BILL NUMBER:S5685

TITLE OF BILL: An act to authorize the town board of the town of
Marbletown to hold meetings in the town of Rosendale and the town
justice court of the town of Marbletown and the town justice court of
the town of Rochester to hold justice court in the town of Rosendale

PURPOSE OR GENERAL IDEA OF BILL: This legislation allows the town of
Marbletown and the town of Rochester to move select town services to
the currently vacant Rosendale Elementary School in the town of
Rosendale in order to achieve a cost savings.

SUMMARY OF SPECIFIC PROVISIONS:

Section 1: Authorizes the town board of Marbletown to adopt a
resolution to establish a town hall in the town of Rosendale.
Authorizes the town board of Marbletown to adopt a resolution to allow
any justice of the town of Marbletown to hold court proceedings in the
town of Rosendale should the town board of Rosendale authorize this.

Section 2: Authorizes the town board of the town of Rochester to adopt
a resolution to allow any justice of the town of Rochester to hold
court proceedings in the town of Rosendale should the town board of
Rosendale authorize this.

JUSTIFICATION: The towns of Marbletown, Rosendale, and Rochester have
determined that a cost savings can be achieved by consolidating the
physical locations of their town halls and justice courts within the
now vacant Rosendale Elementary School. The facility is already
handicap accessible, energy efficient, and will allow Marbletown to
rent out or lease its current town hall building which is located
desirably on Main Street in the hamlet. of Stone Ridge. The leadership
or administrations of the involved towns will not merge or change, the
physical location will simply shift.

The Marbletown town hall will move 2.8 miles driving distance from its
current location, the Rochester justice court will move 13.4 miles
driving distance from its current location, and the Rosendale town
hall will move 2.5 miles driving distance from its current location.

PRIOR LEGISLATIVE HISTORY: None.

FISCAL IMPLICATIONS: Cost savings to local taxpayers.

EFFECTIVE DATE: This act shall take effect immediately.
