for-profit members of the New York State
Rehabilitation Association. Previously, access to financing had been
limited due to the relative small size of agencies providing services
to people with disabilities. The need for financing through the
Dormitory Authority is ongoing, and this legislation would extend the
sunset clause through December 31, 2018.

  and Commissions

AN  ACT  amending  chapter  371 of the laws of 1998, amending the public
  authorities law relating to the construction and financing of  facili-
  ties  by the dormitory authority for the New York State Rehabilitation
  Association, in relation to extending the  expiration  and  repeal  of
  such provisions

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 5 of chapter 371 of the laws of 1998, amending  the
public  authorities  law  relating  to the construction and financing of
facilities by the dormitory authority for the New York  State  Rehabili-
tation  Association,  as  amended by chapter 272 of the laws of 2008, is
amended to read as follows:
  S 5. This act shall take effect immediately and shall  expire  and  be
deemed repealed on December 31, [2013] 2018.
  S 2. This act shall take effect immediately.
