Albany with rifles; and providing for the repeal of such provisions

PURPOSE OR GENERAL IDEA OF BILL:

Authorizes big game hunting in Albany County with a pistol, rifle,

by adding a new item (k)

Section 4 effective date

JUSTIFICATION:

It is currently legal to hunt big game in Albany County with shotgun,
muzzleloader, bow and pistol, but not with rifles. This pertains to
all areas of the county except Wildlife management Unit 4J is archery
only and encompasses the City of Albany and adjacent populated and
suburban areas.

Advances in shooting technology with regards to shotguns, including
the use of rifled shotgun barrels and specialized ammunition, have
given shotguns ballistic characteristics similar to that of rifles.

FISCAL IMPLICATIONS:

None

EFFECTIVE DATE:

This act shall take effect immediately, provided that the amendments
to items (d) of paragraph a of subdivision 2 of section 11-0907 of the
environmental conservation law made by section one of this act shall

upon such date the provisions of section two of this act shall take
effect.
