BILL NUMBER:S3528 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to prohibiting U turns in school zones during posted hours PURPOSE; The purpose of this bill is to assure that school zones remain safe for students SUMMARY OF PROVISIONS: This bill adds a subdivision b to Section 1161 of the Vehicle and Traffic Law, prohibiting U turns within a posted school zone during posted hours EXISTING LAW: Current law prohibits U turns on curves and at the crest and approach to an incline JUSTIFICATION: This bill is meant to provide more predictable traffic patterns within school zones. School zones provide a buffer zone around areas in which students are more likely to be travelling on foot and in cars. Speed is therefore limited to provide drivers and pedestrians additional time to assess dangers. By limiting the ability of drivers to conduct U turns in such zones, student safety is further enhanced. LEGISLATIVE HISTORY: New bill FISCAL IMPLICATIONS: None

FUSCHILLO, ADAMS, HASSELL-THOMPSON, SAVINO -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to prohibiting U turns in school zones during posted hours THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1161 of the vehicle and traffic law, as amended by chapter 157 of the laws of 1978, is amended to read as follows: S 1161. U turns in certain areas prohibited. A. No motor vehicle shall make a U turn upon any curve, or upon the approach to, or near the crest of a grade, where such motor vehicle cannot be seen by the driver of any other motor vehicle approaching from either direction within five hundred feet. B. NO MOTOR VEHICLE SHALL MAKE A U TURN WITHIN A SCHOOL ZONE DURING POSTED HOURS. SUCH SCHOOL ZONE AND HOURS SHALL BE DESIGNATED BY SIGNAGE CONSISTENT WITH 17 NYCRR CHAPTER V, SECTION 7B.09. S 2. This act shall take effect on the ninetieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD07107-02-3

S 2. This act shall take effect on the first of November next succeed- ing the date on which it shall have become a law.
