BILL NUMBER:S6229 TITLE OF BILL: An act to amend the education law, in relation to cardiopulmonary resuscitation training PURPOSE: To develop a training video for hands-only cardiopulmonary resuscitation and automated external defibrillator's and to provide for the dissemination of such video. SUMMARY OF PROVISIONS: Section 1 amends the Education Law by adding a new section 804-e. Section 804-e requires the New York State Education Department in conjunction with the Department of Health to consult with the American Red Cross and the American Heart Association on the development of a training video for hands only cardiopulmonary resuscitation and automated external defibrillators. The video shall be accessible through the website of the New York State Public High School Athletic Association and via a link from the school district's website. Parents and staff shall be notified of the video and encouraged to watch it through correspondence currently published by the school district. RITCHIE -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to cardiopulmonary resus- citation training THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 804-e to read as follows: S 804-E. CARDIOPULMONARY RESUSCITATION TRAINING VIDEO. 1. THE DEPART- MENT, IN CONJUNCTION WITH THE NEW YORK STATE DEPARTMENT OF HEALTH, AND IN CONSULTATION WITH THE AMERICAN RED CROSS AND THE AMERICAN HEART ASSO- CIATION, SHALL DEVELOP A TRAINING VIDEO ON HANDS-ONLY CARDIOPULMONARY RESUSCITATION AND AUTOMATED EXTERNAL DEFIBRILLATORS. THE VIDEO SHALL BE DEVELOPED USING STATE FUNDS AND OUTSIDE GRANTS. THE VIDEO SHALL BE NO MORE THAN FIFTEEN MINUTES IN LENGTH. ONCE COMPLETED, THE VIDEO SHALL BE POSTED ON THE WEBSITE OF THE NEW YORK STATE PUBLIC HIGH SCHOOL ATHLETIC ASSOCIATION. SCHOOL DISTRICTS SHALL BE PERMITTED TO PROVIDE A LINK TO THE VIDEO THROUGH THEIR WEBSITE. 2. SCHOOL DISTRICTS SHALL NOTIFY PARENTS AND STAFF IN NEWSLETTERS, BULLETINS, CALENDARS, OR OTHER CORRESPONDENCE CURRENTLY PUBLISHED BY THE SCHOOL DISTRICT OF THE VIDEO POSTED IN SUBDIVISION ONE OF THIS SECTION AND ENCOURAGE PARENTS AND STAFF TO VIEW IT.
